This is an assessment of seasonal factors impacting school attendance in selected schools of the ... more This is an assessment of seasonal factors impacting school attendance in selected schools of the Karnali zone in order to produce recommendations on strategies to reduce student and teacher absenteeism in the region. The study collected qualitative and quantitative data through focus group discussion, interactions, structured questionnaires and school attendance registers from respondents including head-teachers, teachers, students, members of School Management Committees (SMCs) and Parent–Teacher Associations (PTAs), parents, community members, District Education Officers, Resource Persons and School Supervisors associated with 18 primary and secondary schools in the districts of Jumla, Humla and Dolpa. The main finding of the study was that, for schools in the region, approximately 83 school-days are lost each year through absences linked to seasonal events. This is nearly 38 per cent lower than the government standard of 220 school-days per year. This does not include school-days lost for non-seasonal factors.

This demands a paradigm shift in the present way of intervention in the Technical and Vocational Education and Training (TVET) sector through short-and long-term strategies.
A public service delivery survey was carried out under the support of Transparency International ... more A public service delivery survey was carried out under the support of Transparency International (TI) in nine districts of Nepal. The specific objectives of this survey were to map out public perception and experience of the current public service delivery, and to examine whether there are any improvements on peoples’ perception and experience on service delivery issues compared to the principal findings of a similar study of the last year.
The research team conducted qualitative study in 3 districts and quantitative in 9 districts. To carry out qualitative study, the research team visited the respective districts and interviewed the public service providers and recipients. As for the quantitative study, a sample of 2205 was identified by considering 2 percent permissible error.
The most visited public offices of the respondents were the ones where they faced the most problems: electricity authority, municipality office, hospital and land revenue office. Among these offices also, services were lately delivered mostly in land revenue office and municipality. Out of all the offices, the highest number of respondents had paid extra charges/tariff than the government rate to finish their work on time in the land revenue office. Some respondents mentioned that they paid extra money to get admission in hospital and to get free textbooks in the community schools.
One of the focuses of this study was to examine the condition of local government and education sector. The local government still has much to do as many local beneficiaries did not take part in open discussion and budget allocation process as they did not receive information about public hearing. The study of school sector explored that some teachers were not regular in community schools. In entirety, non-governmental, political parties and bureaucrats need to build their role more effectively and they must initiate the awareness programs that increase self-confidence.
In the context of cultural diversity and democratization in Nepal, ethical decision making with t... more In the context of cultural diversity and democratization in Nepal, ethical decision making with the central focus on the paradigms of care, justice, and critique is perceived as highly imperative in the life of school principals. However, the way each principal decides to remain ethical differs in practice as his or her own individual and school constructs vary from the other. The difference is much visible in the decision-making process of men and women principals. Considering this, a case study of men and women principals was carried out and the result showed that sociocultural constructs of the principals is primarily responsible to create the differences between them in terms of their ethical decision-making process. Sociocultural context of principals is not in the favor of the women’s decisive role, and thus women principals in their workplace make decisions after having several rounds of consultations. This serves to make their decision constructive as compared to the men principals who hardly consult in the decision-making process.

The NIS of Nepal shows the vulnerability of key institutions in a situation marked by political uncertainty, the absence of a legislature, and a worrying gap between law and practice.
This publication sheds light on ways to contribute to the cause of good governance by improving the performance of specific pillars of the NIS: Executive, Judiciary, Public Sector, Law Enforcement Agencies, Electoral Management Body, Supreme Audit Institution, Anti-corruption Agencies, Political Parties, Media, Civil Society, and Business.

