800 000 individuals sought aid from the “Social emergency fund” (“FUS”) between mid-January and m... more 800 000 individuals sought aid from the “Social emergency fund” (“FUS”) between mid-January and mid-June 1998. Most often they were people without partners (60%), aged from 30 to 50 years, without a job and living on the “RMI”4 (“minimum insertion wage”) or on an unemployment grant in some independent lodging, but in debt. 72% of those requesting help obtained some financial aid at an average total of FRF 1600, and were sometimes redirected to a second social fund. Statistical analysis shows up a correspondence between the economically precarious administrative “departements” (high rates of unemployment and of “RMI” cases) and those having a high share of individuals seeking “FUS” aid. The disparities between “departements” in terms of individual situations are very marked: even if the beneficiaries from the “RMI” were in general treated more favourably, the relative preference between those requesting and declaring no income source, and those of whom the household disposed of a sal...

Le transport de marchandises augmente fortement, tire par le transport routier pour compte d’autrui. La croissance du transport interieur de voyageurs provient de l’augmentation de la circulation des voitures particulieres, de l’aerien et du ferroviaire. En 2017, les emissions de GES ont de nouveau augmente. Cette hausse est principalement due aux transports routiers, dont l’amelioration de la performance environnementale des vehicules n’a pas compense l’accroissement des kilometres parcourus. Les depenses publiques liees aux transports progressent du fait de la forte hausse des investissements.

Food crops and livestock supply 91 percent of agricultural GDP and the major livelihood for most households, thus it is essential to promote production and commercialization of subsistence crops and livestock. These subsectors currently perform poorly and foster a chronic food deficit, a condition that underlines the extreme vulnerability of the population to production-related risks. With food demand increasing at an annual rate of 3 to 6 percent, it is urgent to improve the contribution of the subsistence crops and livestock subsectors. The potential for improvement is great, and beyond the need for reforms that will benefit all sectors, improvements will require public investments to enhance productivity and better market access. S... more Insee has launched a pilot experiment which aims at introducing scanner data in the French CPI. Started in 2010 with a small set of companies and a small number of industrial food products, the experiment has now reached a larger scale with a daily transmission of data covering 30% of the market. This experiment gives Insee the occasion to review the quality adjustments in the French CPI. Thus, Insee has chosen a strategy of analysis that is mainly based on the same principle as the one applied for the rest of the French CPI: the sample is drawn yearly in the universe of the products in order to reach a certain level of accuracy in the resulting CPI; a two-steps computation is made : the first step consists in computing micro-aggregates while dealing with possible substitutions that occur at the micro-level by the use of adequate price index formulae and the second step consists in the traditional Laspeyres aggregation. Nous cherchons dans cette these a tester l'impact de l'accompagnement sur l'insertion... more Nous cherchons dans cette these a tester l'impact de l'accompagnement sur l'insertion professionnelle des personnes peu autonomes dans leur recherche d'emploi, en nous interessant plus particulierement a l'influence du contrat d'insertion sur la sortie du RMI. Apres une analyse des perspectives historiques dans les pays de l'OCDE, nous dressons un etat des lieux des mesures d'accompagnement en France. En mobilisant les donnees du panel Insee sur le devenir des allocataires du RMI, nous montrons que la contractualisation au RMI est selective en faveur des plus employables. Une decomposition de ce processus en deux etapes (sensibilisation et acceptation de participation) suggere qu'une plus faible propension a contractualiser s'explique par une information insuffisante chez les allocataires les moins autonomes du marche du travail. En corrigeant les donnees du biais d'echantillonnage nous mettons en evidence une diminution des chances de sortie du RMI avec le temps. Ensuite, nous estimons une forme reduite du modele de " job search " a intensite de recherche endogene au moyen d'un modele de durees a risques concurrents. Une fois corrige de l'endogeneite par la methode de variables instrumentales, il ressort que le contrat d'insertion influence la sortie du RMI de facon differenciee. Alors qu'il n'a pas d'impact significatif pour les allocataires les plus instruits, il favorise l'acces aux emplois aides pour les moins qualifies et accelere les sorties vers les deux formes d'emplois pour les niveaux intermediaires. Nous en concluons que le dispositif d'insertion du RMI opere une selection contreproductive en faveur des allocataires les plus employables.

We analyse the impact of the measure of the living standard on poverty and inequality diagnosis. ... more We analyse the impact of the measure of the living standard on poverty and inequality diagnosis. Three measures are assessed on the fourth waves of the European Community Household Panel (ECHP). The first one divides the household instantaneous income by the current consumption units. The two others use the annual income instead of the instantaneous one. The difference between the two measures is that one refers to the current consumption units, whereas the other one accounts for the effective presence of each household member during the last twelve months. Poverty and inequality diagnosis on the whole population does not differ significantly between the last two measures. However, it may display important differences when one focuses on specific households, particularly those that are more subject to important changes in household composition. The diagnosis based on an instantaneous measure of income differs significantly from those based on the annual income. Inequalities seem to be more important according to instantaneous income (Gini and Theil Indexes are greater) and poverty more frequent with 9.8% of the households (instead of 8,5 % for annual income) in 1995. The profile of poor households depends on the measure of income. According to the instantaneous income, blue-collar workers represent half of the poor households instead of one third in the case of annual income. At the individual level, poor active workers account for 2.1 millions according to instantaneous income compared to 1.8 millions according to annual income.

Ils etaient plus souvent des personnes sans conjoint (60 %), âgees de 30 a 50 ans, sans emploi et vivant du RMI [3] ou d’une indemnite chomage dans un logement autonome, mais endettees. 72 % des demandeurs ont obtenu une aide financiere d’un montant moyen de 1 600 francs, avec parfois une reorientation vers un autre fonds social. Une analyse statistique a permis de mettre en evidence la correspondance entre departements economiquement precaires (fort taux de chomage et de RMI) et ceux presentant une part elevee de demandeurs du FUS. Les disparites entre departements, en terme de prise en compte des situations individuelles, sont fortes : si les beneficiaires du RMI ont ete dans l’ensemble traites plus favorablement, la preference relative entre les demandeurs ne declarant aucune source de revenu et ceux dont le menage disposait d’un salaire a ete tres variable entre les departements. Une couverture insuffisante, par le systeme de protection sociale, des enfants et des jeunes de moins de 25 ans contre la pauvrete a egalement ete mise en evidence.
