Procurement practice in Ghana is shrouded with a lot of public outcry, especially due to corrupt ... more Procurement practice in Ghana is shrouded with a lot of public outcry, especially due to corrupt practices associated with it. An assessment of compliance with the public procurement processes therefore necessitated this study in a bid to measure commitment of procurement officers to reduce completely the incidence of procurement fraud in Ghana. In addition, the study ascertained confidence rating of law enforcement agencies by a section of civil servants and also assessed the challenges affecting public procurement officers. A total of one hundred and sixty-five respondents comprised of fifteen procurement officers and one hundred and fifty non procurement officers were sampled from fifteen central government ministries in the Greater Accra region based on their willingness to participate in the study. The findings suggest compliance with recommended public procurement practice is generally good but few institutions performed excellent in all five compliance indicators. Confidence rating in law enforcement agencies by civil servants was generally on the low, indicating abysmal performance with regards arrest, prosecution and retrieval of state monies from corrupt individuals through public procurement contract. Challenges faced by public procurement officers include political interference and inability to detect fraudulent documentations that lead to substantial loss of monies through public procurement. It is recommended among others that politicians must desist from interfering in the affairs of public procurement officers.
