Conflict dynamics in Ukraine are deeply rooted, highly nuanced, and complex. The conflict in east... more Conflict dynamics in Ukraine are deeply rooted, highly nuanced, and complex. The conflict in eastern Ukraine that began in 2014, and its escalation into a war encompassing all of Ukraine’s territory following Russia’s February 2022 invasion, are the result of the intersection of numerous forces both geopolitical and ideological—many of which are not explicitly religious. Nevertheless, religion and religious actors have an important effect on Ukrainian society at large, the evolution of conflict dynamics, and prospects for future peacebuilding.
Despite its clear relevance, international policymakers, humanitarian actors, and peacebuilders have rarely engaged with religion as a key factor in understand- ing the conflict in Ukraine, its possible evolution, or opportunities for peace. The conflict in Ukraine is multilayered, and religion permeates every level. Better recognition of the nuanced role religious actors play in shaping societal and political narratives will provide much-needed insight into the causes and perpetuation of conflict and help to identify possible entry points for integrating religious actors into peacebuilding efforts.
At the same time, international nongovernmental organizations and policymakers will need to strike a delicate balance when engaging with religious actors, as tensions within different religious communities—sometimes based on personal disagreements, sometimes on local political or even geopolitical considerations—threaten to undermine bridge-building initiatives. Moreover, focusing too closely on the biggest religious actors in Ukraine obscures the important work done by grassroots-level actors or by individual religious leaders in the name of peace. Future work with the religious sphere in Ukraine must find ways to incorporate smaller, sometimes low-profile initiatives connecting warring religious factions. Overall, the United States and other international partners must recognize that religious organizations and institutions will, in all likelihood, continue to play a prominent role in Ukraine’s political, ideological, and humanitarian spheres.

Moreover, these crisis phenomena had complex dynamics from the beginning of the war, with time, more and more interested parties were included in these processes.

After the company became known through its presence in Syria and east of Ukraine, it turned out that an essential part of its leadership ideology is rooted in Slavic neo-paganism, or Rodnovery, closely associated with the nationalist sentiment among the Russian military, especially the special and security forces.

The report concludes with recommendations for how governments and civil society organizations in the international community can engage with Ukrainian religious and non-religious actors to foster a constructive response to the war.

The article deals with the programs of deradicalization of jihadists (mainly young people) that h... more The article deals with the programs of deradicalization of jihadists (mainly young people) that have been used in France since 2014. The specificity of the French situation is the predominance of minors (20%) and converts to Islam (38%) among radicalized youth, as well as a high percentage of women (30% in general, and 53% among minors). It is shown that deradicalization programs are closely related to national antiradicalization plans, of which three have been adopted so far. In this regard, the article consists of four parts, each of which reveals the specifics of separate plans and programs for deradicalization. The first part is devoted to the first plan for the fight against terrorism (PLAT) and the program for the deradicalization by Dounia Bouzar. This program was based on the theory of “sectarian influence” on young people and the concept of “myths of adherence” to jihadism. The second part of the article deals with the second nation- wide plan to counter radicalization and terrorism (PART) and the first state structure designed for radicalized youth – the Center for Prevention, Integration and Citizenship (CPIC), also known as the “Pontourney Center”. The third part of the article discusses the RIVE deradicalization project, which was carried out simultaneously with the “Pontourney Center” but was based on the other methodological principles and aimed at a different target group. The fourth part of the article focuses on the third national antiradicalization plan (PNRP/PPP) of 2018 and its associated individual support and social reaffiliation program (PAIRS) aimed at deradicalization. It is concluded that various deradicalization programs did not bring the expected result and were found to be ineffective. Moreover, a number of experts on jihadism have expressed doubts about the ability of supporters of a radical ideology to abandon it. At the same time, one of the main problems of deradicalization programs is the actions of politicians who demand quick results, achievable within one electoral cycle.

