Using small and medium enterprises (SMEs) in the creative economy sector of Banyumas Regency, Ind... more Using small and medium enterprises (SMEs) in the creative economy sector of Banyumas Regency, Indonesia, we map the activity of SMEs in the creative economy sector before the COVID-19 pandemic and conduct a descriptive analysis based on interviews with respondents of creative economy SMEs during the COVID-19 period in 2021. The results of this study shows the distribution of the potential for creative economic development in the Banyumas Regency area. From 2020 to 2021, the creative economy in the Banyumas area experienced shocks due to the impact of the COVID-19 pandemic. COVID-19 has reduced people’s purchasing power, directly impacting the decline in business turnover. To overcome the effects of social distancing or the implementation of community activities restriction policies, creative economy entrepreneurs in Banyumas developed new products, expanded marketing methods with online media, and created new businesses to capture economic opportunities in trending community activit...

Local government expenditure (LGE) is a strategic instrument to measure a political commitment in... more Local government expenditure (LGE) is a strategic instrument to measure a political commitment in addressing local public needs. Ideally, LGE in particular for development allocation is determined with a proper portion. Ironically, most of local governments expend their local expenditure for financing apparatus salary. As a consequence, public is not able to benefit from LGE particulary the poor group. Base on this issue, this study was aimed at analysing patterns of LGD after the implementation of Law No. 32/2004 on Local Govern ment. By using secondary data, this study selecting Kebumen Local Goverment as a research sample found that LGE is dominated for apparatus expenditure. On the contrary, capital expenditure representing development invesment for fulfilling public needs showed insignifantly unchanged proportion over last five years (2005-2009) after the implementation of regional autonomy law. Overwhelming number of localgovernment apparatus for last five years was one of the triggers. This study aims to identify and analyze aspects of communication, resources, disposition, and bureaucratic structure in relation to the success of implementing the complete systematic land registration program in Kebumen Regency. This study was undertaken in the Kebumen Regency setting and employed qualitative methodology. Through interviews, observation, and documentation, data was collected. Using the approach of interactive model analysis and the triangulation procedure, the validity of the data was determined. The findings of the research indicate that the communication element, comprising the publishing mechanism, coordination system, and information dissemination, has been operating effectively. Before the pandemic, this sector was well-developed and provided many contributions to the local economy. However, the pandemic has badly inhibited the development of the rural creative tourism sector. This study used a post-positivist qualitative approach in which the researchers collected the data based on the formulated cross-sector collaboration theory or conceptual framework, which was then reconfirmed. Interviews with several informants consisting of creative tourism actors and regional tourism officials were conducted to identify the challenges in cross-sector collaboration. The research findings showed that cross-sectoral collaboration was required to figure out the impacts of activity restrictions on the local economy during the COVID-19 pandemic. The purpose of this institution is to improve the quality of families living in those areas, including the health aspect. The managers were social workers in those areas. This research aims to investigate the participation of this institution in preventing the COVID-19 pandemic in Banyumas Regency, which cases are pretty high. The research informants included 82 participants from family planning village core administrators in 8 villages and one subdistrict in 4 districts of Banyumas Regency, Indonesia. The data were collected using online interviews through WhatsApp groups belonging to informants in each village/subdistrict, followed by in-depth interviews conducted in those groups. However, little study on this issue exists examining it in the context of the creative economy sector. It has been argued that the successful organizations to address changes in the environment are determined by their organizational capacity. In this paper, we analyze the Indonesian government’s capacity to recover the creative economy sector during the first year of the COVID-19 pandemic. The qualitative content analysis method and key informant interviews were undertaken to understand government capacity. This study aims to review laws and regulations and regional policies regarding waste management a... more This study aims to review laws and regulations and regional policies regarding waste management as a basis for building legal arguments for resolving community-based waste management issues. Qualitative research using the content analysis method was used to review legal institutions for household waste management at the community level. The waste management policy, which originally used a collection, transport, and disposal pattern to landfills (TPA), has changed to a pattern of waste management starting from the source. Through this pattern, people are asked to sort out the waste produced by themselves, make use of waste that can be used, and destroy unused waste. Through a review of laws and regulations and regional policies, it was found that both central and local government intervention had facilitated the formation of waste management patterns at the community level. Legal arguments for resolving community-based waste management issues are also clarified through this study.

