This study aims to evaluate whether the curriculum of basic training has delivered the intended r... more This study aims to evaluate whether the curriculum of basic training has delivered the intended results. Evaluation is conducted to 118 civil servant trainees from 24 regencies and municipalities, all are alumni of the basic training and have returned to their workplace. They are asked whether the subjects of the basic training curriculum they acquired from the training are useful and supportive to their duty in the workplace. In this study, data collection is conducted using an online questionnaire. Descriptive analysis of the result shows that 97 . 4% of the alumni stated that basic training is useful to very useful for them in order to do their duty. However, digging deeper into the structure of the curriculum, there are several aspects of the curriculum that needs to be improved in order to enhance its effectiveness. In developing countries, many community empowerment efforts, which consist mainly of building the... more In developing countries, many community empowerment efforts, which consist mainly of building the community's capability to fulfill its needs, failed to achieve the desired result. Counter-intuitively, sometimes the dependence to external agents grew even stronger. The paper is a preliminary attempt in elaborating a successful case of empowerment process using system dynamics modeling, which is a poor village in Indonesia that received an infrastructure aid from a UN-agent in the form of Microhydro Plant. The model shows that empowerment is a feedback process influenced by many factors, and that capacity building to manage the plant is a learning process to be gone through by the community itself. Nonetheless, once this capability is achieved, the resulted capacity and awareness play significant role to improve the community's life quality. This model is expected to evoke other efforts to build a more comprehensive understanding of community empowerment process, and hopefully will encourage the local government to try new approaches for higher rate of successful implementation.

This study is an exploratory research to evaluate how the policy works in Indonesia, especially in the field. The study shows that while the policy triggers investment interests, many obstacles are encountered due to imperfections in the feed-in-tariff policy package, and other non-cost factors. Several unanticipated side effects were also identified as consequences of the upturn in investment interest, indicating that transition to cleaner energy is much more challenging for developing countries such as Indonesia.

Extensive alteration of inner and outer volcanic flank with high tempearature fumaroles (80–150 o C), indicates that H2S gases affect on fresh rocks. The gas geothermometry shows 250 o C or higher subsurface temperature, suggesting the low temperatur gas may take place below the older Tegal Alun-Alun volcanics. Magneto-telluric (MT) survey results for the north and north-east slopes of Papandayan indicates resistivity variations of conductive and resistive layers. Low frequency ( 1000 Ohm-m) presumably indicates deep hard rocks, as a part of heat source media.

ABSTRAK Seiring dengan laju pertumbuhan penduduk dan industri di Jawa Barat, permintaan akan pemenuhan kebutuhan air bersih meningkat dengan pesat. Kebutuhan air bersih ini tidak dibarengi dengan daya dukung lingkungan yang memadai, terutama dari kualitas dan kuantitas air permukaan yang semakin menurun. Akibatnya pemanfaatan air tanah di masa lalu menjadi tidak terkendali, menyebabkan menurunnya muka air tanah, terbentuknya cekungan-cekungan kritis beserta akibat-akibat ikutan lainnya seperti amblesan tanah, intrusi air polutan, dan lain-lainnya. Kekeliruan di masa lalu inilah yang perlu segera dibenahi dengan mendudukkan posisi air tanah pada tempatnya, sebagaimana diamanatkan oleh Undang-undang Nomor 7 Tahun 2004 Tentang Sumber Daya Air, bahwa air tanah merupakan sumberdaya alam yang terbatas, kerusakannya sulit dipulihkan, dan bahwasanya pendayagunaan sumber daya air harus mengutamakan air permukaan. To accelerate the deployment of renewable energy technologies and to secure the electricity suppl... more To accelerate the deployment of renewable energy technologies and to secure the electricity supply, the Government of Indonesia has issued several feed-in-tariff regulations for various renewable energy sources, which were previously predominated by pilot projects using government funding. The feed-in tariff is a policy instrument that has been successfully applied in many other countries to support renewable electricity, and it is known for its simplicity in implementation. This study undertakes exploratory research to evaluate how the policy works in Indonesia, not only as stated in official reports, but also in the field. The study’s results show that while the policy triggers investment interest in renewable power plants, there are many obstacles encountered at the deployment stage due to imperfections in the feed-in-tariff policy package and some non-cost factors. In addition, several unanticipated side effects were identified at the local level as a consequence of the upturn in investment interest. The study indicates that the transition to cleaner energy is much more challenging for developing countries such as Indonesia.