With the Russian invasion of Ukraine, we hear more often about mercenaries from the Middle East, ... more With the Russian invasion of Ukraine, we hear more often about mercenaries from the Middle East, primarily Syria and Libya, taking part in the hostilities from the Russian side. The Ukrainian authorities have confirmed that approximately 500 mercenaries from Libya and Syria participated in the hostilities in the Luhansk and Donetsk regions.
Aside from the purely military side of the Russian army using Arab mercenaries, there is also a religious dimension, i.e., to what extent Muslim mercenaries can be integrated into the Russian army, given the dominance of Orthodoxy both among Russians and in the Russian army. It would suffice to recall the recent opening of the Main Cathedral of the Russian Armed Forces in 2018, as well as the position of Patriarch Kirill and the Russian Orthodox Church in the Russian-Ukrainian conflict. And what is the general position of Muslims in the armed forces of Russia and is there a place for Islam?

The article examines the political practices of Ukrainian Muslims. It covers three main streams o... more The article examines the political practices of Ukrainian Muslims. It covers three main streams of political behavior: a) predominantly apolitical Islam of Muslim organizations connected with the transnational Sufi movement Al-Ahbash, b) political activism of Muslim organizations connected with the global Muslim Brotherhood network, c) radical (jihadist) practices of a small part of Muslims represented by immigrants from the North Caucasus and Crimea. The article employs Kasper Mathiesen's concept of "traditional Islam" which is based on Talal Asad's anthropological approach to Islam as a discursive tradition. This paper also uses the approach of Barbara Rieffer who explores the relationship between national and religious aspects through the following categories: secular or antireligious nationalism (with no influence of religion), instrumental pious nationalism (which uses religion as an amplification source), and religious nationalism (primarily based on religious identity and rhetoric). In this paper, I conclude that the apolitical Islam of most Ukrainian Muslims can be described through the concept of "traditional Islam," characterized by political conformism and the recognition of Sufism as an integral part of Islamic orthodoxy. The political activism of those Ukrainian Muslims who gravitate towards the Muslim Brotherhood can be described within the framework of B. Rieffer's concept as "instrumental pious nationalism." The militarization of society stemming from the long-term military conflict in eastern Ukraine has led to two main development directions of Islamic political activism in Ukraine: the strengthening of nationalist political discourse and radical political practices.

This transformation has influenced the Muslim community of Ukraine as well. In the public space of Ukraine, an intensive transformation of Muslim themes is taking place, and these transformations have impacted all Ukrainian Muslims.

The roundtable addressed the foreseeable consequences of, and possible alternatives to, the polic... more The roundtable addressed the foreseeable consequences of, and possible alternatives to, the policy towards Muslim communities in France enunciated in a number of documents, including the new legislation that envisages “strengthening republican principles.” The focus of the roundtable was on the following issues: 1) Does the new legislation correctly identify “Islamic separatism” as the main cause of the problems with the integration of migrants in France?; 2) What can be consequences of the practical implementation of the new legislation?; 3) Is there an alternative to the proposed policy and what measures could be more effective? The roundtable participants discussed different approaches referring to the results of their own observations and research. French policy was viewed from the pan‑European perspective as well as in terms of its correlation with the Russian experience.

The author analyzes the activity and international contacts of the most influential Ukrainian modernist groups—the Alraid association of civic organizations and the affiliated Ummah Spiritual Administration of Muslims of Ukraine. The conclusion is that representatives in Ukraine of the modernist direction in contemporary Islam are deeply incorporated into international networks in organization and finance, often as conduits for certain political or geopolitical projects. Specifics are discussed concerning those who aspire to legitimize themselves in the eyes of authorities by institutionalizing “traditional” spiritual administrations.

This article analyzes how the halal industry in Ukraine began. One of the characteristic features... more This article analyzes how the halal industry in Ukraine began. One of the characteristic features in the development of Ukraine’s halal industry is a confrontation between the main halal market players. These represent the transnational Sufi network al-Ahbash and the global Muslim Brotherhood, respectively. The first part of this article discusses the history of the halal industry in Ukraine and of the organizations that carry out halal certification. The second part is dedicated to one of the oldest halal certification centers – the Religious Administration of Muslims of Ukraine (dumu – Dukhovne upravlinnia musul’man Ukraïny), associated with al-Ahbash. I reveal that for dumu, the development of halal certification is primarily considered a part of the discourse on orthodoxy (i.e. practices of ‘traditional’ Islam) and how certification is undertaken is considered to bear on the religious status of dumu in the eyes of Muslims. The infrastructure of the Hajj industry was formed in Odessa throughout the 19th-early 20th centuries and had an influence on the formation of the local Muslim community, what article shows. The pilgrimage infrastructure of Odessa, formed in the pre-revolutionary period, was used in the Soviet era to carry out the Hajj of 1927. It had a generally beneficial e ect on the policy of the Soviet government towards pilgrims.