The research was motivated because there are social problems in the form of access to employment ... more The research was motivated because there are social problems in the form of access to employment opportunities for people with productive age disabilities in Banyumas Regency that cannot be resolved alone by local government, so collaborative governance efforts are needed together with non-government through Program Gerbang Penyandang Disabilitas Sukses (Gendis). This research to describe collaborative in the Program Gendis based on the collaborative governance theory of Rusell M.Linden through five stages: 1) Basic collaboration, 2)Relationship, 3) High stakes, 4) Consistuency for collaboration, 5) Collaborative leadership. The methods used in this study are descriptive with a qualitative approach. The research findings that Program Gendis has not been optimal because coordination and communication that can be the main key to forming collaboration and building trust do not have a clear direction resulting in synergy from stakeholders who have not formed bond with each other.

This theme is adopted since we live in an age of transformation in which strong global forces change the way we live and function. The rise of new emerging economies such as China, India, and other countries in the global south; the rapid proliferation of digital technologies; the rising challenges of globalization; and the global pandemic; all that issues above have impacted global society. Simultaneously, the resurfacing of old international rivalries, the breaking of conventional alignments, and the emergence of new powers are changing the international structure of the 21st century, if not the methodology and analytical methods used by scholars to understand it. Although power politics is shifting, non-traditional challenges are also on the rise: seemingly never-ending wars in Africa and the Middle East, global migration, environmental problems, and the possibility of transnational terrorism are unavoidable factors that must be taken into account in any possible future scenario. Industrial Revolution 4.0 has had transformative impacts on all lines of society, and the global society must be prepared to face up to new developments that are evolving to the core. Such and other global developments bring substantial new opportunities to global society, nations, industries, businesses, and individuals that have successfully adopted them-but the risk for those who can not keep up has also risen dramatically. In responding strategic issues relevant to the main theme, the conference has three main topics to be discussed: First, the conference discusses the challenge of current global transformations towards global society, states, market, international engagement, and foreign relations. The purpose of this paper is to study the effects of decentralized development planning in rural ... more The purpose of this paper is to study the effects of decentralized development planning in rural areas located in Indonesia with respect to the context of Law 6/2014 on Villages. This study applied a qualitative research design using a case study approach, with the research location selected based on the distance between villages and regency administrative centers in order to have a comprehensive overview of informants' perception and opinion. Evidence from selected villages was used to analyze on the practices of public participation in the rural development planning. Results of this study show that the implementation of new village law provides enables rural communities to have additional access to decision making processes in relation to development planning issues. Public participation has strengthened since the implementation of Law No. 6/2014 on Villages, thereby, making rural areas function more responsively. When the public is involved in the planning process, Village Government holds higher legitimacy to exercising its function as the development agent. However, the Village Consultative Body (BPD) and its government are the only agencies involved in the budgeting process, with the government playing a more dominant role than BPD. The paper contributes to the study of decentralization at village level in developing countries, particularly in Indonesia, after the implementation of Law 6/2014 on Villages. This paper also emphasizes on the effects of decentralization policy on rural people with regards to participating in the formulation of development planning and, therefore, contributes to determining and implementing the law.

