Article deals with, in particular, migration influence on both qualitative and quantitative human... more Article deals with, in particular, migration influence on both qualitative and quantitative human capital parameters in a recipient country. Currently Russian migration policy is under transition-the necessity of taking serious measures is acute, especially taking into account migrants' human capital parameters such as education. Tajikistan, Kirgizia, Armenia are main countries of migrants' origins in Russia. Migrants from these countries are mainly unskilled, poorly educated, low wage labor. Migration policy in Finland is considered to be highly adaptive and balanced. Reasons for Finland's success are the best European projection system of labour market parameters; VET and higher education development; skills anticipation; information dissemination in society; lifelong learning implementation. There is a variety of methods widely applied in the articlequalitative evaluation of labour market parameters, desk studies, documents analysis, and comparative research. The research reflects on the OECD indicators "Education at Glance" 2011;

This article deals with a skills anticipation methodology for seven hi-tech industries in Russia that resulted in the development of models for both soft and hard skills. There is a variety of widely applied methods-qualitative projection of labor market parameters, desk studies, documents analysis, foresight sessions, employers' and experts' surveys. As a result, new skills models are to help the specialists to effectively overcome the challenges, apply innovative decisions, and increase their technological knowledge.

The transition of Arctic single-industry towns to sustainable models of local economic and commun... more The transition of Arctic single-industry towns to sustainable models of local economic and community development is a daunting task, given the mutual interdependence of the local economy and the life cycle of the town's primary employer. To achieve sustainability, the organic co-development of social and human capital is crucial. Interaction institutions formed within the framework of social activities are key components stimulating social capital development in the local community, which in turn leads to the consolidation of the human capital in the territory. The purpose of the study is to identify social activity and social capital features within the local community of Kostomuksha Urban District as well as migration attitudes of different population groups highly important for population replacement. The study used a range of sociological, statistical, and general research methods to reveal the social practices prevailing in the community of Kostomuksha Urban District, identify and characterize the population groups that are vital for the regeneration of social capital, and compare their migration attitudes. Based on the results of the study, conclusions were drawn about the sustainability of social capital regeneration in Kostomuksha Urban District and the influence of its aspects on the consolidation of human capital. The research reveals the need for a concentrated effort by the local government to increase local sustainability by expanding social space through involving the surrounding territories and preventing institutional distortions in upward social mobility processes. The scientific novelty of the research lies in its methodological approach, which synthesizes the role-based and temporal components of social activity in the analysis of sociological research data. Also, as a new administrative entity in the Russian Arctic and a definite exception in terms of socioeconomic development of the Arctic monotowns, Kostomuksha Urban District has been previously studied to a very limited extent. The research has practical implications for devising strategic documents for regional development and socioeconomic management of single-industry towns.
The study focuses on Arctic single-industry towns, where chief town-forming enterprises used to b... more The study focuses on Arctic single-industry towns, where chief town-forming enterprises used to be parts of huge holdings such as-"Norilsk Nickel" (Norilsk, Monchegorsk, Dudinka), "Rusal" (Nadvoitsy, Nickel), "FosAgro" (Kirovsk), "Segezha group" (Onega, Segezha), "Polymetal" (Pevek). These enterprises managed to overcome challenges and sanctions in 2022 rather successfully. Т. 3. № 1 32 appeared in Arctic single-industry towns for the past 10 years. The Federal State Statistic Service data has shown that around 72,000 people has been leaving Arctic single-industry towns annually for the last five years. The principal reasons for out-migration became "a return to a former place of residence" (35.5%) and "due to family reasons" (31.5 %). An ultra-negative migration balance has been also recorded in Vorkuta and Inta of Komi Republic for the last 10 years. Principal reasons for out-migration in Arctic single-industry towns are return to a former place of residence (35.5 %) and due to family reasons (31.5 %). Of course, the external shocks of 2022 might have a negative impact on Arctic singleindustry towns demography, which might further contribute to population outflow; however, such a negative forecast would affect only some Arctic towns. However, Kostomuksha, a single-industry town in Republic of Karelia, is still in a risk zone since a number of joint Russian-Finnish enterprises have closed down in, and "Severstal" has been severely affected by sanctions. This situation might indirectly affect demographic situation in Kostomuksha that in 2019 had a positive demographic change among other Arctic cities.
Article deals with two sociological survey results of foreign labour migrants and indigenous peop... more Article deals with two sociological survey results of foreign labour migrants and indigenous peoples communities in 2020 in Chukotka. Survey results of foreign labour migrants made it possible to update a foreign labour migrant profile in Chukotka. It turned out that Chukotka attracts highly qualified migrants into labour market segment "production and distribution of electricity, gas and water". Chukotka is also known as the territory of traditional residence of indigenous small-numbered peoples of the North (ISPN).Survey results of indigenous peoples' communities made it possible to understand labour market perspectives for indigenous peoples. Thus, survey results have shown that indigenous peoples in Chukotka are mainly engaged in traditional occupations for indigenous peoples (75 %), while other 25 % work in occupations of social sector. Survey results also provided information on perspective occupations for indigenous peoples such chum keeper, fish processor, smoker, foam machine operator, and refrigerator service master. Demographic trends analyses also showed that 2 out of 7 municipalities-Pevek and Chukotsky municipality-are facing a serious out-migration while Anadyr is getting more attractive for senior citizens rather that youth. Both survey results as well as statistic data helped us to update picture of both natural (birth rate) and mechanical movements (migration) of people in Chukotka.

Survey results of foreign labour migrants made it possible to update a foreign labour migrant profile in Chukotka.
