This article studies the Cossacks, a group of people that emerged in the northern steppes of the ... more This article studies the Cossacks, a group of people that emerged in the northern steppes of the Black Sea during the fifteenth century. It mainly focuses on the community's political and social effects on the powerful states of the geography, namely Tsarist Russia, Poland, the Crimean Khanate and the Ottoman Empire. After examining the etymology of Cossack and Hetman in the introductory part, it analyzes Don Cossacks’ relations with the Ottomans and the Russian state. Don Cossacks migrated from Russia, where they had a dispute under the leadership of their Hetman Ignat Nekrasov, to the Ottoman lands. Nekrasov's will strictly asked Don Cossacks to protect their identity and beliefs after his death during the period. In this manner, they lived in Anatolia for more than two hundred and fifty years and preserved their language and culture. In the 1960s, they migrated to the USA and Russia due to some customary reasons related to marriage and population decrease. By scrutinizing Don Cossacks' changing contexts, this study aims to draw a framework for the life of the community through the lens of Ottoman documents and Turkish and Russian sources.

Bu makalede Kazakların Karadeniz’in kuzey steplerinde bir topluluk olarak ortaya çıktıkları 15. asırdan itibaren yaşadıkları coğrafyanın güçlü devletleri olan Çarlık Rusya’sı, Lehistan, Kırım Hanlığı ve Osmanlı Devleti’ne siyasi ve sosyal manada nasıl bir etkileri olduğu ele alınmaktadır. Çalışmanın giriş kısmında Kazak ve Ataman kelimelerinin etimolojisine odaklanılmış Don Kazakları ile Osmanlı-Rus münasebetleri incelenmiştir. Don Kazakları, Atamanları İgnat Nekrasov liderliğinde anlaşmazlığa düştüğü Rusya’dan Osmanlı toprakları olan Kuban bölgesine ve sonrasında Anadolu ve Rumeli’ye göçmüşlerdir. İgnat Nekrasov, Osmanlı Devleti topraklarında yaşadıkları dönemde kimliklerini ve inançlarını korumak için sıkı kurallar içeren bir vasiyetname kaleme almış ve onun liderliğindeki Don Kazakları da bu kurallara sıkı sıkıya uymuşlardır. Böylece iki yüz elli yıldan fazla Anadolu’da yaşayıp dillerini, kültürlerini korumuş ve 1960’lı yıllarda, hem nüfuslarının azalması hem de evlilik problemleri gibi bazı nedenlerle Amerika ve Rusya’ya göç ederek Anadolu topraklarını terk etmişlerdir. Bu çalışma Osmanlı belgelerinde İğnad, Ağnad ve İnat Kazakları olarak adlandırılan bu topluluğun iki buçuk asırlık yaşayışlarına Türk ve Rus kaynakları üzerinden genel bir çerçeve çizmeyi amaçlamıştır.

This article is a translation of the article "An Analysis of Shamil's Constitution" (original tit... more This article is a translation of the article "An Analysis of Shamil's Constitution" (original title: Анализ Конституции Шамиля) written by Labaz Eliozovich Gumashvili and published in Severo-Kavkazskiy Yuridicheskiy Vesnik in 2015. With the permission of the editor of the original article, minor changes have been made to the text, including the title, in accordance with Turkish spelling, provided that the meaning of the article is retained. The article examines all the laws enacted under the name of Nizam by Imam Shamil, one of the leaders of the Caucasian peoples who fought for independence under the name of Muridism against the absolute rule of Tsarist Russia in the Caucasus. The introductory part of the study discusses the structure and functioning of the Imamate and examines the duties and responsibilities of the institutions of regency and mufti, which were the most important devices of the administrative institutions in this period called the Imamate, and their criminal sanctions. The study continues with discussions on financial and budgetary security, the division of spoils, marriage and divorce procedures, trade, inheritance, behavior in public places, counterfeiting and various prohibitions, and how the penal system was determined by the Nizams. Imam Shamil, a figure who gained great fame in the Caucasus and the Islamic world for his struggle, is seen as having endeavored to rethink the customary law of Caucasian societies and the provisions of the Sharia in such a way as to adapt them to the conditions of the time. This article, written by Labaz Eliozovich Gumashvili based on contemporary sources and the works of specialists in the field, as well as Apollon Runovskiy, who had the opportunity to meet Imam Shamil and wrote works on the constitution called Nizam, has been attempted to be introduced into Turkish literature for the first time.

The article is devoted to the jubilee of Nikolai Ivanovich Pirogov's stay in the Caucasus. Based ... more The article is devoted to the jubilee of Nikolai Ivanovich Pirogov's stay in the Caucasus. Based on a wide range of literature and the first-time archival sources introduced into scientific circulation, the authors gave a brief outline of the development of anesthesia in world medical practice. The variants and cases of etheric anesthesia in the Caucasus in the field are described in detail. The article also reflects the difficulties that Nikolai Pirogov encountered when introducing etheric anesthesia into medical practice. The authors point to the criticism that sounded towards Nikolai Pirogov and his methods both from the lips of medical colleagues and ordinary military men. Particular attention is paid to innovative proposals in the field of medical care in military field conditions. One of Nikolay Pirogov's earlier notes on the organization of medical aid on the battlefield is analyzed, in which the surgeon describes a fundamentally important and new method for sorting the wounded. It was thanks to the tireless work of the great surgeon in the Caucasus that ethereal anesthesia began to be introduced throughout the Russian Empire, which greatly facilitated both the work of doctors and the fate of patients. At the same time, he points out those restrictions, which, according to N. İ. Pirogov had to be observed during the application of anesthesia in the military field: this is a closer monitoring of patients, as well as the uninterrupted supply of medical services to medicines. The result of N. İ. Pirogov in the Caucasus was the lifting of restrictions on the use of inhalation anesthesia in Russia.
