Pour de nombreux acteurs, le développement d’Haïti passe par le renforcement de l’État, l’adoption de politiques en matière d’éducation, de santé et de logement ainsi que le développement économique et la création d’emplois. Or, le succès de telles mesures exige la mise en place de meilleures pratiques en matière de gouvernance. Une véritable lutte contre la corruption constitue le point de départ d’une telle démarche. L’objectif de cet article est de mettre en relief l’importance de la corruption en Haïti et de proposer des pistes pour lutter contre ce fléau qui nuit considérablement au développement du pays.

BACKGROUND The impact of COVID-19 on mental health is tremendous. Since the beginning of the pand... more BACKGROUND The impact of COVID-19 on mental health is tremendous. Since the beginning of the pandemic, several actors have raised concerns about the impact of the pandemic on gambling. Many actors fear a switch to online gambling in the context of the closure of many land-based gambling activities due to the restrictions imposed by public health authorities, such as physical distancing and lockdowns. This switch is worrisome because online gambling is considered a high-risk game. In that context, we need to know more about the impacts of the pandemic on gambling. This scoping review aims to summarize the literature that addresses the impacts of the COVID-19 pandemic on gambling. To our knowledge, this is the first review to focus on this subject. METHODS An electronic literature search involving a strategy using keywords related to COVID-19 and gambling was conducted using MEDLINE, Academic Search Complete, CINAHL, PsychINFO, Social Works Abstract, and Socio Index databases on February 25th 2021. This search was combined with a manual search in Google Scholar. To be included, studies had to discuss gambling and COVID-19 as a primary theme, be written in English, and be published in a peer-reviewed journal. After collecting the information, we collated, summarized, and reported the results using narrative synthesis. RESULTS The search identified 181 articles. After the removal of duplicates and screening, 24 full-text articles were reviewed and included in this study: 14 original articles, 8 commentaries or editorials, and 2 protocols. Contrary to expectations, preliminary evidence suggested that gambling behavior often either decreased or stayed the same for most gamblers during the pandemic. However, for the minority who showed increased gambling behavior, there was frequently an association with problem gambling. CONCLUSION The available literature on COVID-19 and gambling is limited and the impact of the COVID-19 pandemic on gambling behavior and gambling problems is still unclear. Therefore, there is a need for more research on this topic, both qualitative and mixed methods studies, to better understand the impact of the pandemic on gambling. Considering the results, we need to be careful, particularly with problem gamblers and other subgroups of the population who seem to be more vulnerable to increased gambling habits during this pandemic period.

However, there is still little evidence about the facilitators and barriers to CM implementation in primary care setting. The three specific objectives of this study are to: (1) identify the facilitators and barriers of CM implementation in primary care clinics across Canada; (2) explain and understand the relationships between the actors, contextual factors, mechanisms and outcomes of the CM intervention; (3) identify the next steps towards CM spread in primary care across Canada.Methods and analysisWe will conduct a multiple-case embedded mixed methods study. Depuis la fin des années 1990, les jeux de hasard et d’argent (JHA) sèment régulièrement la contr... more Depuis la fin des années 1990, les jeux de hasard et d’argent (JHA) sèment régulièrement la controverse dans l’espace public québécois. En effet, au cours des dernières années, la question du management et de la régulation des JHA a pris une place de plus en plus importante dans les débats publics. Dans le cadre de cette thèse, qui prend la forme d’une thèse par articles, nous nous intéresserons au processus de construction du problème public que représente maintenant le jeu excessif au Québec. Pour ce faire, nous tracerons, dans un premier temps, la genèse de ce problème public en remontant à ses origines. Ce détour historique nous permettra de mettre en relief les diverses constructions par lesquelles l’action de s’adonner aux JHA et ce, de manière excessive ou non, est passée au cours du dernier siècle, soit de vice, à crime, à loisir en passant par maladie et problème de santé publique. Cette genèse nous permettra d’apporter un nouvel éclairage sur la présente controverse relative aux JHA au Québec. Nous tenterons, dans un premier temps, de mettre en relief comment la santé publique a réussi à construire ce « nouveau risque » que représente maintenant l’action de s’adonner aux JHA. Par la suite, nous tenterons de tirer des leçons pour la compréhension, l’analyse et le management des politiques publiques et ce, via une analyse de la controverse portant sur les JHA (article 1), un travail de reconceptualisation théorique (article 2) ainsi qu’une réflexion épistémologique sur des fondements de l’analyse et du management des politiques publiques (article 3).Since the late 1990s, gambling is an object of controversy in Quebec public space. In recent years, the issue of management and regulation of gambling has become increasingly important in public debates and, excessive or pathological gambling is now a central concern. In this thesis, which will take the form of a thesis by articles, we will look at the process of “construction” of the public problem of excessive gambling in Quebec. To do so, we will trace the genesis of this public issue by going back to its origins. This historical detour will allow us to highlight the various constructions by which gambling passed during the last century (vice, crime, leisure, disease and public health concern). This genesis will also allow us to shed new light on this controversy related to gambling in Quebec. We will attempt, among other things, to highlight how public health has managed to build this "new risk" that now represents gambling. And, beyond this analysis of the current and past situation, we will try to draw lessons for the understanding, analysis and management of public policies by an analysis of the controversy related to gambling (article 1), a theoretical work on morality policies (article 2) and, a reflection on epistemological foundations of public policy analysis and management (article 3)

Gambling is among the major public health issues that seems to have been transformed by the pandemic. In the province of Quebec in Canada, gambling is an important leisure activity. About two out of three adults are in Quebec gamble. The objective of this study is to draw a portrait of the impacts of the COVID-19 pandemic on gamblers and to learn more about their experiences during the pandemic in the province of Quebec.Method and analysisThis study has a sequential explanatory mixed-method design in two phases. The first phase is a cross-sectional online survey with Quebec residents who are 18 years of age or older and have gambled at least once in the previous 12 months.
