In recent decades, the landscape has given a new impulse to the renewal of spatial planning. This... more In recent decades, the landscape has given a new impulse to the renewal of spatial planning. This process has nevertheless raised several methodological issues about how to deal with sensitive non-functional aspects in spatial planning tools and procedures, as well as new challenges for policy design. Placemaking, landscape urbanism, and landscape planning do not differ just in scale but in their very idea of public/collective interest and the action that is required to reach them. Reflecting on some evidence from the recent Italian experience of landscape plans and policies, based on direct involvement in practice and academic debate, the author will highlight several main issues at stake today in this field. The conclusions will argue some potentially promising innovation perspectives, on both processes and contents regarding landscape-based spatial planning and policies, as well as some critical conditions of an institutional context.

Landscape represents, for Massimo Quaini’s research activities and publications, a recurrent and ... more Landscape represents, for Massimo Quaini’s research activities and publications, a recurrent and growing focus: from early 70’s studies about rural landscapes of Liguria, to Hérodote/Italia, to later writings directly inquiring this concept and relating its fortune to ‘modernity crisis’, calling for grassroots action in order to reactivate local practices and knowledge, essential for developing landscape potentialities as a political project. This essay reflects upon publications and research experiences which contribute to define the specific legacy of Quaini as a landscape scholar, outlining a unique figure in the Italian context.
So far, we do not have a systematic evidence about the effectiveness of single policies, nor of t... more So far, we do not have a systematic evidence about the effectiveness of single policies, nor of their different combinations applied in diverse contexts for safeguarding and bringing into new life terraced landscapes. We just know that policies that are more diffuse include regulations about how terraced landscapes should be preserved and restored, and some financial compensative measures in the frame of agricultural policies. From an academic point of view, if we consider, according to Lowi (1972), the four types of policies usually employed (distributive, redistributive, regulatory and constituent), it becomes quite clear that successful policies need a sensible combination of these different “resources”. Just as an example: a restriction (like a rule about how to restore terraces) is more easily accepted if combined with some kind of benefit (financial, but also of other nature) and will have an easier implementation if the diverse institutions share it. Vittorio Veneto Piani e progetti per la città, 2018
L’immagine usuale del Veneto negli anni recenti è quella di una regione agricola che improvvisame... more L’immagine usuale del Veneto negli anni recenti è quella di una regione agricola che improvvisamente, e in modo scomposto, ha scoperto lo sviluppo.
Vittorio Veneto rappresenta, da questo punto di vista, un altro Veneto, fuori dai “luoghi comuni” che caratterizzano la narrazione recente.
Dai primi progetti per il nuovo centro (Unione) destinato a unire Ceneda e Serravalle, ai piani urbanistici redatti da importanti professionisti e intellettuali che dagli anni ‘30 alla fine del secolo scorso ne hanno prefigurato e indirizzato gli assetti a venire, le vicende urbanistiche di Vittorio restituiscono un’immagine diversa e più complessa delle dinamiche, degli attori e delle trasformazioni territoriali intervenute.
I contenuti e le vicende dei numerosi piani e progetti che nel corso del XX secolo hanno modificato i tessuti urbani esistenti di questa città offrono, oltre a una rappresentazione inedita delle vicende urbanistiche di Vittorio Veneto, spunti di riflessione utili anche per i futuri interventi sulle urbanizzazioni recenti che caratterizzano ampie parti del territorio veneto. Gran parte dei materiali pubblicati, conservati nei diversi archivi comunali, sono inediti.
