Adult education has permeated into all sectors of human existence and practice with its increased... more Adult education has permeated into all sectors of human existence and practice with its increased scoped and usefulness. As an emerging discipline, adult education can play remedial, developmental, civic and social functions aimed at empowering adults to continue in their functional roles in society. The continuous societal changes such as COVID-19 pandemic has continued to affect human interactions within the society, changing operational procedures, with adults regularly putting up strategies to mitigate these changes. Adult education programmes, as the pivot for development can play a key role, imparting functional skills. This can be facilitated using digital learning as an online environment that utilizes the technological affordances of a system to enhance learning. Software-based environments are available for used, to facilitate instructional experiences. Online digital learning have considerable potential to create room for all adults learners using electronic technology. This paper examined the potential uses of digital technology to promote adult education practice in Nigeria, through the Paragogy theory of peer assisted ICT learning platforms and will be achieved through improved digital pedagogical skills, provision of ICT infrastructure, adult sensitization and regulations on the use of these infrastructure based on national set goals.

Education still remains the vehicle for proper understanding of the attributes of the world, the ... more Education still remains the vehicle for proper understanding of the attributes of the world, the harnessing and its control for the benefit of man and society. Education is lifelong and categorized into formal, informal and non-formal. The component of non-formal education by its scope constitute the pivot for the attainment of the goals of formal education, the bases for the functionality of the adult in the world of work, through the applications of the theories and principles of formal education. However the component of adult and Non-Formal education in Nigeria seems to be neglected. This paper examined the concept of adult and non- formal education, its scope, importance, relationship with sustainable development and the factors that hinders its effective implementation, such as misconception, usurpation of functions by non-professionals, funding, evaluation and dearth of manpower among others. The situation can still be redeemed through funding and sensitization for proper understanding, appreciation and implementation of adult and Non-Formal education as an important part of the education process for real sustainable development in Nigeria.

This paper examined the qualities, practice and role of the career teacher in the quest for susta... more This paper examined the qualities, practice and role of the career teacher in the quest for sustainable development in Nigeria. The conditions under which the career teacher carry out his functions were examined in line with global context in a fast changing society. The teacher have been functional, but potentials of the average Nigerian career teacher have not been fully explored and utilized owing to myraid of problems including poor working conditions and environment, job insecurity, poor societal value on the teacher with little motivation. The Nigerian teacher works solely on self motivation and passion for the job and or as a last resort owing to lack of other alternatives. Societal, personal and students expectations keep them going to evade been blamed on poor performance. Suggestions are that, there should be improved working conditions and enviroment, motivational strategies, continuous retraining and professionaliztion, proper funding of teacher education, ethics and attitude training, constant evaluation of teaching learning activities with child centred teaching rather than examination centred. Every society is interested in the socialization of it's members to enable them become functional members of society through the acquisition of skills, knowledge, attitudes and values. Socialization of members of society is a priority to all, the process of education which is globally acknowledged as an instrument par excellence to national development. Education encompasses the leading out of potentials of the individuals, acquisition of knowledge, skills, attitudes and competencies necessary for self realization, preparing the individual to cope with challenges of his environment and contribute to the taming of society for the benefit of man. This is the primary objective of education in agreement with GOD's directive for man to subdue the earth. This requires a change agent, the teacher that plans, motivate, direct, control and evaluates the activities of the individuals that are to be socialized.They (teachers) hold the 'axis' upon which the world of education rotates, (managers of knowledge). An attestation to the statement that '' no educational system can rise above the quality of its teachers''(NPE; 2004), and 'no education for all without teachers for all'.

This study, Evaluation of community participation in the management of secondary schools for sust... more This study, Evaluation of community participation in the management of secondary schools for sustainable development in Bayelsa State, examined the rationale, areas of involvement, stakeholders involved, benefits and level of community participation in the management of secondary schools. The research design adopted is descriptive survey design. The population of the study consist of all community stakeholders, principals and teachers from the communities hosting the secondary schools in the state. A sample population of one thousand nine hundred and twenty three (1923) respondents was selected using the simple random sampling technique for the study. A questionnaire "Community Participation in Management of Secondary School Assessment Questionnaire" (CPMSSAQ) was the instrument used for data collection, which was validated with a reliability coefficient of 0.58. Data was analyzed using percentage and weighted mean for the research questions, while the hypotheses was tested using the chi square (X 2) at 0.05 significant level. All the hypotheses were rejected. Findings from the study is that communities are motivated by certain factors to participate in key areas where there is mutual benefit for the community and school. Recommendations are that government should formulate a policy guideline for community and stakeholder's participation in schools management within the state, with increased community sensitization and involvement of all stakeholders.

