Despite the growing 'detente' or because of it, the world faces the danger of an increased number... more Despite the growing 'detente' or because of it, the world faces the danger of an increased number of ethnic, religious and separatist movements that actively seek visibility, fearing that otherwise their case might be overlooked. This may be one of the reasons terrorism is a growing phenomena, causing injuries and death to people and significant damage to property. Most governments ignore victims of terrorism. Denying the problem or providing scant help to victims does not solve the problem fairly. The political nature of the problem and the multitude of damages caused by terrorism requires legal entitlements and State resources to support victims and compensate them. The phenomenon of terrorism and its political, fiscal and value implications are acknowledged as a social problem. Informed almost daily of terrorist activities, 1 the eyes of the public, paradoxically, seem to focus on the terrorists, while little attention is paid to the victims of such events. Despite the immense security efforts made to combat terrorist acts, no specific programs have been designed to either cover civilian victims and their dependents, or to care and compensate for their injuries, income and property losses. This paper discusses the obstacles that exist in the process of addressing victims of terrorism as a social problem.

Qualified social workers were employed in the newly established Community Service Centers (Matnas... more Qualified social workers were employed in the newly established Community Service Centers (Matnas) in Israel to take part in efforts to initiate services and dejine each Matnas' domain. The organizational structure of a Matnas encourages its workers to use theirpro fessional skills in making entrepreneurial initiatives: The local board, the untenured, multidisciplinary staff, and the ability to utilize mixed resources, affords the Matnas thefixibility to easily contract 'in'and 'out' ofprograms, giving it and its staff a competitive position within the free market of service providers. This structure also permits the establishment of formal and informal contacts with constituents and authorities. This paper presents the case and discusses the role of social workers in innovating service programs.

The State, which has traditionally maintained the monopoly ouer law enforcement, is unable to guarantee personal safe9 to all. In addition to the State, therefore, for proft and non projit organizations fund and produce seruices to secure the safety of citizens and their property, creating the "Mixed Economy" o f protection. This paper brieJy discusses the right to personal safety and highlights eight alternative models included in the "Mixed Economy '' ofprotection. It discusses the models and their implications for the community.

Welfare organizations and social services deal with issues of personal security. They are involve... more Welfare organizations and social services deal with issues of personal security. They are involved in risk assessment and in the protection of individuals and families. However, their mission in this domain is not defined, and its boundaries are not set. The article discusses the right to personal security. The duty of the state to guarantee this right is stated by international declarations and conventions that were ratified by the United Kingdom, as well as the European Convention on Human Rights that was adopted into domestic English law. In the application of the right to personal security, and the state's duty to secure this right, two independent processes are taking place. First, in the United Kingdom, the English courts are reluctant to recognize an affirmative right to personal security and to impose on state and public agencies a duty to secure this right. Second, as in many other service areas, this duty is rendered to the community. It is vital for the social services to discuss this duty, especially when they are called to vouch for the personal security of individuals and families in the community.

ABSTRACTA changing socio-economic environment and competition have led trade unions to extend the... more ABSTRACTA changing socio-economic environment and competition have led trade unions to extend their role and become service providers. This paper examines some of the issues of service delivery which arise. Four central implications are discussed: the trade union's need (1) to adapt to the competitive service provider's market, (2) to enlarge its consumer body, (3) to become an employer of workers, and (4) to expand its interests with business establishments and authorities over non-union matters. The paper focuses on the General Federation of Labour in Israel (the Histadrut), and its comprehensive health insurance scheme (Kupat Holim). The scheme is provided to all union members and their families as part of union membership. Nonetheless, alternative service systems seem sufficiently attractive for many union members to consider ‘deserting’ their union. The union depends on its members—consumers—to secure its broad base, universalistic image, source of income and legitimacy...

However, increased fear of crime and victimization has produced individual and community actions to secure personal safety. This paper discusses the emergence and development of the community-initiated ‘Civil Guard’ in Israel, a sweeping movement which emerged in 1974 from a growing fear of terrorism. This grass roots initiative has raised government's concern over its ability to monitor, inspect and control the volunteers. The national police has co-opted the entire movement in three phases. In the first, a spontaneous emergence of self-help initiatives covered the country. Next, the movement was transformed into a national body of volunteers with a clear legal status, albeit under the complicated and joint auspices of the national police and local government. Since the definition of objectives lies at the basis of any programme, an analytical system of cl... more Since the definition of objectives lies at the basis of any programme, an analytical system of classifying service organisation activities is proposed in which the focus is on internal characteristics of the activities, and differentiation among programmes and treatments. This taxonomy may be used by social welfare organisations who wish to know what they do, and to what extent they adhere to what they aim to do, as it makes both a conceptual and empirical contribution, increasing awareness of what the organisation and its professional staff do, and allowing examination of the consistency of any programme.
