The expansion of terrorism in the Middle East in the context of the Arab Spring has become a fact... more The expansion of terrorism in the Middle East in the context of the Arab Spring has become a factor of unprecedented military-political rapprochement between Iran and Russia. This article studies the anti-terrorist cooperation between the two states. The author argues that the new level of cooperation between Tehran and Moscow is a consequence of structural conditions of the international environment, which has come under pressure of international terrorism. To combat terrorism, Iran and Russia are trying to use instruments of not only “hard” but also “soft” power by creating platforms for intercultural and interreligious dialogue. In this regard, the legal foundations of anti-terrorist cooperation between Iran and Russia, its forms and levels are explored. The paper also assesses the possibilities and prospects of cooperation between the two states in the fight against terrorism. The article studies factors of transformation of political Islam and reasons for its “tightening”... more The article studies factors of transformation of political Islam and reasons for its “tightening” in the modern context. On the basis of the ideas of social constructivism, the author traces the main milestones in the evolution of political Islam and the formation of its radical branches that orient towards violence and terrorism. The article examines nine mega-events that ultimately determined the specifics of the modern union of Islam and poli tics — the collapse of the Ottoman Empire, the Palestinian-Israeli conflict, the Islamic revolution in Iran, the Soviet intervention in Afghanistan, the collapse of the Soviet Union, the September 11 attacks (2001), the overthrow of Saddam Hussein’s regime, the “Arab Spring”, and the establishment of political Islam with a “Turkish face”. Цель данной статьи заключается в исследовании логики эволюции значимости Ближнего Востока в концепциях внешней политики России. Процедура и методы исследования. Использованы тексты концепций, профильные научные исследования, торгово-экономическая статистика. В качестве основных методов исследования применены метод сравнительного анализа и системный подход, позволившие объяснить влияние вариативных факторов на динамику значимости региона в концепциях внешней политики России. Результаты проведённого исследования. Сделан вывод, что декларируемая в концепциях внешней политики значимость Ближнего Востока не всегда соответствовала реальному масштабу вовлеченности России в дела региона. В первых концепциях приоритетность региона подчеркивалась преимущественно в контексте экономического прагматизма, а тон самих документов оставался сдержанно-оборонительным. Риторика последних документов говорит о решимости России усилить в регионе свои геополитические позиции. 1 Теоретическая/практическая значимость. Внесен вклад в дальнейшее осмысление проблематики региональной внешней политики России, в выдвижение реалистичных сценариев концептуально-прикладного развития приоритетов российской дипломатии на Ближнем Востоке.

The article analyzes the influence of modern terrorism on two megatrends of contemporary world po... more The article analyzes the influence of modern terrorism on two megatrends of contemporary world politics – globalization and democratization, which are linked with three levels of political organization of modern world – the Westphalian system, the system of interstate relations and the political system of states. A simplified method of constructing a forecasting scenario is used, which provides a description of the influence of terrorism on the dynamics of the development of globalization and democratization in the future. The author relies on the ideas of a cyclical approach, according to which “upward” and “downward” stages are inherent characteristic of social and political processes. It has been established that modern international terrorism uses the uneven distribution of benefits from globalization and its unifying characteristics in the sphere of culture and social relations in its destructive ideology and practice.
