De cara a Asia busca aportar en la comprensión de las relaciones entre Chile y Asia oriental, d... more De cara a Asia busca aportar en la comprensión de las relaciones entre Chile y Asia oriental, desde una perspectiva histórica, al examinar el primer periodo de alta interacción con esta región, entre los años 1880 y 1940. Es un ensayo que analiza de forma situada los modos de difusión de saberes, establece puntos de partida para mejorar la visión de esta historia intercultural y genera nuevos espacios que confronten las formas que en Chile y América Latina se han utilizado para representar a Asia y sus habitantes. El marco temporal se caracteriza por ser el periodo durante el cual se acrisolaron las relaciones diplomáticas de Chile con China y Japón, se incorporó Tarapacá y la población étnica china que allí residía, se diversificó y creció el número de inmigrantes asiáticos, y los medios de comunicación de masas se integraron decididamente a los circuitos internacionales de noticias, permitiendo la llegada de más información sobre ese continente a l país.

Los capítulos del libro abordan tres esferas singulares de la experiencia del encuentro con Asia, en particular con China y Japón: el turismo cosmopolita, el comercio y la visión de esa región como mercado, y la percepción popular mediada por la prensa escrita. Este estudio presenta una reflexión que da cuenta de cómo el cruce con lo distinto en Chile ha generado visiones encontradas o disputas ideológicas que buscaron reivindicar fórmulas de construcción de identidad nacional. El reconocimiento de la pluralidad inherente en la cuenca del océano Pacífico y la confluencia con Asia tensionó a las elites intelectuales criollas frente a un nuevo mundo que, hasta ese entonces, solo habían visto como mundos de fantasía.

The Japanese Empire and Latin America provides a comprehensive analysis of the complicated rela... more The Japanese Empire and Latin America provides a comprehensive analysis of the complicated relationship between Japanese migration and capital exportation to Latin America and the rise and fall of the empire in the Asia-Pacific region. It explains how Japan’s presence influenced the cultures and societies of Latin American countries and also explores the role of Latin America in the evolution of Japanese expansion. Together, this collection of essays presents a new narrative of the Japanese experience in Latin America by excavating trans-Pacific perspectives that shed new light on the global significance of Japan’s colonialism and expansionism.

The chapters cover a variety of topics, such as economic expansion, migration management, cross-border community making, the surge of pro-Japan propaganda in the Americas, the circulation of knowledge, and the representation of the “other” in Japanese and Latin American fictions. By focusing on both government action and individual experiences, the viewpoints examined create a complete analysis, including the roles the empire played in the process of settler identity formation in Latin America. While the colonialist and expansionist discourses in Japan set a stage for the beginning of Japanese migration to Latin America, it was the vibrant circulation of information between East Asia and the Americas that allowed the empire to stay at the center of the cultural life of communities on the other side of the globe. The empire left an enduring mark on Latin America that is hard to ignore. This volume explores long-neglected aspects of the Japanese global expansion; and thus, moves our understanding of the empire’s significance beyond Asia and rethinks its legacy in global history.

Pedro Iacobelli delves into the role of states in shaping migration flows by exploring the genesis of the state-led emigration from Japan and the US-administered Ryukyu Islands to South America in the mid-20th century.

The study proposes an alternative political perspective on migration history to analyze the rationale and mechanisms behind the establishment of migration programs by the sending state. To develop this perspective, the book examines the state's emigration policies, their determinants and their execution for the Japanese and Okinawan migration programs to Bolivia in the 1950s. It argues that the post-war migration policies that established those migration flows were a result of the political cost-benefit calculations, rather than only economic factors, of the three governments involved.

With its unique focus on the role of the sending state and the relationship between Japan, Okinawa and the United States, this is a valuable study for students and scholars of postwar Japan and migration history.

