The case of the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) presents us a huge bulk of information to fight the spread of the virus, like staying at home, disinfection, hand washing, and maintaining physical distance (World Health Organization, 2020). Interestingly, this information is not new. At the turn of the 20th century, the Philippines was hit by two of the worst pandemics in history: the Asiatic cholera and the Spanish flu. Cases spread like wildfire and not a town in the archipelago was spared from disease and death. Health outbreaks spread easily in those days and were caused by poor health decisions, such as poor hygiene and misinformation. The American colonial government introduced health measures to prevent future health outbreaks and fight infodemic that deterred health reforms, especially in the grassroots. These lessons from the past remind us of the vital role of healthy literacy in saving lives.

Thus, if any group, society, or institution is to function, there must be a delicate interplay between rights (such as what people should expect) and responsibilities (what people are expected to contribute) for the common good. The adage “no man is an island” best applies to the relational and integrative nature of society. Although businesses are not human beings, they plan develop goals, allocate resources, and act and behave purposefully. Thus, society grants them both benefits and responsibilities.

Libraries and museums now go beyond their antiquated image as repositories of printed materials and artifacts. Their role as a third place plays a crucial role in the appreciation, dissemination and preservation of indigenous cultures. As cultural heritage preservation is gaining ground in the Philippines, libraries and museums can have their share in steering the awareness of locals that local traditions are worth preserving for future generation. This paper, therefore, aims to discuss the role of libraries and museums in the preservation and dissemination of Panay-Bukidnon and Ati cultures featuring successful programs and practices of selected libraries and museums in Panay that showcase the IP heritage.

The highlights are the Hiligaynon translations of Jose Rizal’s Noli me Tangere and El Filibusterismo by UlpianoVergara and RosendoMejica. These translations were initially serialized in the local newspaper, Makinaugalingon, before they were published as books. This paper discusses the history of the Hiligaynon versions of Rizal’s novels. It exploreshow the early 20th century political, social, cultural and literary upheavals influenced Mejica towards promoting the Hiligaynon language and literature and ultimately publishing the said literary pieces. This paper also discusses the Library and Museum as a significant historical institution with interesting literary pieces in its collection. Present-day challenges and efforts to preserve the collections are also discussed.
