이 연구는 재난관리 조직의 민관 협력과 공공부문 협력수준이 조직효과성에 미치는 영향을 중앙과 지방의 재난관리 공무원들의 인식조사 결과를 중심으로 탐색하였다. 근무지별, 과거 ... more 이 연구는 재난관리 조직의 민관 협력과 공공부문 협력수준이 조직효과성에 미치는 영향을 중앙과 지방의 재난관리 공무원들의 인식조사 결과를 중심으로 탐색하였다. 근무지별, 과거 재난관련 업무 수행중의 재난경험 유무별 협력수준과 조직효과성의 집단간 평균비교를 실시한 결과, 중앙부처 공무원이 지방자치단체 공무원에 비해 중앙-지방정부 간 협력을 더 긍정적으로 인식하였고, 재난경험이 없는 공무원이 예방대비 성과와 유관기관 간 협력에 대해 긍정적으로 인식하는 경향이 강하게 나타났다. 이러한 분석결과는 재난관리 부문에 종사한 공무원에 대한 심층면접에 근거해서, 지자체 재난관리 현실과 문제점에 대해 중앙과 지방정부 간 적극적인 대화와 정보교류의 기회가 확대되어야 하며 재난 경험이 있는 공무원이 자신의 경험을 그렇지 않은 공무원들과 공유하거나 다양한 재난상황에 대해 조언할 수 있는 정기적인 모임이 필요함을 시사한다. 아울러 재난관리 조직의 협력수준과 조직효과성의 영향관계를 파악하기 위해 다중회귀분석을 시행한 결과, 민관 협력과 유관기관 간 협력 변수가 인지된 예방ㆍ대비 성과와 인지된 대응ㆍ복구 성과에 통계적으로 유의한 긍정적 영향을 미치는 것으로 나타났다. 통계분석 결과와 전ㆍ현직 재난관리 공무원의 심층면접을 바탕으로, 재난관리 조직들은 재난관리 전 과정에서 공공부분의 유관기관뿐 만 아니라 민간부문과의 유기적 연계장치를 만들어 운영하거나 재난관리 공무원의 업무 연속성 확보를 통한 의사소통 향상이 중요하다는 결론을 도출하였다.

Based on a review of citizenship and citizen participation in politics and policy studies, this a... more Based on a review of citizenship and citizen participation in politics and policy studies, this article reveals diverse concepts of citizens and citizenship and their changing roles within the context of the COVID-19 pandemic. It argues that the pandemic will result in bringing citizens back into the policy process, given that active participation of citizens in solving wicked social problems has been emphasised. Our results suggest that the pandemic will result in a return of public citizens as their voluntary, active participation and coproduction practices are expected to increase.

This study posits a theoretical model in which both red tape and information technology (IT) inno... more This study posits a theoretical model in which both red tape and information technology (IT) innovativeness have reciprocal causal effects on one another. The primary model suggests that perceived red tape is not necessarily a constraining factor to IT innovativeness but could be a facilitating factor. High levels of perceived red tape might lead organizations toward innovative solutions to their organizational problems through information technology. This study also finds that top managers' risk-taking propensity (entrepreneurial leadership) and organizational capacity are positively associated with IT innovativeness. An additional finding suggests that IT innovativeness helps organizations reduce the level of red tape. These specific empirical results only emerge when a two-stage least squares model is estimated to account for the endogenous relationship between red tape and IT innovativeness.

In this paper, we take the initial steps of re-formulating the research agenda on maturity models... more In this paper, we take the initial steps of re-formulating the research agenda on maturity models within the government context. Critiques on maturity models in government digitalization has been collected via a systematic review of academic literature. Synthesis of the articles (n=47) has resulted in a list of ten objections and critique of maturity models. The author team of this paper has been heavily involved in pioneering and leading research on maturity models. Standing on the shoulders of this track-record, we have coinedf a possible response on how maturity models might still have an important role to play in theorizing about why, how and where government progresses in their use of digital technologies. Also, we argue that maturity models have an important role to play for practice in their navigation in a yet more multifaceted technological dependent government. Seniors' social acti vities are critical in assuring their quality of life, and seniors ' quality... more Seniors' social acti vities are critical in assuring their quality of life, and seniors ' quality of life (QoL) declines w ith the deterioration of their social activity. Social support from online social relationships has been considered to be important determinants of QoL, and i s an important goal of the design of online health communities to support patient-centered e-health initiatives. In this study, we find that, rather than attempting to improve seniors' quality of life through interventions and online community platforms that are designed directly to increase social interactions and focus on social relationship formation, it is more effective for such online health communities to be designed to facilitate information sharing. Information sharing may be an easy way for seniors to become familiar w ith the online environment and pave the w ay for subsequent online social relationships. This study investigated seniors' online information sharing behaviors and the impacts on their quality of life. Survey data from 130 seniors was used to test our research model. Seniors' online information seeking and provision indirectl y affect their quality of life, and the relative importance of information seeking and information provision varies depending on the seniors' perceived subjective age, i.e., cognitive age.