Community resistance is a commonly found phenomenon and acknowledged to be one obstacle of plann... more Community resistance is a commonly found phenomenon and acknowledged to be one obstacle of planning, especially in infrastructure development projects. In consensus-based planning, where all parties involved have to reach some sort of consensus or agreement, understanding resistance is of crucial importance because execution of the plan depends on the agreement of directly impacted communities. One example of such case is community resistance to geothermal development in West Java Province, which is one of the first locations to be developed since Geothermal Law No 27/2003.
Conceptual understanding of resistance is inseparable with the conception of power (Foucault, 1978: 93). Thus, the approach to understand characteristics, mechanism, and consequences of community resistance broadly use concepts of power relations and dynamics. Deeper elaboration of the case study using qualitative inquiry methods such as semi-structured interviews to key informants, resulted in some important points that are worth noted for future improvements. There is significant awareness of the community to be involved very early in the planning stage, something which has not sufficiently accommodated in the planning design. There are several false assumptions that are held by both the government and developer, which are proven to affect the outcome negatively. Thus, new design for community approach based on these empirical findings is called for, to be embedded in policy and regulation that includes role sharing between parties, consensus building process, and more appreciation of local values. The case shows that the dynamics of resistance is strongly related with macro socio-political condition of the country.

In West Java Province, the abundance of geothermal energy resource is yet to be developed due to ... more In West Java Province, the abundance of geothermal energy resource is yet to be developed due to several factors, among others are: policy inconsistencies, lack of human resource, land use conflicts, and others. However, with growing demand of electricity and current trends to encourage the use of renewable energy resources, the Government of West Java Province has determined to develop its geothermal potency to the full extent. With the issue of Law No 26/2007 about Spatial Planning, there is an obligation for activities regarding utilization of natural resources to refer to Spatial Plan. Therefore, in West Java Province's Spatial Planning 2009-2029, some prospective geothermal locations which are under provincial authority due its cross-region areas, are included in 'Strategic Provincial Areas', with geothermal as its main functions. By definition, a strategic area is one region to be prioritized for its spatial planning. It means that in such areas, the main function can be prioritized if there is land use conflict that threatens its main function. Therefore, the consideration for inclusion of geothermal in strategic provincial areas is so that land use conflict can be managed sufficiently and problems can be solved. The intervention of spatial planning strategy to enhance the development of geothermal in West Java is one illustration of 'good' power intervention to open possibilities for further actions. However, the outcome is yet to be determined by its implementation and field action.
Rural electrification now is considered an important development objective, whereby a large part ... more Rural electrification now is considered an important development objective, whereby a large part of the population can improve their standards of living and play a more productive role in the economy. By the end of 2007, the electrification rate of West Java Province is only around 63%. Over 15 million people in the province have no access to electricity and most of them live in rural areas. This situation has significantly hampered the economic and social development in the province and undermined the government's efforts to alleviate poverty and improve the quality of life for people in the region. The provincial government set up a target of electrifying 75 percent of the households by 2010 and establish a trajectory to reach 100 percent by 2025. However, at the present rate of expansion and current levels of funding, it may take about 20 years to reach the target set for 2025. Considering that rural electrification program has significant social and economic benefits, other ways to finance the program from external financing support along with its instututional scheme should be explored in order to achieve electrification targets.

