It is the historical phenomenon origin s from history, religion, culture, tradition, politic, geopolitical insinuation of Islamic nation . The history of organizations is the main part of the social and political history and the most important sign of social and political life and progress of human beings. The advent of Islam, besides establishing a new religion in the world, caused substantial and fundamental changes in the administrative systems and governmental institutes and organizations throughout the world. Bureaucracy and government in Islamic countries have domestic originality and Islamic foundation. Recommendations for governmental organization of the affairs and the importance of central government arose from the formation of the first nation-state in Arabian Peninsula, so that subsequently until nine century AC, about 1500 cities were created with the attributes and model of such nation-state which was the core of Islamic government. The classic form of Islamic bureaucracy has been experienced for about more than thousand years in several points of Islamic world. Such successful experience, which had basis in the Caliphate, Imamate and sultanate and in one case in republic state, originates in the bureaucracy experiences of the world in middle age and caused surprise among the European researchers, such as Francis Bacon.

The way of thinking in Islamic civilization has been formed with a tendency towards Aristotle. The concept of science in Islamic civilization is the same as the concept of science in Greek civilization. It is on this basis that Aristotle was called the first human teacher in the history of science in ancient times due to his special tendency in the inductive division of sciences and knowledge. And Aristotelian philosophy has remained an active force in the method and concept of science to this day. Alpharabius was named the second teacher of science for sharing Aristotle's method. His classification of sciences is based on Aristotle's Book of Soul, which is first classic book on human behavior and it is theoretical basis of behavioral science in history of science. Psychology and behavioral sciences in Islamic civilization Behavioral Sciences, which deals with the nature of human individual and social behavior, began with Aristotle's book of soul and Plato's teachings about the soul and individual and social behavior of the citizen in the city. The classical form of defining the science of behavior and its place in the history of science is the product of Islamic civilization and was presented by Farabi's second teacher [1-5]. By combining Aristotle's and Plato's views on the soul, he has divided science into five categories. and fifth branch is science of behavior, which Farabi referred to as civil science.

And this situation caused a huge upsurge between philosophers of Europe for the resolve issue of war and emerged peaceful groups and movements in the continent, these theoretical efforts in modern period, was begun by Spinoza (1632-1677) and climbed with Kant (1724-1804) which determined a useful systematic model for global peace. These philosophical attempts did not successful in their time, because invading of France to Netherlands in 1672 confirmed the Spinoza's views on peace and war. the issue of peace and war in the continental philosophy of Europe with a new approach was considered by philosophers of the continent ,special In Germany after Kant the leader of philosophical peace, Hegel(1770-1831) described the moral and philosophical foundations of war as a basis and a powerful philosophical system for war, the practical result of these theory was appeared in one century after Kant in the W.W.1 .the study of the European states' behaviorism in the peace and war from the philosophical systems of Spinoza and Kant, indicate that they presented their models of peace and war based on their special views and they have not any fixed promised, Among them, Tolstoy Presented in the historical novel of peace and war in response and contract in front of the Spinoza and Kantian model of peace and paradigm of war. This study proves application of Gospel in Quran is smart and has been to prove Gospel is known as a scripture in part of world. Because Gospel is used twelve times in Qur’an and this number of using indicates that Gospel exactly similar to revelatory verses of Qur’an and therefore Qur’an mentions Gospel like one of heavenly books. The purpose of Qur'an in describing divine books, especially detailed account of Gospel, is to promote sustainable development of religion among societies and individuals. In each of twelve uses of Gospel in Qur’an, one of common concepts of scriptures that is necessary for sustainable development of faith is mentioned. The word Gospel is used in Qur’an in eleven cases along with Torah and three times along with Qur’an and the Torah, and this use of word Gospel in Qur'an indicates two things. First that, derivation of word “Gospel “has been discussed in detail by scholars of Qur’an; AL-Suyti(1505.AD) in medieval ,Noldeke( 1931), Jeffrey(1959) in contemporary, they have presented a collection of different sayings about Hebrew, Syriac, Persian origin of word Gospel .Secondly, report of heavenly texts from other heavenly texts shows that Torah, Gospel and Qur'an are different forms of heavenly book, which is reason for possibility of God's written communication with man. This word originally is known among pre-Islamic Iranian nations as a name for heavenly book and name of Mani‘s book was Anglion. As result, purpose of Qur’an in mentioning name of Gospel is to express general philosophical rule for mankind. That is philosophical tradition of general prophecy and possibility of revelation and written communication of God with man in same way and concepts. The final achievement is reason for using Qur'anic text of biblical concepts is to state that God's tradition in sending divine books to establish and increase faith in individuals and communities. This rule, which is public prophecy, has led to production of eternal faith and wisdom because aim of all religions is in conduct of God and upon Qur’an belief in heavenly books of Torah, Gospel, and Qur’an as revelatory phenomena is Part of faith. The decipherment of Gospel and Qur’an from each other for faith continues until at Apocalypse when truth of heavenly book becomes clear to everyone.