This edited volume presents the latest multidisciplinary research that delves into developments... more This edited volume presents the latest multidisciplinary research that delves into developments related to contemporary Okinawa (a.k.a Ryukyu Islands), and also engages with contemporary debates on American hegemony and Empire in a larger geographical context. Okinawa, long viewed as a marginalized territory in larger historical processes, has been characterized solely by the U.S. military presence in the islands, despite having embraced a multiplicity of social and cultural transformations since the end of the Pacific War. In this timely academic revision of Okinawa, occurring at the time of numerous debates over the building of yet another military base in the island, this volume's contributors tell a story that situates Okinawa in the context of other militarized territories and thus, goes beyond the limits of Okinawa prefecture. Indeed, the book examines the ways in which studies on Okinawa have evolved, moving away from the direct problems brought by the establishment of foreign military bases. Previous studies have explicated how Okinawa has fallen prey to power politics of more dominant nations. In expanding on these themes, this volume examines the unique social and cultural dynamics of Okinawa and its people that had never been intended by the political authorities.

Japanese migration to Peru is embedded within the broader experience of colonization and migratio... more Japanese migration to Peru is embedded within the broader experience of colonization and migration that characterized the modern Japanese empire (1868–1945). Between 1899 and World War II, thousands of men and women moved to Peru’s central and northern regions to work in sugar and rubber plantations. After their contracts ended, many of them moved to Lima and other coastal cities in search of better economic opportunities, opening small businesses and sponsoring brides and members of their families to move to Peru. In the 1920s and 1930s, a vibrant Japanese community in Peru established newspapers and associations to create protection networks for newly arrived immigrants. However, the Japanese community also had to face anti-Asian sentiments, violence, and restrictive migration laws, which hardened during World War II. During the heat of US-Japan hostilities, nearly 1,800 people were abducted and then sent to the United States, where they were placed in American internment camps in Texas and Montana until the end of the War. In the postwar years, the Japanese community worked hard to change the negative image that many Peruvians had of them and made efforts to reconstruct their community. Today, the Nikkei community is dynamic. Members of the Japanese Peruvian community have received accolades for their arts, gastronomy, and political successes, among other fields.

The Second World War became the backdrop of Japanese espionage activities in Latin America that h... more The Second World War became the backdrop of Japanese espionage activities in Latin America that helped to delay the total expulsion of Japanese officers and businesses from the Americas and confinement of Japanese communities. Based on archival information gathered in Japan, the US and Chile, the article examines Japan's intelligence-gathering activity in Chile and pays attention to its composition and limitations. By doing so, it reexamines the trans-nationality of Japan's state apparatuses in South America and Chile's place in the global conflict. The article advances the argument that Japan's subversive activities in Chile were relentless and had a regional scope beyond one nation-state. Divided into two sections, the article covers the period from the months prior to the Japanese attack on Pearl Harbor until the final days of the Japanese legation in Chile in January 1943.

Este ensayo reflexiona sobre la cuenca del Pacífico en cuanto campo de posibilidades para la historiografía latinoamericana. Nuestras observaciones se posicionan en contraste al renovado interés por la región como consecuencia del mayor intercambio económico, y proponemos una alternativa a los relatos economicistas de la región desde la historia. A través de tres casos de estudio —la experiencia del Galeón de Manila, la política exterior del Imperio del Japón hacia el Pacífico occidental durante la Segunda Guerra Mundial y la reflexión sobre lo asiático en manifestaciones de la cultura latinoamericana contemporánea— se aborda aquí la pregunta sobre la utilidad historiográfica de los estudios transpacíficos para los estudios latinoamericanos. Así, se propone que el pensar sobre y a través del Pacífico lleva a la consideración de aspectos de la historia económica, política cultural que de otra manera son invisibles, destacando así la relevancia de lo transpacífico para los estudios latinoamericanos.

