This chapter discusses Israel's experience with preparedness against weapons of mass destruct... more This chapter discusses Israel's experience with preparedness against weapons of mass destruction. The first part reviews Israel's experience with terrorism. It explores the scope of the problem and the countermeasures that Israel has used. The second part of the chapter discusses Israel's work on preventing conventional terrorist attacks that result in a high number of casualties (high-consequence terrorism). The third part of the chapter explores how Israel prepares for attacks from weapons of mass destruction. This section discusses the procedures, organizations and responsibilities involved in managing an attack from weapons of mass destruction. The last section describes the debate going on in Israel about how much should be invested in preparation for an attack on the civilian population by weapons of mass destruction.

As a systematic terrorist tactic, suicide attacks are a relatively new phenomenon. The article su... more As a systematic terrorist tactic, suicide attacks are a relatively new phenomenon. The article surveys the dimensions of this phenomenon, influencing factors, and counter-measures. After an overview of the political and strategic significance of this tactic, the article discusses the distribution of suicide attacks around the globe, arguing that although suicide attacks have grown dramatically in recent years, the bulk of them occur in foci of acute violent conflicts. A description is also provided of how Palestinian groups prepare for suicide attacks, emphasising the role of community support and the perpetrating group in the process. This chapter describes two studies in which Palestinian assailants underwent interviews and psych... more This chapter describes two studies in which Palestinian assailants underwent interviews and psychological tests intended to learn about factors that influenced their decision to carry out a terrorist attack and their behaviour before, during, and after the attack. The first study examined would-be suicide bombers, a control group of non-suicide terrorists and organizers of suicide attacks, and the second study examined lone-actor assailants. Differences in personality characteristics, psychopathology and motivations for carrying out terrorist attacks were found between the various types of assailants in the two studies. Conclusions pertinent to the issue of terrorists’ risk assessment are discussed.
