A historic step was taken in 2006, when, the Forest Rights Act, 2006 (FRA) was enacted in India. ... more A historic step was taken in 2006, when, the Forest Rights Act, 2006 (FRA) was enacted in India. It aimed at vesting forest rights to the millions of tribal and non-tribal forest dwelling communities, who were denied access, use and management rights over forests, under colonial and post-colonial forest laws. The potential of the Act towards impacting forest governance and bringing about social transformation is apparent in a few examples where communities have asserted their rights. However, implementation of the Act has been facing numerous hurdles, mainly from the existing administrative, political and corporate power structure. This paper focuses largely on the Community Forest Rights (CFR) provisions of the Act and its potential towards bringing about a change in forest governance and social transformation. The paper also attempts to understand the economic, political and social factors impacting the implementation of the Act.
