The role of tramways as an alternative public transportation system has been increasing in urban ... more The role of tramways as an alternative public transportation system has been increasing in urban transportation system. Although, the use of tramway is not at desired level compared to the use of rubber-tired based public transportation modes in Turkey, the SilkWorm (Ipekbocegi), being the first domestic tram produced in Turkey, will have a great impact on Turkey rail public transportation system. However, some arguments have arisen over its first operation on T1 tram line in Bursa which was built in the end of 2013. Though, it is relatively very new one, some problems have already been observed on this line. The available data are not enough yet to do some analysis, therefore only a simple SWOT analysis is carried out to define the problems that appeared after its operation on the line and to put forward some possible solutions for them.

Delay and number of vehicle stops are important indicators that define the level of service of a ... more Delay and number of vehicle stops are important indicators that define the level of service of a signalized intersection. Therefore, they are usually considered for optimizing the traffic signal timing. In this study, ANNs are employed to model delay and the number of stops estimation at signalized intersections. Intersection approach volumes, cycle length and left turn lane existence were utilized as input variables since they could easily be obtained from field surveys. On the other hand, the average delay and the number of stops per vehicle were used as the output variables for the ANNs models. Four-leg intersections were examined in this study. Approach volumes including turning volumes are randomly generated for each lane of these intersections, then the traffic simulation program was run 196 times with each generated data. Therefore, many studies have been done on determining the size effect on concrete structures in recent years, most of which have been carried out by using specimens under uniaxial tensile stress. Based on the concepts of sensory thresholds, the Weber-Fechner Law in psychology has usually been... more Based on the concepts of sensory thresholds, the Weber-Fechner Law in psychology has usually been applied to sensory dimensions. However, some neurophysiological studies have shown that assessment of mental numbers or numerical information also follows this law. Therefore this paper proposes a modification of VIKOR that reflects the Weber-Fechner law to account for nonlinearity in evaluation scales as perceived by decision-makers. The model is applied to a case where public approval of two different types of public bus operation systems considering six criteria is pursued. The results are compared with those obtained from the multi-attribute value method (MAVT). The suggested method inflates the relative attractiveness of the alternatives that are closer to the best solutions (used by VIKOR). A numerical example is also provided to illustrate the applicability of the approach. This method can be a useful tool where public opinions based on subjective perceptions in a public participation process are of particular interest rather than assessing verifiable facts, i.e., observable, measurable data.

ABSTRACT Selecting proper restraint systems for road-work zone areas is essential in ensuring the... more ABSTRACT Selecting proper restraint systems for road-work zone areas is essential in ensuring the safety of motorists and construction workers as well as preventing occurrence of severe accidents. Regulations surrounding these choices vary greatly with some countries leaving the discretion to the managers whereas others mandate the use of barriers meeting specific requirements based on how they will be used. However, some nations have very detailed specifications including requirements for barriers to meet specified performances with respect to their application areas. Identifying performance criteria and making the right choices will determine how well authorities and traffic managers are able to provide safer environments for their workers. This article summarizes performance requirements and development details of a precast slim temporary concrete safety barrier, slim temporary concrete safety barrier (STCSB 50), mainly utilized to guide the traffic flow and safely divide lanes on motorways. Having 50 cm in height with a width of only 24 cm at the base and 12 cm throughout its height makes STCSB 50 a very narrow and low-profile work zone barrier. The design was crash tested according to EN1317 requirements, and its performance clearly demonstrated its robustness as a state of the art safety barrier for work zone applications. Its implementation is therefore recommended to protect road users and construction site workers at work zone areas.

The increasing usage of private vehicles causes serious environmental, social and economic proble... more The increasing usage of private vehicles causes serious environmental, social and economic problems necessitating efficient transit systems for big cities all over the world. Appropriate transit systems require consideration of a variety of service quality criteria. Among them, speed, comfort, economy and safety are the most important ones. Considering characteristics and demand of existing light rail transit system (LRT) of Bursa, Turkey, bus rapid transit (BRT) system, comparatively as a cheaper alternative, is investigated in this study to realize how it would have provided competitive service quality in terms of comfort, capacity and operational cost. First, the existing LRT is evaluated with the current demand. Then, as if it were replaced with an imaginary BRT system, how the BRT system would have responded to the existing demand in terms of capacity and comfort are examined. All models are developed in PTV VISSIM simulation environment. The results are compared and important finding are outlined.