Kebutuhan air bersih ini tidak dibarengi dengan daya dukung lingkungan yang memadai, terutama dari kualitas dan kuantitas air permukaan yang semakin menurun. Akibatnya pemanfaatan air tanah di masa lalu menjadi tidak terkendali, menyebabkan menurunnya muka air tanah, terbentuknya cekungan-cekungan kritis beserta akibat-akibat ikutan lainnya seperti amblesan tanah, intrusi air polutan, dan lain-lainnya. Kekeliruan di masa lalu inilah yang perlu segera dibenahi dengan mendudukkan posisi air tanah pada tempatnya, sebagaimana diamanatkan oleh Undang-undang Nomor 7 Tahun 2004 Tentang Sumber Daya Air, bahwa air tanah merupakan sumberdaya alam yang terbatas, kerusakannya sulit dipulihkan, dan bahwasanya pendayagunaan sumber daya air harus mengutamakan air permukaan. Keberadaan Air tanah Air merupakan unsur pokok dalam menunjang hajat hidup baik untuk kepentingan rumah tangga sehari-hari maupun untuk kegiatan ekonomi yang dapat dipenuhi dari sumber air permukaan atau dari air tanah. Air tanah masih menjadi andalan utama untuk memenuhi kebutuhan hajat hidup dibandingkan dengan sumber air permukaan, karena memiliki beberapa kelebihan dibandingkan dengan sumber air permukaan, antara lain : sebarannya luas, kualitas air tanah relatif lebih baik, infrastruktur yang dibutuhkan lebih sederhana, dan pengaturan pemanfaatannya lebih mudah. Ketersediaan air tanah di alam terdapat pada lapisan batuan pembawa air yang disebut akuifer yang membentuk suatu cekungan air tanah. Cekungan air tanah didefinisikan sebagai suatu wilayah yang dibatasi oleh batas-batas hidrogeologi dimana berlangsung semua kejadian seperti proses pengimbuhan, pengaliran dan pelepasan air tanah. Sejak dekade 70-an ketika Indonesia mulai menerapkan kebijakan open investment, terjadi peningkat... more Sejak dekade 70-an ketika Indonesia mulai menerapkan kebijakan open investment, terjadi peningkatan penggunaan air tanah secara signifikan sebagai bahan baku utama industri selain juga sebagai penunjang dari industri tersebut. Akibat peningkatan pengambilan air tanah tersebut, sejak tahun 1995 dilaporkan telah terjadi penurunan muka air tanah secara regional di Cekungan Air Tanah (CAT) Bandung, ditandai dengan terbentuknya kerucut penurunan muka air tanah yang cukup luas di beberapa wilayah. Kondisi tersebut menimbulkan dampak negatif lanjutan yang sangat merugikan, misalnya kedudukan muka air tanah semakin dalam, terjadinya kekeringan pada air tanah dangkal, terjadinya penurunan kualitas air tanah karena adanya pencemaran, dan terjadinya amblesan tanah (land subsidence). Dalam rangka mengatasi kondisi tersebut di atas serta mencegah dampak negatif yang lebih parah, dilakukan upaya-upaya dan penerapan kebijakan, antara lain : pengurangan dan pembatasan pengambilan air tanah, penertiban titik-titik pengambilan air tanah, penghematan dan daur ulang air, pemeliharaan dan perluasan daerah resapan, meningkatkan peran air permukaan sebagai pemasok air baku, dll. Selain itu, sebagai upaya untuk memulihkan kondisi air tanah Pemerintah Provinsi Jawa Barat membuat 3 (tiga) buah percontohan sumur resapan dalam yang diharapkan dapat memulihkan kondisi air tanah pada akuifer dalam. Hasil evaluasi menunjukkan bahwa dalam periode 17 bulan sejak pembangunan sumur resapan dalam, terjadi kenaikan muka air yang cukup signifikan di 2 sumur resapan dalam sementara pada 1 resapan dalam lain muka air tanah tetap turun, yang berkorelasi dengan hasil pemantauan pada sumur-sumur pantau di sekitarnya. Selain untuk memulihkan kondisi air tanah, pembuatan sumur resapan dalam ini dapat mengurangi beban banjir yang selalu terjadi di Cekungan Bandung, karena kelebihan air hujan dialirkan langsung ke dalam sumur resapan dalam sehingga otomatis mengurangi runoff yang harus ditampung oleh drainase