Studi ini dilakukan untuk merespon kurangnya inspeksi/monitoring di tempat kerja oleh petugas huk... more Studi ini dilakukan untuk merespon kurangnya inspeksi/monitoring di tempat kerja oleh petugas hukum terhadap anak-anak di bawah usia lima belas tahun yang dipekerjakan sebagai Pekerja Rumah Tangga Anak (PRTA). PRTA adalah penduduk migran yang berasal dari luar kota.Namun, sayangnya, terkadang keberadaan mereka di rumah majikan tidak terdaftar di RT (Rukun Tetangga), padahal RT merupakan pintu masuk pertama dari proses pendaftaran penduduk di unit lingkungan terendah. Bila saja para majikan PRTA mau melaporkan dan mendaftarkan PRTA yang berada di rumah mereka masing-masing ke Ketua RT, tentu data tersebut dapat digunakan sebagai alat monitoring situasi PRTA di wilayah tersebut. Studi ini menggunakan pendekatan kualitatif dengan teknik wawancara mendalam kepada sejumlah informan, antara lain staf NGO Internasional, polisi, staf dari Inspektur Tenaga Kerja, RT/RW, PKK, Karang Taruna, PRTA, majikan, dan LSM lokal yang bekerja untuk PRTA.

When, how, and why do states take what kind of action visa -vis protests? This article tackles th... more When, how, and why do states take what kind of action visa -vis protests? This article tackles these under-researched questions with respect to Vietnam and Indonesia. The theoretical frame applied focusses on the state-society nexus and in-built biases of the capitalist state and its actions. It draws on Poulantzas' idea of the state as a material condensation of the relationship of social forces as well as on Jessop's "strategic-relational approach" and his concept of the "state in a capitalist society." The method used is Protest Event Analysis, using data for 2016 and 2017 from four Indonesian and Vietnamese newspapers. This is complemented by data drawn from various newspapers on protests and state reactions for the period 2018-2020. The focussed theory frame used helps to explain similarities and differences of state reactions in Indonesia and Vietnam. Both states may govern protest in slightly different ways. Ultimately, however, both those states' reactions indicate strong similarities in that they serve to maintain existing patterns of political, economic, and socio-cultural domination and the accumulation of capital as the very basis of the capitalist economy. To put these tentative findings to the test, longer-term data and cross-regional comparisons on state reactions to protests should be used.

Among the prioritized professions, tourism has led in producing detail arrangements of mutual recognition agreement in the sector, including by setting ASEAN Common Competence Standards for Tourism Professionals (ACCSTP) and Common ASEAN Tourism Curriculum (CATC). It means the mobility of tourism workers or professionals in the regional labour market may be realized faster than other professions. However, there is a considerable concern over the quality of Indonesian human resources in tourism that may hinder benefits offered by the opening of the regional labour market. This paper investigates potential gaps between standard competencies of AEC and competencies of Indonesian tourism workers. Through a survey conducted in Greater Jakarta, this study found no significant gap between the two. This paper argues the low gap may be due to majority respondents are trained in schools of tourism located in urban, big cities which enjoy quality curriculum and trainers. Nevertheless, the paper encourages a full adoption of regional qualification standards to guarantee the skills recognition of the Indonesian tourism workers in the region.

Indonesia's transition since 1998 from authoritarian developmentalism to democracy has had a ... more Indonesia's transition since 1998 from authoritarian developmentalism to democracy has had a fundamental effect on employment relations. Although the basic structure of the economy has not changed, the twin processes of democratisation and decentralisation have seen the return of a degree of political space not available in Indonesia since the 1950s. This transformation was underpinned by a shift in the balance between the primary logics of the state that has seen an enhanced emphasis on legitimation. It has reshaped expectations of workplace-level employment relations practice in the country's small formal sector and of trade unions' engagement with policy-making and electoral politics. This article traces the processes through which this transformation occurred and analyses both its successes and the ongoing challenges to more robust implementation of the country's industrial relations framework.

Ford and Sirait assess the impact of industrial relations reform on workers’ participation at the... more Ford and Sirait assess the impact of industrial relations reform on workers’ participation at the firm level in Indonesia. Having explained the changing structure of Indonesia’s economy and regulatory framework for industrial relations, this chapter examines firm-level channels for workers’ participation including bipartite cooperative structures and collective bargaining processes. The chapter demonstrates that while opportunities for workers’ participation at the enterprise level have increased dramatically with the reorientation of the regulatory and institutional frameworks of industrial relations, practices are largely yet to follow suit. It concludes that the likelihood of further progress is dependent on better implementation of legally mandated industrial relations processes and growth in the reach and effectiveness of the trade union movement.