Therefore, it needs to develop using a competency-based model. This research aims at identifying the competencies needed by village government personnel’s offices and preparing their competence standards. Dengan menggunakan kasus Cilacap di Jawa Tengah, kami mengkaji resolusi konflik yang diprakarsai oleh industri sebagai respons terhadap ketidakefektifan pemerintah daerah untuk mengatur penggunaan sungai baik sebagai zona konservasi maupun lalu lintas kapal. Dengan menerapkan kerangka teoritis berdasarkan konsep tindakan kolektif, kami menganalisis peran industri dalam mengatasi kegagalan kebijakan ditunjukkan oleh sungai-terkait konflik di antara pemerintah daerah, industri dan nelayan tradisional. Analisis kami menunjukkan bahwa tindakan kolektif dan tawar-menawar antara industri dan nelayan tradisional telah mendorong mereka untuk mengembangkan solusi atas persoalan mereka. Selain itu, kami menemukan bahwa resolusi konflik meniadakan biaya transaksi yang dikeluarkan oleh industri dalam bentuk biaya mengamankan lalu lintas kapal.

Program ini memberikan akses lahan pada masa tertentu kepada masyarakat untuk kegiatan pertanian lahan kering di antara sela-sela tanaman kehutanan setelah kegiatan penebangan. Studi ini menemukan bahwa program tumpangsari memberikan pengaruh positif dalam menekan angka pencurian pohon sebagai ukuran deforestasi, sedangkan ketimpangan kepemilikan lahan, jumlah buruh tani, dan kemiskinan meningkatkan tekanan terhadap hutan. Temuan ini menunjukkan bahwa di lokasi tumpangsari yang masih berjalan, tidak ada insentif untuk menebang pohon yang masih muda. Hasil kegiatan pengabdian pada tahun 2017 terhadap Pemerintah Desa Pandak menemukan bahwa sebagian besar perangkat desa tidak menunjukkan kinerja yang diharapkan. Dampak pelatihan pun tidak menghasilkan kinerja yang optimal. Kondisi demikian disebabkan karena ketiadaan pedoman pengukuran kinerja perangkat desa. Letaknya yang tidak jauh dari ibukota Kecamatan Baturraden ±3 km serta Kabupaten Banyumas ±5 km dengan waktu tempuh kurang lebih 10 menit. Pesatnya perkembangan masyarakat dan lingkungan Desa Kutasari, ternyata tidak serta merta membuat kualitas kinerja perangkat desanya optimal. The rise of new emerging economies such as China, India, and other countries in the global south; the rapid proliferation of digital technologies; the rising challenges of globalization; and the global pandemic; all that issues above have impacted global society. Simultaneously, the resurfacing of old international rivalries, the breaking of conventional alignments, and the emergence of new powers are changing the international structure of the 21st century, if not the methodology and analytical methods used by scholars to understand it. Although power politics is shifting, non-traditional challenges are also on the rise: seemingly never-ending wars in Africa and the Middle East, global migration, environmental problems, and the possibility of transnational terrorism are unavoidable factors that must be taken into account in any possible future scenario. Industrial Revolution 4.0 has had transformative impacts on all lines of society, and the global society must be prepared to face up to new developments that are evolving to the core. Such and other global developments bring substantial new opportunities to global society, nations, industries, businesses, and individuals that have successfully adopted them-but the risk for those who can not keep up has also risen dramatically. In responding strategic issues relevant to the main theme, the conference has three main topics to be discussed: First, the conference discusses the challenge of current global transformations towards global society, states, market, international engagement, and foreign relations. The purpose of this paper is to study the effects of decentralized development planning in rural ... more The purpose of this paper is to study the effects of decentralized development planning in rural areas located in Indonesia with respect to the context of Law 6/2014 on Villages. This study applied a qualitative research design using a case study approach, with the research location selected based on the distance between villages and regency administrative centers in order to have a comprehensive overview of informants' perception and opinion. Evidence from selected villages was used to analyze on the practices of public participation in the rural development planning. Results of this study show that the implementation of new village law provides enables rural communities to have additional access to decision making processes in relation to development planning issues. Public participation has strengthened since the implementation of Law No. 6/2014 on Villages, thereby, making rural areas function more responsively. When the public is involved in the planning process, Village Government holds higher legitimacy to exercising its function as the development agent. However, the Village Consultative Body (BPD) and its government are the only agencies involved in the budgeting process, with the government playing a more dominant role than BPD. The paper contributes to the study of decentralization at village level in developing countries, particularly in Indonesia, after the implementation of Law 6/2014 on Villages. This paper also emphasizes on the effects of decentralization policy on rural people with regards to participating in the formulation of development planning and, therefore, contributes to determining and implementing the law.