Nigeria is not an exception, though with different methods of operation in the provision, funding and management . The foundation of any setup determines the level of durability and quality. Basic education constitutes the foundation of the educational process in Nigeria which is provided and funded by the third tier of government, Local Government. This paper examines the concept of basic education, its importance, characteristic and the problems plaguing itsprovision and management, bothering on funding. This stage is not properly funded thus affecting the provision of basic infrastructure and facilities needed for its smooth operation, due to poor leadership, misplacement of priority and politicization leading to mismanagement. This study evaluated the participatory roles of beneficiaries of community development programmes... more This study evaluated the participatory roles of beneficiaries of community development programmes carried out in Bayelsa State. The descriptive research design was used for the study. The study was anchored on the social action democracy theory. Three objectives, three questions and one hypothesis were formulated for the study. A sample population of one hundred and eighty (180) respondents made up of community and opinion leaders, women, youths, leaders of CBO's, Faith based organizations etc selected from eighteen communities was used. Instrument for data collection was the questionnaire and Focus Group Discussion Guide, (FGDG). Research questions were analyzed using simple percentages, weighted mean and chi-square was used to test the hypotheses at 0.05 significant level. Findings from the study shows that community development programmes in Bayelsa State were based on beneficiaries needs but not felt needs, participation of the people is low and below average in planning, implementation and evaluation of programmes, inputs from community members are seen as unnecessary. The study recommendations among others that creation of an enabling environment for community development practice and professionalization cannot be understated, setting up of Community Development Regulatory Agency (CDRA), with decentralized offices to monitor and coordinate community development programmes for effectiveness.

This study examined how continuing professional training of teachers affects their job performanc... more This study examined how continuing professional training of teachers affects their job performance in public schools in Bayelsa State. To guide the study, three each of research objectives, questions and research hypotheses were formulated for the study. Sample population of 200 respondents were selected through the purposive and simple random sampling technique from twenty secondary schools. Data was collected through a self-structured questionnaire and were validated by experts. Its reliability was tested using the test retest with a reliability coefficient of 0.84. The research questions were analyzed with weighted mean while the hypotheses were tested using the chi-square and student-t statistics at 0.05 significant level. All the null hypotheses were rejected and the alternatives accepted. Findings show that workshops and in-service trainings are the only programmes available for teachers' professional development. It has a significant effect on their job performance, improving their efficiency in lesson preparation and delivery, instructional materials selection and improvisation and student counseling and discipline. This study recommends that more professional development programmes should be planned and implemented, incentives should be provided for teachers' professional development, improvement of the teaching learning environment (physical and social) with motivation and encouragement of professional teachers through special welfare packages.
Nigeria as a multicultural society is faced with the problems of tribalism, insecurity, corruptio... more Nigeria as a multicultural society is faced with the problems of tribalism, insecurity, corruption, political crisis, ethno-religious dichotomy weak institutions, bad leadership culminating into distrust among its constituents, an identity crisis that has threatened national integration and cohesion. All efforts at enthroning nationhood from amalgamation in 1914 to independence in 1960 up till now, seems not to be yielding the desired results owing to her policy and programme implementation pattern that is ethnic, religious and personality driven. This paper looked at the concept of citizenship education and its supposed role in building nationhood in Nigeria. It opines that the bond and role of citizenship has eluded Nigerians and thus should be reactivated, coupled with the enthronement of good, purposeful and inclusive leadership at all levels, which is hoped to re-awaken the consciousness and belief in one Nigeria among Nigerians.

With the increased impacts of climate change related risk and disasters interest has shifted to seeking for more effective and sustainable ways to respond to these disaster and climate-risk with focus on resilience-building. This paper examines the concept of climate change causes and its effects, resilience and resilience building, transformation learning and strategies of building community resilience to climate change induced and related disasters. It advocates for building community resilience through transformative learning to improve the adaptive, anticipatory, absorptive and transformative resilience capacities anchored on transformational risk evaluation, decision making and adaptation. Transformative learning has the potential to instigating changes in behaviour that are capable of reducing climate risk related activities.

But formal education has not been able to cater for all in the development circle as it is selective and discriminatory, absorbing some, rejecting and sifting others. Many have been turned out without relevant skills therefore unemployable. This paper examined education in relation to employment generation, sustainable development and performance of its products in the world of work. Adult education by its programmes seems to be an appropriate alternative or collaborator to formal education in the preparation of individuals for functional employment, a key element for sustainability.
Building the capacity of communities to deal with their own problems and development has become a... more Building the capacity of communities to deal with their own problems and development has become a major priority within global conventions which development agents and partners are keying into. Community capacity building (CCB) is intended to promote the skills and capacities of communities and their members to better deal with the kinds of problems they may face. Symbiotic collaboration between communities and external agents is required for sustainable development of communities, and this can better be achieved by collaboration with external agents through corporate social responsibility. This paper examined the concept of corporate social responsibility, capacity building within communities, models and strategies for community capacity building such as the Community Learning and Development (CLD) approach, and the UNDG collective approach. The facilitation of these approaches through corporate social responsibility was also examined base on the need for collaboration for community development. Since sustainable development requires participation and collaboration, therefore, external agents and communities need to work together utilizing available resources to solve felt needs. But this can be facilitated and funded using the corporate social responsibility principle anchoring of the bottom top approach. CCB is both a functional element of participatory governance and an essential component of developing and sustaining strong social capital.

