Polish politics are still predominated by the national perspective although the role of local and regional levels is gradually increasing. It has not yet developed into multi-level governance. Certain critical moments local or regional politics do come to prominence. The most important example was the conflict over Warsaw’s local government which was a crucial factor in the collapse of the government in 2000. Introduction The watershed in the path towards the creation of multi-level politics in Poland was the 1999 reform of regional administration which led to the formation of 16 powerful regions (formed out of mergers between the then 49 existing in the regions). An elite in transition: recruitment patterns and policies of the regional administration of Uppe... more An elite in transition: recruitment patterns and policies
of the regional administration of Upper Silesia, Poland, in 1990–1997

This article traces the administrative elite of the Upper Silesian region of Poland in the transition period of 1990–1997. In 1990, despite its perceived ineffectiveness, the administrative reform was introduced at the local level, while the two higher levels of district and region were left untouched, on the grounds that simultaneous reform on all three levels might destabilise the state. The article examines the administrative actors of the region, their attitudes, and the shifts in their policies over time, in two types of institutions: the reformed local government, and the regional-level voivodship office headed by the voivode – which remains unreformed, despite the wish for reform of the voivode himself and other members of the regional elite. The local-level reform established communes as elected self-governing units, bringing to an end their subordination to higher levels and leading to an increase in their administrative capacity and efficiency. At the regional level, the article focuses on the impact of two voivodes.
The first is the ‘revolutionary’ Wojciech Czech, who proposed radical administrative reforms and wished to renew the Silesian ‘lost values’. The second is his ‘Bourbon’ successor, Ciszak,who wished to continue the socialist status quo in order to maintain the prominent position of the regional elite and the special status of the region built on its heavy industry. The paper also examines various attempts to reform the regional administration, most notably the so-called regional contract’ between Katowice and Warsaw, signed in October 1995. The analysis ends at the time of the national election of 1997. This marked a watershed of the transition period, as the decision to conclude administrative reform at both district and regional levels was taken. The analysis of attitudes is supplemented by an investigation of recruitment patterns, the striking feature of which is the mobilisation of the native Silesian population, resulting in their predominance in the regional elite. This is in striking contrast to the inter-war and socialist periods, when ‘newcomers’ – Poles from other regions – accounted for the majority of the regional elite. Moreover, a radical change of personnel in senior administrative positions took place in the early nineties during the revolutionary period, which probably also had an impact on the radicalism of policies formulated at the time. In contrast, during the next period – restoration – the exchange of personnel was minor. However, people from the old communist regime returned to inner elite positions.

Assuming that a modern democratic state (a standard of which is the existence of regional self-government) requires some cooperation among levels that between the central and regional is traditionally recognised as crucial. Nevertheless, it is worth investigating whether a partnership develops between regional and local levels, and what is its form. According to the heads of regional boards, two forms of coordination are critical: first, the formation of a congruent coalition at district level to that in a particular region, and second, close cooperation with cities which had the status of regional capitals.

It introduces the research by analysing the historical development in the higher administration of the region, up to the legacy of failure in the socialist era, specifically its excessive centralisation and vertical fragmentation. Z odwołaniem się do dorobku teoretyczno-empirycznego, dynamicznie rozwijającego się od początku XXI w. nurtu rządzenia wielopoziomowego, przedstawione zostaną kariery polityków regionalnych i nowe ścieżki karier. W badaniach tego nurtu centralne miejsce zajmują studia nad karierami polityków regionalnych, co wynika z ich profesjonalizacji, przede wszystkim jednak wskazuje się na ewolucję struktur współczesnych państw związaną z procesami regionalizacji i integracji europejskiej. W nawiązaniu do dorobku teoretycznego tego nurtu, przedstawiona zostanie koncepcja Jensa Borcherta, podejmująca próbę syntezy uwarunkowań instytucjonalnych współczesnych karier. Artykuł zakończą przegląd badań i wypracowane przez rządzenie wielopoziomowe typologie ścieżek karier. Słowa klucze: kariera polityczna, rządzenie wielopoziomowe, politycy regionalni, profesjonalizacja karier, uwarunkowania instytucjonalne, ścieżki karier. careers of regional Politicians and new career Paths according to the multilevel government aPProach Abstract: Career paths of modern politicians have increasingly become diversified and drifted away from the classical hierarchical career pattern. The article addresses new theoretical concepts and empirical studies, which have been developed since the beginning of the 21 st century by the multilevel government school (MLG) in relation to the careers of regional politicians and new career paths in general. As being a regional politician has become a profession, the investigation of the MLG school focuses on the political careers of such politicians, and most of all reflects the transformation of modern states as a result of regionalization and development of supranational European institutions. As a central theoretical contribution of the MLG school, Bochert's "Conceptual Approach to Political Careers in Multilevel Systems" is discussed as the most comprehensive and advanced model of addressing the impact of the institutional setting on career opportunities. The final part of the article presents an overview of MLG research, which has led to a recognition of new types of political careers.
