This paper aims to analyze the reasons for the creation of the Public Defender Inter as another i... more This paper aims to analyze the reasons for the creation of the Public Defender Inter as another instrument to consolidate the policy of respect for human rights in the Americas. Initially, there is a historical approach to the construction of the idea of human rights, right after the end of World War II, and access to systems of human rights protection as a way to seek prevention or repair of damage caused by such disrespect by action or omission of the States then a comparison is made between the difficulty of effecting essential rights considering the economic issue of the citizen. We analyze the reasons why many countries on the continent have created an institution itself for the purpose of providing legal assistance to needy citizens considered. Again, stressing the search for realization of human rights, the paper outlines the reasons for the creation of the Public Defender Inter.
