The ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers is a regime ... more The ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers is a regime for the protection of migrant workers in ASEAN. Focusing on Indonesia and Malaysia as representatives of sending and receiving countries, the researchers sought to examine the position and response of countries to consensus, starting from its formation to its post-signature development to see the impact of consensus on the issue of protecting lowskilled migrant workers, particularly through country analysis. Researchers used a qualitative method with case studies. This research uses literature studies and interviews to support the required data. Researchers used international regime theory from Stephen D Krasner. The results of the research show that the ASEAN Consensus fulfills the characteristics of the regime in ASEAN. However, the significance of the consensus has yet to be seen given its morally binding nature and the limited situation of the interests and related state policies that result in the direct impact on low-skilled migrant workers not being maximized. Although not legally binding, the consensus remains a guiding value that underlies the commitments of ASEAN countries and progress on the issue of the long-term protection of migrant workers in the Region.
Therole of subnational actors particularly local government in foreign relations has become more ... more Therole of subnational actors particularly local government in foreign relations has become more significant in Indonesia, moreover since the Autonomy Law was put into practice after the reform took place in 1999, then the Law No 32, Article 10/2004 was effectively coming into effect. However, the law of local autonomy including the law of special autonomy only regulate the regional mechanism of the making of international agreement. It was accordingly aimed at giving more opportunity for local participation in foreign relations. Amidst the rapid changes caused by globalization which has created a growing interconnectedness, major challenges facing the local government has become ubiquitous and require more capacity and skills from the local government to achieve the national interest. Having regardedto the legal basis of the conduct of foreign relations by regional/local governments, the function of local governments lies on promotion activities of economic, trade, technology and cultural relations. They are also responsible for facilitating people to people interactions and business-to-business transaction. This paper discusses the importance of redefinition of the role of Indonesian subnational actors in foreign relations by using economic diplomacy approach. The paper suggests that capacity building and increasing economic diplomacy skills of local/regional government are the prerequisites to the success of their conduct of foreign relations.

This research uses diplomacy and economic diplomacy as a knife analysis and applies Okano-Heijmans economic diplomacy framework. The method used is a qualitative research method with primary, secondary data techniques and interviews. The findings of this research are Indonesia's economic diplomacy which plays a role in the tender offer process that PT INKA participated in by providing tax facilities and Eximbank financing so that PT INKA can compete competitively with other competitors in highly price sensitive markets. This economic diplomacy also involves various state and non-state actors, namely the Ministry of Foreign Affairs, Ministry of Finance, PT INKA, Biswas Construction and Eximbank Indonesia. Indonesia's economic diplomacy to Bangladesh resulted in an agreement that took care of a balance of interests.

Migration flows from refugees have posed the threat of internal crises to pressure on the Freedom of Movement regime, namely the Schengen Agreement. This study discusses the securitization of cross-border refugees carried out by the European Union against the Freedom of Movement regime. The research analysis uses the framework of securitization theory by Buzan through a speech act by the European Union as a securitization actor in the security governance in line with theory proposed by Sperling & Webber. The study used qualitative methods by reviewing documents and interviews with related informants. The findings of this study indicate that the initial speech act by the European Union has failed because of the rejection from member. Thus, the securitization process experienced recursive interactions between the European Union and the member in security governance. This recursive process has changed the speech act process and extraordinary measurement by the European Union, which initially focused on humanitarian discourse, turned into a border security discourse to protect the achievement of the EU's core integration, namely Schengen.

International institutions and market forces are overtaking the role of the state as the conventional agent of development. The development process has been prone to merely involve particular parties who possess power and knowledge. However, development of a nation is directed to all people, not a segmented one. One of development in Indonesia that interestingly needs more attention is the development of dairy farming. Even though it was not really large, but it has existed and internalized in some communities across the archipelago. Recently, the discourse of Indonesian White Revolution-redevelopment of the dairy farming sector was launched in the Province of Jakarta and harvesting many arguments, contained pros and cons.