Öz: Düşük yakıt tüketimi ve elde edilebilirlik maliyeti motosiklet kullanımını gün geçtikçe popül... more Öz: Düşük yakıt tüketimi ve elde edilebilirlik maliyeti motosiklet kullanımını gün geçtikçe popüler kılmaktadır. Yanlış ama alışıla gelmiş kullanım tarzı ile kendi trafik şeritleri üzerinde hareket etmek yerine taşıtlar arasında manevra yaparak yavaş ve rahatsız eden trafikten kaçınmaları bu ulaşım aracına görünür bir avantaj sağlamaktadır. Yol kullanım hakkını önemsemeyen bu alışkanlıklar trafik sıkışıklığına maruz kalmadan yolculuğu mümkün kılıyor olsa da bu durum kaza yapma olasılığını artırmakta ve ciddi yaralanmalar hatta ölümlerle sonuçlanan kazalara sebep olabilmektedir. Genelde kazalar açısından motosiklet diğer ulaştırma araçlarıyla birlikte değerlendirildiği için motosiklet kazalarıyla ilgili detaylı araştırmalar ülkemizde oldukça yetersiz kalmaktadır. Bu çalışmada Hatay merkez ilçesi Antakya"da 2005-2009 yılları arasında meydana gelen yazılı kaza raporları ile tutanak ekleri özel izin ile temin edilerek detaylı olarak incelenmiştir. Motosikletle ilgili olan kazalar ayıklanarak; kazaların oluş sebepleri araştırılmış ve bu veriler doğrultusunda elde edilen sonuçlara dayanarak mevcut durum değerlendirilmiştir.

Recent accidents show that these ditches actually present safety risks to vehicles entering the medians. Vehicles either cross over the ditch, roll over, or become trapped in the ditch, depending upon the mass, size, speed, and angle of the entering vehicle. To overcome this safety risk and reduce the severity of these accidents, longitudinal barriers are installed along these ditches. Currently, in Turkey, steel barriers are extensively used to improve traffic safety at median ditches. In this paper, the crash performances of steel and concrete barriers used at medians with ditches are compared. Kent içi ulaşım sistemlerinde alternatif bir ulaşım sistemi oluşturan tramvayların, gün geçtikçe ... more Kent içi ulaşım sistemlerinde alternatif bir ulaşım sistemi oluşturan tramvayların, gün geçtikçe toplu ulaşımdaki rolleri artmaktadır. Türkiye'de her ne kadar tramvay kullanımı yeterli seviyelerde olmasa da, ülkemizin ürettiği ilk tramvay olan İpekböceği (SilkWorm) tramvayının Türkiye raylı sistem tarihindeki yeri şüphesiz önemli olacaktır. İpekböceği 2013 yılının sonlarına doğru işletime açılan Bursa T1 tramvay hattında hizmet vermeye başlamasıyla birlikte bazı tartışmaları da beraberinde getirdi. Çok yeni olmakla birlikte bu önemli tramvay hattının gözlemlenen bazı sorunları mevcuttur. Mevcut verilerin henüz yeterli olmamasından dolayı şimdilik bu çalışmada sadece bir GZFT analizi yapılarak ortaya çıkan sorunlara karşı bazı çözüm önerileri sunulmaktadır.

Public involvement in transportation planning and decision-making process is a key component for ... more Public involvement in transportation planning and decision-making process is a key component for ensuring that decisions are made with consideration of public needs and preferences. In this paper, a weighted Euclidean distance based TOPSIS method (WEDTOPSIS) is developed for modeling such a public decision-making process. The Weber–Fechner psycho-physical law is adopted for behavioral modeling of human judgments. Distances to the positive-ideal and negative-ideal solutions of TOPSIS are converted to value measurement models using the Weber–Fechner law. The proposed method is applied on a case where public approval of two different types of public bus operation systems considering six criteria is sought. A numerical illustration is also provided to demonstrate the applicability of the approach. It is mostly related to capacity, safety and economy. In many applications, capacity is considered as the main factor for design purpose and type of intersection is determined regarding the capacity. But it is known that safety and economy are as important as the capacity. In order to handle this problem, a multi-criteria decision making approach (AHP) is used. Four intersection types are used. Fuel consumption, emission rates, delay, cost of intersection type and safety parameters are taken into account in the decision process. These intersection types are tested by SIDRA Intersection software using the parameters listed above. The data obtained by SIDRA software is used in the AHP model. Weights of the factors used in the AHP model are varied considering the views of capacity and economy. And results and applicability of the model are discussed.

Özellikle son yıllarda artan otomobil ile seyahat talebi, Antakya'nın kısıtlı ulaşım altyapısındaki mevcut problemlerin artmasına neden olmaktadır. Then, as if it were replaced with an imaginary BRT system, how the BRT system would have responded to the existing demand in terms of capacity and comfort are examined. All models are developed in PTV VISSIM simulation environment. The results are compared and important finding are outlined.