This article criticizes that the personnel management system for Korean public officials is serio... more This article criticizes that the personnel management system for Korean public officials is seriously lacking competition among public employees and fails to nurture their competence and confidence due to too much reliance on rank, seniority, closed recruitment, and excessive rotation of positions as well as due to the consequent problems of deep-seated ministry selfishness and rising political influence over public officials. To redress such a state of crisis, we suggest that the new talent management system for Korean public officials should be introduced through 3C (competition, competence, and confidence) strategies and three major reforms that include abolishment of the elite recruitment system at the fifth-level, abolishment of the career path in which most public employees serve for a single ministry for entire duration of their careers, and introduction of the matrix personnel management system that combines the vertical management with the horizontal one.

Cervical trauma, ischemic myelopathy secondary to a spinal dural arteriovenous fistula, syringomyelia, Lyme neuroborreliosis, human immunodeficiency virus central nervous system infection, and cervical disc herniation can be the cause of PSM, but lumbar herniated intervertebral disc (HIVD) induced PSM has not been reported. We describe a patient who presented with PSM induced by HIVD and was treated with an epidural steroid injection using a transforaminal approach.

We conducted a retrospective analysis of data obtained by prospective questionnaire surveys of nurses in the intensive care units (ICU) of a tertiary university-affiliated hospital in Seoul, Korea. Data were collected prospectively during two different periods, February 2002-January 2003 (Period 1) and August 2011-July 2012 (Period 2). Significantly fewer cases with ethical issues were reported in Period 2 than in Period 1 (89 cases [2.1%] of 4,291 ICU admissions vs. 51 [0.5%] of 9,302 ICU admissions, respectively; P < 0.001). The highest incidence of cases with identified ethical issues in both Periods occurred in MICU. The major source of ethical issues in Periods 1 and 2 was behavior-related. The value of virtual communities can be attained only when the members are willing to stay and ac... more The value of virtual communities can be attained only when the members are willing to stay and actively exchange their knowledge or information with other members. Therefore, the aim of this study was to find the model that best explains members' continued use intention in virtual communities. Eight major variables were identified and four alternative models were formulated: 1) Information Systems (IS) continuance model as a base model, 2) IS continuance model with Technology Acceptance Model (TAM) as the first competing model, 3) IS continuance model with social capital theory as the second competing model, and 4) IS continuance model with TAM and social capital theory as the third competing model. The four models were compared with LISREL 8.7 using survey data collected from virtual community users in Korea. The findings indicated that the second competing model built on the IS continuance model with social capital theory best explained the members' continued use intention in virtual communities.

A large-scale oligonucleotide (LSON) chip was developed for the detection of the plant viruses wi... more A large-scale oligonucleotide (LSON) chip was developed for the detection of the plant viruses with known genetic information. The LSON chip contains two sets of 3,978 probes for 538 species of targets including plant viruses, satellite RNAs and viroids. A hundred forty thousand probes, consisting of isolate-, species- and genus-specific probes respectively, are designed from 20,000 of independent nucleotide sequence of plant viruses. Based on the economic importance, the amount of genome information, and the number of strains and/or isolates, one to fifty-one probes for each target virus are selected and spotted on the chip. The standard and field samples for the analysis of the LSON chip have been prepared and tested by RT-PCR. The probe's specific and/or nonspecific reaction patterns by LSON chip allow us to diagnose the unidentified viruses. In order to prepare long-term alternatives to surgical residency training and workforce policies ... more In order to prepare long-term alternatives to surgical residency training and workforce policies in Korea, objective data are needed; in addition, determination of the status of surgical procedures being performed is also needed. Cases of surgeries performed by board-certified Korean surgeons for 1 year, from July 2009 to June 2010 were reviewed and analyzed. Variation of the last five years was also investigated against the number of surgery cases of the same item and for data on status of population, medical institutions, and surgeons. Difficulty in distribution of a given surgery varied according to the classification of medical institution types, and performance of highly difficult surgeries occurred more in tertiary hospitals. The number of surgeries has increased over the last 5 years (28.1%). The number of surgeries among elderly patients (41.5%), high difficulty (41.8%), and tertiary hospitals (34.9%) has especially increased. There has been no increase in the number of diag...

Hyperthyroidism is one of the causes of thyrotoxicosis and the most common cause of hyperthyroidi... more Hyperthyroidism is one of the causes of thyrotoxicosis and the most common cause of hyperthyroidism in Korea is Graves disease. The diagnosis and treatment of Graves disease are different according to geographical area. Recently, the American Thyroid Association and the American Association of Clinical Endocrinologists suggested new management guidelines for hyperthyroidism. However, these guidelines are different from clinical practice in Korea and are difficult to apply. Therefore, the Korean Thyroid Association (KTA) conducted a survey of KTA members regarding the diagnosis and treatment of hyperthyroidism, and reported the consensus on the management of hyperthyroidism. In this review, we summarized the KTA report on the contemporary practice patterns in the diagnosis and management of hyperthyroidism, and compared this report with guidelines from other countries.
