While it is too early to make any predictions as to how this new stream of interregional cooperation will impact or perhaps even modify power relations in the pursuit of international organisation, it is a significant development in global affairs.

This article examines the necessity of a proposed protocol on the suppression of smuggling to the Framework Convention and suggests essential elements for a model protocol.]

In 2007 the Association of South East Asian Nations (ASEAN) celebrated its 40th anniversary as a ... more In 2007 the Association of South East Asian Nations (ASEAN) celebrated its 40th anniversary as a regional arrangement and in 2008 the organisation adopted the ASEAN Charter. ASEAN now finds itself at a major point in its development as it begins to move from a loose cooperation arrangement towards the furthering of legal integration and the increased involvement of the organisation in the process of governance. This process has been building for a number of years and took a major step with the 2006 Report of the Eminent Persons Group on the ASEAN Charter (ASEAN Charter Report) which set out a bold vision for the future of the organization and directly addressed a number of crucial issues regarding democratic governance in the region. The international community is currently witnessing the evolution of a substantive international ... more The international community is currently witnessing the evolution of a substantive international criminal justice system. For the most part, approaches to international criminal justice focus either on the state or on the possibilities of the International Criminal Court. What has been missing is attention to the regional level of analysis. This paper considers the potential of regional arrangements in the international criminal justice system. The view being asserted here is that regional arrangements possess a myriad of characteristics that place them in a unique position for effectively furthering a system for international criminal justice that is responsive and relevant to the varying needs and desires that exist in the international community.

The Ministry of Interior’s Office for the Protection of the Federal Constitution explains that He... more The Ministry of Interior’s Office for the Protection of the Federal Constitution explains that Hezbollah is using Germany as a “retreat” (Ruckzugsraum). This characterisation is used to explain how Hezbollah, while not formally operating in Germany, has been able to conduct supportive actions—such as raising money, organising activities, recruiting members, and gathering information in support of its cause—while not facing any substantive scrutiny. The organisation is able to take advantage of the open society that exists in Germany in order to generate support for their actions and extremist ideology.