"Professional ethics is important in perceiving teacher identity, setting teachers' behavior patt... more "Professional ethics is important in perceiving teacher identity, setting teachers' behavior pattern and developing overall institutional culture. However, in institutional as well as professional development approaches, professional ethics does not come as a focal priority mainly because there is a lack of adequate understanding regarding how to incorporate and functionalize ethics in an organization. For example, two policy documents outlined at national level in Nepal highlight uniform ethical codes and fail to address local meaning of ethics. This issue has arisen because there was a lack of efforts to contextualize the ethics and code to the local milieu. This analysis, therefore, should be useful to professionals in the teaching and educational field or anyone who may be considering utilizing or developing code of conducts or ethics in their professional life.

This study was conducted to measure the mediating effect of employees’ education on their service... more This study was conducted to measure the mediating effect of employees’ education on their service quality and customer satisfaction at selected resorts in Nepal. Six components of the contextualized SERVQUAL instrument were used to measure service quality and customer satisfaction. All components of service quality were not significant, with a positive direction for all components of customer satisfaction. However, service quality in terms of responsiveness was positively correlated to all six components of customer satisfaction. Assumptions of regression analysis were satisfied with education status, service quality in terms of responsiveness, and customer satisfaction. This study aims to assess whether or not perceived training transfer differs across personal and ... more This study aims to assess whether or not perceived training transfer differs across personal and professional attributes of the instructors of technical vocational education and training (TVET) in Nepal. Gender, marital status and age were assessed under personal attributes and type of institution based on ownership, locale of the institutions and instructors’ experience were assessed within professional attributes. Survey questionnaire was sent online to 251 instructors across the country who had participated in instructional skills-based training in the past three to 15 months and were engaged in technical education as instructors during the time of the study. Data were analyzed using independent samples t-test for demographic variables with two groups, and analysis of variance along with Brown–Forsythe and Welch tests for variables with more than two groups. Dilemmas in decision-making are prevalent among school head-teachers. However, studies on how dil... more Dilemmas in decision-making are prevalent among school head-teachers. However, studies on how dilemmas are addressed and how their multi-dimensional aspects impact school education quality have not been carried out. With this consideration, a narrative study was conducted to explore how community school head-teachers address ethical dilemmas to ensure quality education. In this study, in-depth interviews were conducted with the head-teachers of seven selected schools. Then, the lived narratives about how head-teachers address their ethical dilemmas were analyzed, and themes were drawn with the lens of multiple ethical paradigms: ethics of care, justice, critique, and professions and other relevant literature. The study shows that the head-teachers address the ethical dilemmas by focusing on their leadership worldviews, responsibility as an ethics, and ethics of organization, and they strive to improve the quality of education in their schools. The findings can be utilized to draw insights into how head-teachers can address ethical dilemmas while remaining in ethical positions to ensure quality education in community schools in Nepal.

This study explores the environmental factors that affect the transfer of training among technica... more This study explores the environmental factors that affect the transfer of training among technical education instructors in Nepal. In the exploration, a scale with 40 items was constructed by utilizing Delphi technique. Then, a survey was carried out on 251 instructors who completed instructional skills-related training. The result of Exploratory Factor Analysis (EFA) retained 26 items and showed six factors affecting the perceived transfer of training accounting for 58.8% of the total variance explained which are: (i) organizational transfer intervention, (ii) external monitoring and evaluation (M&E), (iii) local school governance, (iv) management support, (v) social support and, (vi) curriculum standard. A key issue for teachers working in public secondary schools in Nepal is their confidence in thei... more A key issue for teachers working in public secondary schools in Nepal is their confidence in their capability to complete the tasks associated with their professional activities. With this consideration, a study was carried out to explore the factors contributing to Nepali teachers’ self-efficacy. To find out the factors, the study administered the NTSE tool, developed through the e-Delphi technique. A sample of 390 public school teachers was drawn from a population of 3427 teachers in the Kathmandu, Lalitpur, and Bhaktapur districts of Nepal. A cluster sampling technique was used to draw a local government body in each district. The exploratory factor analysis (EFA) was applied using a principal component matrix with varimax rotation. The EFA extraction was further validated by confirmatory factor analysis (CFA).