Therefore, it needs to develop using a competency-based model. This research aims at identifying the competencies needed by village government personnel’s offices and preparing their competence standards. Dengan menggunakan kasus Cilacap di Jawa Tengah, kami mengkaji resolusi konflik yang diprakarsai oleh industri sebagai respons terhadap ketidakefektifan pemerintah daerah untuk mengatur penggunaan sungai baik sebagai zona konservasi maupun lalu lintas kapal. Dengan menerapkan kerangka teoritis berdasarkan konsep tindakan kolektif, kami menganalisis peran industri dalam mengatasi kegagalan kebijakan ditunjukkan oleh sungai-terkait konflik di antara pemerintah daerah, industri dan nelayan tradisional. Analisis kami menunjukkan bahwa tindakan kolektif dan tawar-menawar antara industri dan nelayan tradisional telah mendorong mereka untuk mengembangkan solusi atas persoalan mereka. Selain itu, kami menemukan bahwa resolusi konflik meniadakan biaya transaksi yang dikeluarkan oleh industri dalam bentuk biaya mengamankan lalu lintas kapal.

Program ini memberikan akses lahan pada masa tertentu kepada masyarakat untuk kegiatan pertanian lahan kering di antara sela-sela tanaman kehutanan setelah kegiatan penebangan. Studi ini menemukan bahwa program tumpangsari memberikan pengaruh positif dalam menekan angka pencurian pohon sebagai ukuran deforestasi, sedangkan ketimpangan kepemilikan lahan, jumlah buruh tani, dan kemiskinan meningkatkan tekanan terhadap hutan. Temuan ini menunjukkan bahwa di lokasi tumpangsari yang masih berjalan, tidak ada insentif untuk menebang pohon yang masih muda. Hasil kegiatan pengabdian pada tahun 2017 terhadap Pemerintah Desa Pandak menemukan bahwa sebagian besar perangkat desa tidak menunjukkan kinerja yang diharapkan. Dampak pelatihan pun tidak menghasilkan kinerja yang optimal. Kondisi demikian disebabkan karena ketiadaan pedoman pengukuran kinerja perangkat desa. Berdasarkan fakta tersebut, kegiatan pengabdian ini dimaksudkan memberikan penguatan kemampuan penyusunan pedoman penyusunan kinerja bagi perangkat desa. Desa Kutasari merupakan salah satu desa di wilayah Kecamatan Baturraden Kabupaten Banyumas yang m... more Desa Kutasari merupakan salah satu desa di wilayah Kecamatan Baturraden Kabupaten Banyumas yang memiliki potensi unggulan berupa pertanian, perikanan dan pariwisata. Letaknya yang tidak jauh dari ibukota Kecamatan Baturraden ±3 km serta Kabupaten Banyumas ±5 km dengan waktu tempuh kurang lebih 10 menit. Pesatnya perkembangan masyarakat dan lingkungan Desa Kutasari, ternyata tidak serta merta membuat kualitas kinerja perangkat desanya optimal. Fakta yang terjadi hampir disebagian besar desa-desa di Kecamatan Baturraden bahwa sebagian besar perangkat desa saat ini masih berpendidikan SMA/SMK dan hanya sebagian kecil yang berasal dari perguruan tinggi, dan ditemukan banyak perangkat desa yang belum menguasai komputer, teknologi informasi, dan kearsipan.