kota. Dibutuhkan kebijakan yang ketat dan terfokus serta implementasi di lapangan yang didukung oleh semua pihak terkait agar tujuan konservasi dapat terwujud serta sumberdaya air tanah dapat dimanfaatkan secara berkelanjutan. In West Java Province, the abundance of geothermal energy resource is yet to be developed due to ... more In West Java Province, the abundance of geothermal energy resource is yet to be developed due to several factors, among others are: policy inconsistencies, lack of human resource, land use conflicts, and others. However, with growing demand of electricity and current trends to encourage the use of renewable energy resources, the Government of West Java Province has determined to develop its geothermal potency to the full extent. With the issue of Law No 26/2007 about Spatial Planning, there is an obligation for activities regarding utilization of natural resources to refer to Spatial Plan. Therefore, in West Java Province's Spatial Planning 2009-2029, some prospective geothermal locations which are under provincial authority due its cross-region areas, are included in 'Strategic Provincial Areas', with geothermal as its main functions. By definition, a strategic area is one region to be prioritized for its spatial planning. It means that in such areas, the main function can be prioritized if there is land use conflict that threatens its main function. Therefore, the consideration for inclusion of geothermal in strategic provincial areas is so that land use conflict can be managed sufficiently and problems can be solved. The intervention of spatial planning strategy to enhance the development of geothermal in West Java is one illustration of 'good' power intervention to open possibilities for further actions. However, the outcome is yet to be determined by its implementation and field action.
Rural electrification now is considered an important development objective, whereby a large part ... more Rural electrification now is considered an important development objective, whereby a large part of the population can improve their standards of living and play a more productive role in the economy. By the end of 2007, the electrification rate of West Java Province is only around 63%. Over 15 million people in the province have no access to electricity and most of them live in rural areas. This situation has significantly hampered the economic and social development in the province and undermined the government's efforts to alleviate poverty and improve the quality of life for people in the region. The provincial government set up a target of electrifying 75 percent of the households by 2010 and establish a trajectory to reach 100 percent by 2025. However, at the present rate of expansion and current levels of funding, it may take about 20 years to reach the target set for 2025. Considering that rural electrification program has significant social and economic benefits, other ways to finance the program from external financing support along with its instututional scheme should be explored in order to achieve electrification targets.

ABSTRAK Seiring dengan laju pertumbuhan penduduk dan industri di Jawa Barat, permintaan akan peme... more ABSTRAK Seiring dengan laju pertumbuhan penduduk dan industri di Jawa Barat, permintaan akan pemenuhan kebutuhan air bersih meningkat dengan pesat. Kebutuhan air bersih ini tidak dibarengi dengan daya dukung lingkungan yang memadai, terutama dari kualitas dan kuantitas air permukaan yang semakin menurun. Akibatnya pemanfaatan air tanah di masa lalu menjadi tidak terkendali, menyebabkan menurunnya muka air tanah, terbentuknya cekungan-cekungan kritis beserta akibat-akibat ikutan lainnya seperti amblesan tanah, intrusi air polutan, dan lain-lainnya. Kekeliruan di masa