ENGLISH
This paper examines the Pacific Rim as a field of new possible insights for the Latin-American historiography. We contextualize our analysis vis-à-vis the renewed commercial and academic interest on the region and bring to the fore an alternative perspective to the economic-minded narratives on the region. Through three case studies (The Manila Galleon, the Empire of Japan’s foreign policies during World War II, and reflections about the Asian factor in contemporary Latin American culture), this paper takes on the question of the historiographical usefulness of transpacific studies for Latin-American studies. The paper concludes that thinking about and through the Pacific provides a fresh look into various aspects of the Americas’ economic, political and cultural history; aspects that otherwise would be invisible, and thus, enriches our knowledge on the region.

Janeiro en 1942 fue el escenario en donde se manifestaron posturas a
favor y en contra de la expulsión de los cuerpos diplomáticos del Eje
en América Latina. Frente a la mayoría, solo Chile y Argentina rechazaban la expulsión. Este trabajo examina el contexto de esta reunión continental y evalúa los esfuerzos del cuerpo diplomático japonés para mantener la neutralidad chileno-argentina y, a su vez, las impresiones que se difundieron de este encuentro en Japón a través de la prensa nipona. Esta perspectiva permite valorar el impacto global de las posiciones chileno-argentinas, la influencia de Japón en este proceso y los usos que se hicieron en Asia de la postura hegemónica estadounidense.

Resumen: Esta investigación se enmarca en el cuerpo de estudios que examinan la política latinoam... more Resumen: Esta investigación se enmarca en el cuerpo de estudios que examinan la política latinoamericana durante la Segunda Guerra Mundial desde un prisma transnacional. Se propone reevaluar la experiencia chilena, a nivel político y social, a partir de un análisis de grupos favorables a la neutralidad en el conflicto y a las actividades de la misión japonesa en el país. Desde un punto de vista metodológico, proponemos que centrar el análisis en el discurso pro neutralidad y las actividades japonesas en el país permite valorar actores menos considerados y dar cuenta de cruces significativos para comprender y valorar la situación de Chile durante la Guerra. Este trabajo concluye que el argumento neutralista en Chile, descansó en una idea específica de "interés nacional", apoyado por un grupo transversal de políticos algunos de los cuales participaron de una red a favor de la causa japonesa en Chile orquestada y financiada desde la misión diplomática de ese país. Su originalidad radica en develar los intereses e ideas detrás del apoyo a la causa neutral en sectores conservadores y del Frente Popular a partir de información de archivo de inteligencia norteamericano, diplomática japonesa y chilena.
Abstract: This investigation is framed within the scholarship that examines Latin American politics during WWII. We aim to reassess the Chilean experience departing from an analysis of those who supported neutrality and the activities of the Japanese legation in the country. From a methodological pint of view, we shed light on less studied actors and reveal important elements for the understanding of the Chilean situation during the War. This paper concludes that the argument for neutrality lay on a specific idea of the "national interest" which was supported by various politician, some of those were also supportive to the pro Japanese networks. This is an original study that uses archival information from the U.S., Chile and Japan in order to reveal the ideas and interests behind the support for neutrality among some conservatives and popular front members.

Este artículo es fruto de una investigación en torno al ciudadano japonés Goro Miyazaki, resident... more Este artículo es fruto de una investigación en torno al ciudadano japonés Goro Miyazaki, residente en Chile durante la Segunda Guerra Mundial y su posterior expulsión luego de ser acusado de llevar a cabo actividades contra los intereses nacionales. Considerando esto, se presenta el estudio realizado en torno a este ciudadano japonés, en un ambiente marcado por tendencias xenofóbicas, raciales y de sospecha frente a cualquier aspecto que tensionara la declarada neutralidad chilena en el conflicto mundial. Si bien no es posible declarar de manera terminante la calidad de espía de Miyazaki, sí se puede destacar la particularidad de su caso, en la medida que fue el único japonés expulsado en este momento. El trabajo se sustenta en la revisión y análisis de fuentes escritas, archivos notariales y gubernamentales, destacando la defensa del propio Miyazaki para evitar su expulsión.

