Abstract Globalization, devolution, outsourcing, multi-sector partnerships and networks, and a ho... more Abstract Globalization, devolution, outsourcing, multi-sector partnerships and networks, and a host of other social transformations are creating new challenges for schools of public administration and policy. These changes in the field demand greater focus on the inter-sectoral delivery of public goods and services, on globalization, and on the leadership of networks, but the core curricula in graduate public administration and policy programs have not yet changed enough to meet those demands. Until the curricula in these programs reflect the new realities of public management and the challenge of public accountability, graduates of these programs may not be fully able to meet the challenges facing today’s public leaders.

Purpose This study aims to advance theory on business in conflict zones (often termed “business f... more Purpose This study aims to advance theory on business in conflict zones (often termed “business for peace”) so as to enable the categorization of empirical work testing the field’s assertions. Design/methodology/approach In this conceptual paper, the authors present an assessment framework for categorizing research on the peace impacts of business entities, as suggested by Oetzel et al. (2009). This framework allows researchers to make comparisons across methodologies and fields on whether particular business actions contribute to peace. Findings Drawing on peace and conflict research, this study proposes a three-stage process in response to the presence of violence and its level of intensity, identify applicable research methods to assess the impact of business actions on peace at each of the three stages and offer suggestions for future research. Abstract: This paper explores privatization and organizational change and is based on lessons fro... more Abstract: This paper explores privatization and organizational change and is based on lessons from cross-national field research. Privatization of state-owned-enterprises (SOEs) and the introduction of competitive markets have been adopted by nations around the world as a means to reform public infrastructure and to improve delivery of goods and services. Our strategy for analyzing approaches to the study of organizational change in privatized firms is two fold. First, we undertook an extensive meta-analysis of pre and post -privatization changes. Second, we developed a model that identifies the variety of outcomes that the theory suggests are associated with privatization with a focus on changes in organizational culture and behavior. We constructed an interview protocol based on our model and conducted interviews with executives in privatized firms in Brazil, China, and Egypt during 2002 and 2003. Over the past 15 years, researchers and practitioners have explored the connections between busin... more Over the past 15 years, researchers and practitioners have explored the connections between business practices and peace. In this paper, we explore how research from other disciplines can inform our understanding of business practices and peace. One result would be guidance that is less general and more applicable to areas experiencing conflict than those currently supported by the business and peace literature. Based on literature reviews in political science, economics, and peace and conflict studies, we find support for an alternative conceptualization to the conflict/post-conflict classification that we term the “buffer” condition. We suggest that existing research supports the proposition that the private sector is the most effective actor in promoting peace in areas experiencing the buffer condition. And we encourage researchers to investigate the most effective ways for business to promote peace under such a condition.