This study examined the dichotomy in the distribution of employed trained teachers between rural ... more This study examined the dichotomy in the distribution of employed trained teachers between rural and urban schools in Bayelsa state and its effects on the educational system. It examined the concept of the teacher, the school and posting/distribution in the state. The descriptive survey design was used, with a sample population 1500 teachers selected randomly from 3,786 from 151 schools for the study. The questionnaire was the instrument used for data collection with a reliability coefficient of 0.72. Data was analyzed using the weighted mean. Findings from the study show that there is high concentration of teacher's in the urban schools, with most of the rural schools lacking teachers. The distribution/posting of teachers is influenced by the school location, availability of school facilities, teaching subjects, marital status of the teacher, rank of the teachers among others. This uneven distribution has therefore affected the performance of teachers and students leading to poor academic performance, non-coverage of syllabus, selective teaching, student indiscipline, examination malpractice etc. The study recommends the balancing of the teacher ratio between urban and rural schools by employing more teachers, provision of basic infrastructures for all schools and the payment of special allowance to teachers serving in the rural areas as an incentive.

Teachers are the pivot upon which all activities within the school system rotates on. They are re... more Teachers are the pivot upon which all activities within the school system rotates on. They are regarded as professionals thus requiring total dedication and effectiveness in all their activities that will produce effective teaching to meet the key objective of the school. As professionals, their remuneration is expected to meet their basic need which is not the case for the Nigerian teacher, though not peculiar to them alone. Owing basically, for the quest to raise more funds, outside their wages to meet adult obligations, most civil servants including the teachers in Nigeria are engaged in second income generating activities. This paper therefore examined the causes and effect of second income generating activities on the teachers' productivity. It identifies the inability of remuneration to meet teachers' basic needs owing to high cost of living. This leads to low motivation, low dedication and poor job satisfaction, thus their involvement in second income generating activities that is affecting effective instructional activities. It recommends the increase of teacher's wages, prompt and regular payment of salaries, provision of reasonable humane welfare packages to cushion teacher's needs, good pension scheme for a guaranteed retirement and regulation on family planning among others to reduce the economic pressure on the teacher, so that he can concentrate on his important noble assigned duties of molding the young as an employee.

But formal education has not been able to cater for all in the development circle as it is selective and discriminatory, absorbing some, rejecting and sifting others. Many have been turned out without relevant skills therefore unemployable. This paper examined education in relation to employment generation, sustainable development and performance of its products in the world of work. Community capacity building (CCB) is intended to promote the skills and capacities of communities and their members to better deal with the kinds of problems they may face. Symbiotic collaboration between communities and external agents is required for sustainable development of communities, and this can better be achieved by collaboration with external agents through corporate social responsibility. This paper examined the concept of corporate social responsibility, capacity building within communities, models and strategies for community capacity building such as the Community Learning and Development (CLD) approach, and the UNDG collective approach. The facilitation of these approaches through corporate social responsibility was also examined base on the need for collaboration for community development. Since sustainable development requires participation and collaboration, therefore, external agents and communities need to work together utilizing available resources to solve felt needs. But this can be facilitated and funded using the corporate social responsibility principle anchoring of the bottom top approach. CCB is both a functional element of participatory governance and an essential component of developing and sustaining strong social capital.

This study examined the dichotomy in the distribution of employed trained teachers between rural ... more This study examined the dichotomy in the distribution of employed trained teachers between rural and urban schools in Bayelsa state and its effects on the educational system. It examined the concept of the teacher, the school and posting/distribution in the state. The descriptive survey design was used, with a sample population 1500 teachers selected randomly from 3,786 from 151 schools for the study. The questionnaire was the instrument used for data collection with a reliability coefficient of 0.72. Data was analyzed using the weighted mean. Findings from the study show that there is high concentration of teacher's in the urban schools, with most of the rural schools lacking teachers. The distribution/posting of teachers is influenced by the school location, availability of school facilities, teaching subjects, marital status of the teacher, rank of the teachers among others. This uneven distribution has therefore affected the performance of teachers and students leading to poor academic performance, non-coverage of syllabus, selective teaching, student indiscipline, examination malpractice etc. The study recommends the balancing of the teacher ratio between urban and rural schools by employing more teachers, provision of basic infrastructures for all schools and the payment of special allowance to teachers serving in the rural areas as an incentive.

They are regarded as professionals thus requiring total dedication and effectiveness in all their activities that will produce effective teaching to meet the key objective of the school. As professionals, their remuneration is expected to meet their basic need which is not the case for the Nigerian teacher, though not peculiar to them alone. Owing basically, for the quest to raise more funds, outside their wages to meet adult obligations, most civil servants including the teachers in Nigeria are engaged in second income generating activities. This paper therefore examined the causes and effect of second income generating activities on the teachers' productivity. It identifies the inability of remuneration to meet teachers' basic needs owing to high cost of living. This leads to low motivation, low dedication and poor job satisfaction, thus their involvement in second income generating activities that is affecting effective instructional activities. It recommends the increase of teacher's wages, prompt and regular payment of salaries, provision of reasonable humane welfare packages to cushion teacher's needs, good pension scheme for a guaranteed retirement and regulation on family planning among others to reduce the economic pressure on the teacher, so that he can concentrate on his important noble assigned duties of molding the young as an employee.