In this chapter, Olena Bogdan, Denys Brylov and Tetiana Kalenychenko examine the case of Ukraine,... more In this chapter, Olena Bogdan, Denys Brylov and Tetiana Kalenychenko examine the case of Ukraine, a postcommunist country with a competing and religiously mixed society. They begin their analysis before and after the dramatic events of the Maidan Protest of 2013–2014, which brought considerable changes to the believers’ ratio of two major competing orthodox churches in Ukraine—those of Kyiv and Moscow Patriarchates. The chapter then moves on to an exploration of faith-based initiatives and welfare services offered today by major Christian organizations that encompass an overwhelming majority of the Ukrainian population. The chapter also focuses on the faith-based activism of the Muslim communities in Ukraine. Drawing on survey data, the chapter concludes by discussing how the general public perceives religion and religious organizations in Ukraine.

This chapter explores how, in the big post-Soviet countries of Ukraine and Russia, national rheto... more This chapter explores how, in the big post-Soviet countries of Ukraine and Russia, national rhetoric and ideology are employed by religious organizations and leaders. It examines how the relationship between nationalism and religion is cemented in practice at the state level, and discusses perceptions of religious nationalism by religious leaders and ordinary believers. Ukraine follows a pluralistic model. Russia, by contrast, adheres to an authoritarian policy, with patronage of ‘traditional’ religions (with a special role for Orthodoxy) and a wary attitude towards ‘non-traditional’ religions. Despite these differences, at the level of state policy the relationship between nationalism and religion is built in a similar way in both countries. In Russia the Orthodox Church acts as a state church; in Ukraine the authorities emphasize the idea of the national Ukrainian Church. The chapter argues that in both cases the state adopts so-called ‘instrumental pious nationalism.’

The third part of the article discusses the RIVE deradicalization project, which was carried out simultaneously with the “Pontourney Center” but was based on the other methodological principles and aimed at a different target group. The fourth part of the article focuses on the third national antiradicalization plan (PNRP/PPP) of 2018 and its associated individual support and social reaffiliation program (PAIRS) aimed at deradicalization. It is concluded that various deradicalization programs did not bring the expected result and were found to be ineffective. Moreover, a number of experts on jihadism have expressed doubts about the ability of supporters of a radical ideology to abandon it. At the same time, one of the main problems of deradicalization programs is the actions of politicians who demand quick results, achievable within one electoral cycle.

With the Russian invasion of Ukraine, we hear more often about mercenaries from the Middle East, ... more With the Russian invasion of Ukraine, we hear more often about mercenaries from the Middle East, primarily Syria and Libya, taking part in the hostilities from the Russian side. The Ukrainian authorities have confirmed that approximately 500 mercenaries from Libya and Syria participated in the hostilities in the Luhansk and Donetsk regions.
Aside from the purely military side of the Russian army using Arab mercenaries, there is also a religious dimension, i.e., to what extent Muslim mercenaries can be integrated into the Russian army, given the dominance of Orthodoxy both among Russians and in the Russian army. It would suffice to recall the recent opening of the Main Cathedral of the Russian Armed Forces in 2018, as well as the position of Patriarch Kirill and the Russian Orthodox Church in the Russian-Ukrainian conflict. And what is the general position of Muslims in the armed forces of Russia and is there a place for Islam?