ABSTRACT: This article is the result of a research on the Japanese citizen Goro Miyazaki, a resident of Chile during World War II and his subsequent expulsion after being accused of carrying out activities against national interests. Considering this, the study carried out around this Japanese citizen, in an environment marked by xenophobic tendencies, racial and suspicion against any aspect that strained the declared Chilean neutrality in the world conflict, is presented. While it is not possible to strictly state Miyazaki's spy quality, if one can highlight the particularity of his case, to the extent that he was the only Japanese expelled at this time. The work is based on the review and analysis of written sources, notary and government files, highlighting Miyazaki's defense to prevent his expulsion.

Este artículo, mediante el análisis de la prensa chilena durante los meses anteriores y posterior... more Este artículo, mediante el análisis de la prensa chilena durante los meses anteriores y posteriores al ataque japonés en Pearl Harbor (1941), da luces acerca de cómo se percibía lo japonés, identificando cambios y continuidades. Así mismo, resulta importante comprender los diferentes mecanismos de diplomacia pública desplegados por el Japón durante el periodo, en el cual hubo nutridos intercambios entre ambos países. Si bien las posturas son diversas, es posible vislumbrar un cambio en ciertas nociones, pero manteniendo la visión de un país moderno y que en ciertos puntos compartía muchos elementos con Chile. De esta manera, se emplaza a Chile dentro de la Segunda Guerra Mundial, problematizando el papel que la opinión pública jugó, en relación con una de las potencias del Eje, dentro de la política local.

La literatura sobre la historia internacional de Chile durante la Segunda Guerra Mundial ha centrado el debate en torno al juego de presiones ejercidas por los Estados Unidos hacia los gobiernos radicales de Jerónimo Méndez Arancibia y Juan Antonio Ríos Morales para conseguir que Chile se sumara a la política continental contra las fuerzas del Eje. La neutralidad chilena fue interpretada como una actitud traicionera por los estadounidenses y en un triunfo por los países del Eje durante 1941 a 1943. Este artículo introduce el debate y busca presentar las posibilidades historiográficas al incluir a Japón, tanto como actor relevante en la política chilena como receptor de la “neutralidad” chilena en el periodo.

The Chilean “Neutrality” in World War II (1939-1943): A historiographical analysis focused on the literature of the diplomatic relations between Chile and Japan

Abstract

The literature about Chile´s international history during World War II has heavily laid on the power dynamics between the US and the Chilean radical governments of vice-president (interim) Jerónimo Méndez Arancibia and president Juan Antonio Rios Morales. Since the Roosevelt administration sought to secure the rupture of diplomatic relations between Chile and the Axis powers, Santiago´s refusal to break relations was understood as treason by the US and as a diplomatic success by the Axis powers during 1941-1943.This paper delves into the historiographical possibilities in including Japan, either as a relevant actor in the Chilean politics and as receptor of the newsabout Chile´s neutrality.

This paper examines the legal implications for Okinawan migrants of Article 3 of the San Francisc... more This paper examines the legal implications for Okinawan migrants of Article 3 of the San Francisco Peace Treaty (hereafter SFPT), signed between Japan and most of the Allied Powers in 1951. Particularly, it analyses the case of post-war Okinawan migrants in Bolivia, showing how the legal conditions in the Ryukyu Islands were extended to the Andean country. The Japanese defeat in the Asia-Pacific War (August 1945) was followed by the occupation of the country by the United States. The peace treaty, signed six years later, originated during the early years of the Cold War and was fraught with geopolitical implications. The SFPT allowed the U.S. military to retain control of Okinawan prefecture without formally severing it from Japan. In other words, the treaty-makers allocated de jure sovereignty over Okinawa to Japan while the U.S. enjoyed de facto sovereignty. This distinction gave rise to a legal conundrum concerning the future of the islands and the legal situation of the Okinawan people onshore and abroad. Building on Japanese and English primary sources I examine the reaction of American and Japanese jurists to Article 3 and the approach of both governments toward offshore Okinawan migrants.