Öz: Düşük yakıt tüketimi ve elde edilebilirlik maliyeti motosiklet kullanımını gün geçtikçe popül... more Öz: Düşük yakıt tüketimi ve elde edilebilirlik maliyeti motosiklet kullanımını gün geçtikçe popüler kılmaktadır. Yanlış ama alışıla gelmiş kullanım tarzı ile kendi trafik şeritleri üzerinde hareket etmek yerine taşıtlar arasında manevra yaparak yavaş ve rahatsız eden trafikten kaçınmaları bu ulaşım aracına görünür bir avantaj sağlamaktadır. Yol kullanım hakkını önemsemeyen bu alışkanlıklar trafik sıkışıklığına maruz kalmadan yolculuğu mümkün kılıyor olsa da bu durum kaza yapma olasılığını artırmakta ve ciddi yaralanmalar hatta ölümlerle sonuçlanan kazalara sebep olabilmektedir. Genelde kazalar açısından motosiklet diğer ulaştırma araçlarıyla birlikte değerlendirildiği için motosiklet kazalarıyla ilgili detaylı araştırmalar ülkemizde oldukça yetersiz kalmaktadır. Bu çalışmada Hatay merkez ilçesi Antakya"da 2005-2009 yılları arasında meydana gelen yazılı kaza raporları ile tutanak ekleri özel izin ile temin edilerek detaylı olarak incelenmiştir. Motosikletle ilgili olan kazalar ayıklanarak; kazaların oluş sebepleri araştırılmış ve bu veriler doğrultusunda elde edilen sonuçlara dayanarak mevcut durum değerlendirilmiştir.

Recent accidents show that these ditches actually present safety risks to vehicles entering the medians. Vehicles either cross over the ditch, roll over, or become trapped in the ditch, depending upon the mass, size, speed, and angle of the entering vehicle. To overcome this safety risk and reduce the severity of these accidents, longitudinal barriers are installed along these ditches. Currently, in Turkey, steel barriers are extensively used to improve traffic safety at median ditches. In this paper, the crash performances of steel and concrete barriers used at medians with ditches are compared. Kent içi ulaşım sistemlerinde alternatif bir ulaşım sistemi oluşturan tramvayların, gün geçtikçe ... more Kent içi ulaşım sistemlerinde alternatif bir ulaşım sistemi oluşturan tramvayların, gün geçtikçe toplu ulaşımdaki rolleri artmaktadır. Türkiye'de her ne kadar tramvay kullanımı yeterli seviyelerde olmasa da, ülkemizin ürettiği ilk tramvay olan İpekböceği (SilkWorm) tramvayının Türkiye raylı sistem tarihindeki yeri şüphesiz önemli olacaktır. İpekböceği 2013 yılının sonlarına doğru işletime açılan Bursa T1 tramvay hattında hizmet vermeye başlamasıyla birlikte bazı tartışmaları da beraberinde getirdi. Çok yeni olmakla birlikte bu önemli tramvay hattının gözlemlenen bazı sorunları mevcuttur. Mevcut verilerin henüz yeterli olmamasından dolayı şimdilik bu çalışmada sadece bir GZFT analizi yapılarak ortaya çıkan sorunlara karşı bazı çözüm önerileri sunulmaktadır.

Public involvement in transportation planning and decision-making process is a key component for ... more Public involvement in transportation planning and decision-making process is a key component for ensuring that decisions are made with consideration of public needs and preferences. In this paper, a weighted Euclidean distance based TOPSIS method (WEDTOPSIS) is developed for modeling such a public decision-making process. The Weber–Fechner psycho-physical law is adopted for behavioral modeling of human judgments. Distances to the positive-ideal and negative-ideal solutions of TOPSIS are converted to value measurement models using the Weber–Fechner law. The proposed method is applied on a case where public approval of two different types of public bus operation systems considering six criteria is sought. A numerical illustration is also provided to demonstrate the applicability of the approach. It is mostly related to capacity, safety and economy. In many applications, capacity is considered as the main factor for design purpose and type of intersection is determined regarding the capacity. But it is known that safety and economy are as important as the capacity. In order to handle this problem, a multi-criteria decision making approach (AHP) is used. Four intersection types are used. Fuel consumption, emission rates, delay, cost of intersection type and safety parameters are taken into account in the decision process. These intersection types are tested by SIDRA Intersection software using the parameters listed above. The data obtained by SIDRA software is used in the AHP model. Weights of the factors used in the AHP model are varied considering the views of capacity and economy. And results and applicability of the model are discussed.

Bu sorunların çözümü için gerekli aksiyonların uygulanmasında, il ve belde belediyeleri arasında yetki ve sorumluluk kargaşası çıkmaktadır. Bu durum, sürdürülebilir kalkınma için hayati önem taşıyan ulaşım ve trafik açısından, ciddi aksamalara ve problemlere neden olmaktadır. Özellikle son yıllarda artan otomobil ile seyahat talebi, Antakya'nın kısıtlı ulaşım altyapısındaki mevcut problemlerin artmasına neden olmaktadır. Artan trafik sıkışıklığı, kazalar, çevresel ve sosyal problemler; yerel düzeyde kararlı aksiyonları ve politikaları gerekli kılmıştır. Fakat bunun gerçekleşmesi için de yerel yönetimde yapısal reforma gitmek şarttır. Bu makalede gerek beş yıllık kalkınma programlarında ortaya konan hedefler, gerek gelişmiş ve gelişmekte olan ülkelerde yapılan uygulamalar göz önüne alınarak; yerel düzeyde yapılabilecek yapısal reformlara dikkat çekilmiştir.