The article examines the political practices of Ukrainian Muslims. It covers three main streams o... more The article examines the political practices of Ukrainian Muslims. It covers three main streams of political behavior: a) predominantly apolitical Islam of Muslim organizations connected with the transnational Sufi movement Al-Ahbash, b) political activism of Muslim organizations connected with the global Muslim Brotherhood network, c) radical (jihadist) practices of a small part of Muslims represented by immigrants from the North Caucasus and Crimea. The article employs Kasper Mathiesen's concept of "traditional Islam" which is based on Talal Asad's anthropological approach to Islam as a discursive tradition. This paper also uses the approach of Barbara Rieffer who explores the relationship between national and religious aspects through the following categories: secular or antireligious nationalism (with no influence of religion), instrumental pious nationalism (which uses religion as an amplification source), and religious nationalism (primarily based on religious identity and rhetoric). In this paper, I conclude that the apolitical Islam of most Ukrainian Muslims can be described through the concept of "traditional Islam," characterized by political conformism and the recognition of Sufism as an integral part of Islamic orthodoxy. The political activism of those Ukrainian Muslims who gravitate towards the Muslim Brotherhood can be described within the framework of B. Rieffer's concept as "instrumental pious nationalism." The militarization of society stemming from the long-term military conflict in eastern Ukraine has led to two main development directions of Islamic political activism in Ukraine: the strengthening of nationalist political discourse and radical political practices.

The roundtable addressed the foreseeable consequences of, and possible alternatives to, the polic... more The roundtable addressed the foreseeable consequences of, and possible alternatives to, the policy towards Muslim communities in France enunciated in a number of documents, including the new legislation that envisages “strengthening republican principles.” The focus of the roundtable was on the following issues: 1) Does the new legislation correctly identify “Islamic separatism” as the main cause of the problems with the integration of migrants in France?; 2) What can be consequences of the practical implementation of the new legislation?; 3) Is there an alternative to the proposed policy and what measures could be more effective? The roundtable participants discussed different approaches referring to the results of their own observations and research. French policy was viewed from the pan‑European perspective as well as in terms of its correlation with the Russian experience.

The author analyzes the activity and international contacts of the most influential Ukrainian modernist groups—the Alraid association of civic organizations and the affiliated Ummah Spiritual Administration of Muslims of Ukraine. The conclusion is that representatives in Ukraine of the modernist direction in contemporary Islam are deeply incorporated into international networks in organization and finance, often as conduits for certain political or geopolitical projects. Specifics are discussed concerning those who aspire to legitimize themselves in the eyes of authorities by institutionalizing “traditional” spiritual administrations.

One of the characteristic features in the development of Ukraine’s halal industry is a confrontation between the main halal market players. These represent the transnational Sufi network al-Ahbash and the global Muslim Brotherhood, respectively. The first part of this article discusses the history of the halal industry in Ukraine and of the organizations that carry out halal certification. The second part is dedicated to one of the oldest halal certification centers – the Religious Administration of Muslims of Ukraine (dumu – Dukhovne upravlinnia musul’man Ukraïny), associated with al-Ahbash. I reveal that for dumu, the development of halal certification is primarily considered a part of the discourse on orthodoxy (i.e. practices of ‘traditional’ Islam) and how certification is undertaken is considered to bear on the religious status of dumu in the eyes of Muslims. The infrastructure of the Hajj industry was formed in Odessa throughout the 19th-early 20th centuries and had an influence on the formation of the local Muslim community, what article shows. The pilgrimage infrastructure of Odessa, formed in the pre-revolutionary period, was used in the Soviet era to carry out the Hajj of 1927. It had a generally beneficial e ect on the policy of the Soviet government towards pilgrims.

In this chapter, Olena Bogdan, Denys Brylov and Tetiana Kalenychenko examine the case of Ukraine,... more In this chapter, Olena Bogdan, Denys Brylov and Tetiana Kalenychenko examine the case of Ukraine, a postcommunist country with a competing and religiously mixed society. They begin their analysis before and after the dramatic events of the Maidan Protest of 2013–2014, which brought considerable changes to the believers’ ratio of two major competing orthodox churches in Ukraine—those of Kyiv and Moscow Patriarchates. The chapter then moves on to an exploration of faith-based initiatives and welfare services offered today by major Christian organizations that encompass an overwhelming majority of the Ukrainian population. The chapter also focuses on the faith-based activism of the Muslim communities in Ukraine. Drawing on survey data, the chapter concludes by discussing how the general public perceives religion and religious organizations in Ukraine.

