The purpose of this paper is to check the effectiveness of "project financing" techniques in fund... more The purpose of this paper is to check the effectiveness of "project financing" techniques in funding urban transport infrastructures and long run transport policies. It is well known that in recent years urban transport policies have been mainly concerning short run tools and traffic regulation. This trend has been caused by the growing lack of available funds for city administrations and transit companies. As a result, the difficulties in financing long run and infrastructural policies cause policy makers to turn to short run regulations, even when the expected results of such policies are clearly less effective both for the users and for the companies. The financial technique considered in this paper prove to be useful namely for public transport infrastructures and point out the following benefits: ability to draw capital market on urban transport financing, reduction of construction times and costs, private management of transit facilities, optimization of resources' allocation, as capital goes towards more profitable projects. Thus, only tasks of planning, control, and residual financing to the global expenditure, are left to the "public hand". Finally, a case study is proposed, concerning a people mover system in a medium-size metropolitan area. In most socioeconomic systems, decisions concerning urban transport planning, namely in the short... more In most socioeconomic systems, decisions concerning urban transport planning, namely in the short run, may induce unoptimal choices, due to two major problems: • who has to take the decisions concerning priority and relative importance of the different goals; • the process through which decisions are taken. Both problems have clearly a political nature, but could be satisfactorily faced by using multicriterial analysis techniques. A model derived from these techniques is proposed in this paper, in the aim of: • allowing comparison and ranking among non-homogeneous options; • monitoring a given set of indexes, referring to relevant features of urban transit and environment, for a given group of cities, thus allowing comparisons over space (among cities) and over time; • widening the process of selection of priorities, by involving in goalwheighing either a greater number of subjects or a sample of resident households and/or firms; The model is based on two sets of grids, stating (i) the links among instruments and goals, and (ii) the evaluations concerning priorities among them. The eventual aim of the model is to optimize the choice of policy instruments with respect to the links between goals and policies. While it is impossible to make "impartial" the choice among different goals, yet it should be possible to make impartial-and thus more understandable and acceptableat least the decision-making process in urban transport policies. Cooperation has always marked out the liner sector, even in a variety of forms. Nowadays it arous... more Cooperation has always marked out the liner sector, even in a variety of forms. Nowadays it arouses a wide interest as a consequence of (1) the increase in ships' size, (2) the decrease of liner freight rates, and (3) the lesser role of Conference agreements. The privatization of port terminals also enhanced co-operation in this industry. The paper analyzes the different economic background of both market frameworks, liners and ports. In the latter, actually, co-operation strictly depends on equity holding. The main and evident effect of co-operation is concentration (in terms of slot supply, on the liner side, and boxes handled, on terminal side). The work focuses on the increase in market concentration, not necessarily affecting competition among players, and of vertical integration leading to multimodal transport operators (MTO).

The DRT service simulator that we have developed analyses most of the random events, such as traffic congestion and the arrival time of passengers at their pickup points, which ultimately affect the quality of the service. We assume that vehicles are moving within the traffic flow on the network, and a microscopic traffic simulator was therefore used to observe the dynamics of congestion.

This paper describes a methodology for facing the problem of goods distribution in historical cit... more This paper describes a methodology for facing the problem of goods distribution in historical city centres, while taking into account the particular infrastructural restrictions and especially the narrow streets to which such areas are subject. Research has focused on the transportation supply and demand in Genoa's historical area, starting from a statistical investigation that has allowed to quantify the flow of goods traffic and to know the origin and destination of goods, the organization of supply and the requirements of the traders operating in this area The paper proposes a new transport system that would organize and rationalize the distribution of goods (gathered in a storage area) to and from the historical area To this end, the system could employ electric vehicles whose dimensions, in terms of both carrying capacity and power, are suitable for the traffic level in the area considered.

The authors note that transportation as a sector has always provided interesting cases for the study of market failures, particularly those connected to external costs. The article discusses the higher costs borne by companies to limit polluting emissions, hiding real emissions values, the motivation behind the cheating, sustainability and its real economic costs, the role of consumer’s trust in a specific company and in a sector as a whole, how much consumers will pay for true sustainability, educational approaches to remedy the lack of understanding of environmental problems, and the role of government and regulatory bodies in addresses these issues. Demographic ageing as a consequence of higher life expectancy and lower fertility rates is a world-wide phenomenon. While ageing is indeed a triumph of scientific progress and increasing longevity is perceived as one of humanity’s greatest achievements, the transition in society needs to be managed. In the urban context, any increase in age, health, and economic conditions determines one’s ability to enjoy the urban milieu and the so-called economies of urbanisation (advantages gained from an urban location, e.g., proximity to a market, labour supply, good communications, and financial and commercial services) longer.