lalu inilah yang perlu segera dibenahi dengan mendudukkan posisi air tanah pada tempatnya, sebagaimana diamanatkan oleh Undang-undang Nomor 7 Tahun 2004 Tentang Sumber Daya Air, bahwa air tanah merupakan sumberdaya alam yang terbatas, kerusakannya sulit dipulihkan, dan bahwasanya pendayagunaan sumber daya air harus mengutamakan air permukaan. Hal tersebut mendasari disusunnya kebijakan pengelolaan dan pemanfaatan air tanah di Jawa Barat, yang mana dalam pelaksanaannya membutuhkan peran serta dan komitmen yang kuat dari semua pihak terkait. Keberadaan Air tanah Air merupakan unsur pokok dalam menunjang hajat hidup baik untuk kepentingan rumah tangga sehari-hari maupun untuk kegiatan ekonomi yang dapat dipenuhi dari sumber air permukaan atau dari air tanah. Air tanah masih menjadi andalan utama untuk memenuhi kebutuhan hajat hidup dibandingkan dengan sumber air permukaan, karena memiliki beberapa kelebihan dibandingkan dengan sumber air permukaan, antara lain : sebarannya luas, kualitas air tanah relatif lebih baik, infrastruktur yang dibutuhkan lebih sederhana, dan pengaturan pemanfaatannya lebih mudah. Ketersediaan air tanah di alam terdapat pada lapisan batuan pembawa air yang disebut akuifer yang membentuk suatu cekungan air tanah. Cekungan air tanah didefinisikan sebagai suatu wilayah yang dibatasi oleh batas-batas hidrogeologi dimana berlangsung semua kejadian seperti proses pengimbuhan, pengaliran dan pelepasan air tanah. Sejak dekade 70-an ketika Indonesia mulai menerapkan kebijakan open investment, terjadi peningkat... more Sejak dekade 70-an ketika Indonesia mulai menerapkan kebijakan open investment, terjadi peningkatan penggunaan air tanah secara signifikan sebagai bahan baku utama industri selain juga sebagai penunjang dari industri tersebut. Akibat peningkatan pengambilan air tanah tersebut, sejak tahun 1995 dilaporkan telah terjadi penurunan muka air tanah secara regional di Cekungan Air Tanah (CAT) Bandung, ditandai dengan terbentuknya kerucut penurunan muka air tanah yang cukup luas di beberapa wilayah. Kondisi tersebut menimbulkan dampak negatif lanjutan yang sangat merugikan, misalnya kedudukan muka air tanah semakin dalam, terjadinya kekeringan pada air tanah dangkal, terjadinya penurunan kualitas air tanah karena adanya pencemaran, dan terjadinya amblesan tanah (land subsidence). Dalam rangka mengatasi kondisi tersebut di atas serta mencegah dampak negatif yang lebih parah, dilakukan upaya-upaya dan penerapan kebijakan, antara lain : pengurangan dan pembatasan pengambilan air tanah, penertiban titik-titik pengambilan air tanah, penghematan dan daur ulang air, pemeliharaan dan perluasan daerah resapan, meningkatkan peran air permukaan sebagai pemasok air baku, dll. Selain itu, sebagai upaya untuk memulihkan kondisi air tanah Pemerintah Provinsi Jawa Barat membuat 3 (tiga) buah percontohan sumur resapan dalam yang diharapkan dapat memulihkan kondisi air tanah pada akuifer dalam. Hasil evaluasi menunjukkan bahwa dalam periode 17 bulan sejak pembangunan sumur resapan dalam, terjadi kenaikan muka air yang cukup signifikan di 2 sumur resapan dalam sementara pada 1 resapan dalam lain muka air tanah tetap turun, yang berkorelasi dengan hasil pemantauan pada sumur-sumur pantau di sekitarnya. Selain untuk memulihkan kondisi air tanah, pembuatan sumur resapan dalam ini dapat mengurangi beban banjir yang selalu terjadi di Cekungan Bandung, karena kelebihan air hujan dialirkan langsung ke dalam sumur resapan dalam sehingga otomatis mengurangi runoff yang harus ditampung oleh drainase kota. Dibutuhkan kebijakan yang ketat dan terfokus serta implementasi di lapangan yang didukung oleh semua pihak terkait agar tujuan konservasi dapat terwujud serta sumberdaya air tanah dapat dimanfaatkan secara berkelanjutan.