This chapter explores how, in the big post-Soviet countries of Ukraine and Russia, national rheto... more This chapter explores how, in the big post-Soviet countries of Ukraine and Russia, national rhetoric and ideology are employed by religious organizations and leaders. It examines how the relationship between nationalism and religion is cemented in practice at the state level, and discusses perceptions of religious nationalism by religious leaders and ordinary believers. Ukraine follows a pluralistic model. Russia, by contrast, adheres to an authoritarian policy, with patronage of ‘traditional’ religions (with a special role for Orthodoxy) and a wary attitude towards ‘non-traditional’ religions. Despite these differences, at the level of state policy the relationship between nationalism and religion is built in a similar way in both countries. In Russia the Orthodox Church acts as a state church; in Ukraine the authorities emphasize the idea of the national Ukrainian Church. The chapter argues that in both cases the state adopts so-called ‘instrumental pious nationalism.’

The work is dedicated to the famous Tatar writer and national figure Ghalimjan Ibrahimov (1887-19... more The work is dedicated to the famous Tatar writer and national figure Ghalimjan Ibrahimov (1887-1938) and contains the translation from the Old Tatar language of his work “From the history of the Tatar student movement. A little memory” (1922). This writing is autobiographical in nature and is dedicated to the stay of Gh. Ibragimov in 1912-1913 in Kyiv. The main part of the work is a description of the activities of the Muslim student community of Kyiv and the clandestine congress of 1913 dedicated to the preparation of the All-Russian Congress of Muslim students. The author describes the process of preparing an organizational Congress, its goals and objectives. The writing reveals the process of politicization of the Kyiv Congress, which took place under the influence of revolutionary-minded participants representing the Muslim Tatars of the Volga and Ural regions. Gh. Ibrahimov examined the composition of the participants in the Kyiv Congress and showed that socially active Muslim students of that time included both revolutionary circles and representatives of the intellectual and political elites of the Muslim community of the Russian Empire who were looking for opportunities to improve the situation of Muslims in the Empire. The writing highlights the reasons that led to the failure of the planned Congress, among which are a) the active preventive work of the gendarmerie in the Muslim regions of the Empire and the presence of security agents among Muslim students involved in the organization of the Congress, 2) the politicization of the clandestine Congress program, which attracted the attention of the Guard department. Gh. Ibrahimov analyzed the probable reasons for the weak reaction of the power structures of the Russian Empire to this Congress, among which are: a) the intervention of the Muslim elite of the Russian Empire, b) the marginal nature of the “Muslim issue” for the Kyiv gendarmerie. This work of Gh. Ibrahimov was first translated into Russian and put into scientific circulation, which makes it an important source of the history of Islam both in Ukraine and in the Russian Empire at the beginning of the 20th century.

In the collective monograph "Islam and Politics: Ideology, Movements and Organizations", are expl... more In the collective monograph "Islam and Politics: Ideology, Movements and Organizations", are explored the causes of the emergence of Islam, the main stages of its development, the main actors and structural components. The analysis of the development of the phenomenon of political Islam in key regions of the world is being carried out.
The results of joint two-year studies provide the basis for equating the notions of "political Islam", "political activism in Islam" and "Islamism." No less important is the elucidation of the nature of the links between political Islam and Salafism. This is, in particular, the mutual penetration and mutual influence of Islamism, which emerged and develops primarily in the public sphere, and Salafism, for which the most natural is the sphere of religion.
The structure of the monograph includes 4 sections, introduction and conclusion. The introduction defines the basic concepts that help to analyze the phenomenon of political Islam. In addition, the theological basis of Islamism is examined.
The first section of the monograph is devoted to the study of the origins of political Islam in historical retrospect.
In the second section, the political component of the main trends in modern Sunnism and Shiism is analyzed. In particular, the political component of Salafism and Takfirism is explored. The essence of the "Vilayat al-Faqih" doctrine in relation to the Iranian revolution of 1979 is considered.
The third section of the monograph is devoted to the main movements of political Islam, their history and structure.
The fourth section reveals the ethnographic features of Islamists. The authors attempted to analyze the situation on the state of political Islam in the most important regions of the Muslim world.
In the afterword options are considered for further development of world events against the backdrop of the relationship between Western and Islamic civilizations, against the backdrop of the expectation of another radical Islamist project.
