Creation of distance learning systems that have the properties of mobility, adaptability, and ser... more Creation of distance learning systems that have the properties of mobility, adaptability, and service-orientation are currently the actual scientific and practical problem and future direction of development of general e-learning. The chapter suggests a possible approach to the construction of a single pervasive intellectual environment for e-education services based on the concept of Triple H-Avatar. Structural basis of the proposed distance education system is an interconnected pair of intelligent software agents (avatars): avatar of student and avatar of teacher are implemented using a service-oriented architecture. Avatars are able to adapt to the current level of the student's knowledge, currently available software, and provide technical, telecommunications, and environmental requirements, and various educational standards. Distance higher education has been growing rapidly all over the world and the importance of under... more Distance higher education has been growing rapidly all over the world and the importance of understanding psycho-pedagogical issues of learners studying in Distance Education (DE) has been growing too. Moscow universities have always had and are crucial to the development of education in the vast area covering the entire territory of the former Soviet Union. In this chapter, an attempt is made to investigate the current studies on components of individual differences like self-actualization, self-regulation, locus of control, and motivation, and their influence in DE setting, academic views, and development visions for Cyber U-learning model on the future of distance education in Russia and Ukraine. The current review of the literature indicates that physical and psychological separation of learners and teachers initiate various psycho-pedagogical issues and special attention must be given to accommodate this in content development, pedagogical, instructional, and cyber ubiquitous l...

The present study aimed at finding ways of combining the concept of the triple helix of innovatio... more The present study aimed at finding ways of combining the concept of the triple helix of innovation development “university - business - government” on the basis of a competence-based approach of university management theory, with increased attention to the mechanisms of formation of intangible assets of regional universities, modernization mechanisms of their innovation activity at the higher levels. The results can be incorporated into management practices to improve and enhance the competitiveness of the innovation system of the Russian Federation regions, in particular in support of individual regional universities. The rapid deployment of innovative processes in the region has led to the emergence of new business models of universities, in particular the “triple helix” model, combining universities, business and government with the semi-autonomous centers that interact with the environment.

Various platforms can be used for webinars in online programs; such as WizIQ. This online service... more Various platforms can be used for webinars in online programs; such as WizIQ. This online service allows the user to conduct webinars with audio-visual material, presentations, etc. Listeners of the online programs can hear presenter's voice, see a presentation, listen to music, and take an active part in the chat. However, there are great difficulties associated with the ongoing course content-an abundance of unstructured information, inaccuracy of information, a growing number of public resources, an everchanging world and a changing labor market have led to the emergence of a new kind of activity -curating content. This chapter describes the authors' suggestions of optimizing online learning course content using an automated curator in the sliding mode. The given system has been successfully used by Professor Vardan Mkrttchian in five different Russian Universities, teaching online for its 10 academic disciplines.

This paper discusses the development of the educational simulator for All Armenian Internet Unive... more This paper discusses the development of the educational simulator for All Armenian Internet University (HHH University) and Faculty of Organizational Sciences University of Maribor Slovenia. In the developed simulator, lecturers can set information related to educational fields and students can bid and examine the educational fields with lecturers. The developed application program is composed of the physical three levels where the middle level is logically divided into two kinds of application programs. The divided application programs are interconnected by using the Web-service based on HTTP (Hyper Text Transfer Protocol) which makes the distributed computing technology possible.

One could argue that the traditional scheme of research needs to change. New forms of research sh... more One could argue that the traditional scheme of research needs to change. New forms of research should be based on mobility, interactivity and cooperation of the participants of the researching process. To this end, there should be new approaches researching. Now they say about study-oriented researching without temporal and spatial boundaries, which requires the use of new research technologies – H Avatar. Currently there is no software system that would realize the full intellectual tasks described above. The reason for this lies in the simplified model of learning, which is associated with the unification of the parameters of the model researcher and the study material. Note that even this approach requires considerable effort in the implementation of both the local and remote versions.
