Elżbieta Strzelecka * Szkolenie opiekunów osób starszych wobec nowych wyzwań na rynku pracy Stres... more Elżbieta Strzelecka * Szkolenie opiekunów osób starszych wobec nowych wyzwań na rynku pracy Streszczenie: Badania skali zjawiska starzenia się społeczeństw w wybranych krajach europejskich wskazują na potrzebę edukacji nowych kadr opiekunów osób starszych w oparciu o szkolenia dostosowane do potrzeb rynkowych. Podstawą do przygotowania i realizacji pilotażowych, innowacyjnych szkoleń dla opiekunów nieformalnych i formalnych jest poznanie: trendów demograficznych, uwarunkowań wynikających z polityki ochrony zdrowia i polityki opiekuńczej, potrzeb osób starszych w zakresie opieki i potrzeb ich opiekunów, oferty rynku szkoleń i edukacji dla opiekunów osób starszych. W publikacji omówiono wybrane czynniki wpływające na zakres i formę zawodowych szkoleń dla opiekunów osób starszych oraz przedstawiono efekty pilotażowych szkoleń dla opiekunów formalnych i nieformalnych, stanowiących część projektu NMCE-Nurse Managed Care for Elderly. Szkolenia te przyczyniają się do budowania potencjału kapitału ludzkiego w skali tak lokalnej, jak i krajowej. Ten zaś przyczynia się do rozwoju danych społeczności z uwzględnieniem sektora "srebrnej" i "białej" gospodarki.

SMALL TOWNS AND THE MODERN MODELS OF URBAN DEVELOPMENT The article highlights the importance of c... more SMALL TOWNS AND THE MODERN MODELS OF URBAN DEVELOPMENT The article highlights the importance of cities, including the small ones, in local regional development. They have a special role in the implementation of the Europe 2020 strategy. Urban development is associated with the search for the most effective development model to match their individual needs and circumstances. The article presents selected theories and models of urban development. These models apply to both present cities, as well as "cities of the future", in various forms, e.g. smart cities, open cities, creative cities. The paper 40 CZĘŚĆ I. ROZWÓJ MAŁYCH MIAST A JAKOŚĆ ŻYCIA. SIEĆ MIAST CITTASLOW addresses both the spatial as well as economic, social and natural aspects of urban development, including small towns. A new dimension of urban development is discussed, based on the cooperation of cities in the network and the benefits of their creation. The study contains examples of selected network of cities. A special network of cities is the International Association of Cities Cittaslow, which comprises towns with up to 50,000 residents, including 26 towns from Poland. One of the representatives of this network is Lidzbark Warminski, whose mayor is a member of the International Coordination Committee. According to him, the development of cities in the network has a future thanks to the worked out and modified requirements of certification.

PurposeThe purpose of this paper is the evaluation of the degree of sustainable urban development... more PurposeThe purpose of this paper is the evaluation of the degree of sustainable urban development in Poland in terms of spatial management and laws applying to the process.Design/methodology/approachThe study provides an analysis of the key legal bases fundamental to sustainable development. Instruments that can be used to implement development guidelines (strategy, budget, “the study”, local zoning plan), revitalisation processes and to identify barriers to sustainable urban development.FindingsThe paper finds a recognition of the main spatial and legal barriers to urban development. The lack of zoning plans in many cities delays new investments. Revitalisation programmes are essential for maintaining a sustainable and stable polycentric structure of cities and towns within regions and across the country as a whole.Practical implicationsResults of analysis describe the main barriers to urban development, while the lack of zoning plans and practical strategies mainly contribute to unsustainable development of cities. Long‐term planning requires more rigorous and coordinated measures on different levels of administration.Originality/valueThe paper provides specialists and students with a new look at sustainable urban development; the latter is assumed to not only be connected with economic, social and environmental spheres, but also with spatial spheres.

The aim of this article is to present a network model of a revitalization of small towns unique i... more The aim of this article is to present a network model of a revitalization of small towns unique in Poland and even in Europe. Fourteen small towns in the Warmińsko-Mazurskie Voivodship, thanks to their membership in the Cittaslow City network and the establishment of the Polish Cittaslow Association, received significant funds for their development under the Supralocal Revitalization Program of the Network of Cittaslow Cities for 2014-2020. This program is based on a hybrid model of urban development, which was created from the overlap of financial models (ERDF, ESF funds, own funds) and the so-called "social" revitalization model on developing in Poland Cittaslow model oriented to a good quality of life. This is an example of the efficient use by the network of cooperating cities of economies of scale in competing with other urban centers for development measures. Thanks to the unified diagnosis of existing problems in the physical, economic and social space of these cities (delimitation areas, delimitation indicators: unemployment rate and share of people using social assistance in the area revitalized in relation to the entire city), differentiated urban activities were undertaken in integrated financial projects that concerned the restriction of various social dysfunctions, including the problem of unemployment.

Creative businesses are one of the models of economic development and one of the main drivers of ... more Creative businesses are one of the models of economic development and one of the main drivers of local and regional development. The core of this model is entrepreneurial activity. This article attempts to draw attention to the need for creating a model of the creative sector and the cultural sector for rural areas (suburban, intermediate, peripheral areas) in the light of an intensifying tendency of population migration from cities to the countryside and changes in the awareness about the quality of life and work. This model has its specific features, as opposed to the model preferred for cities. This is due, among others, to the spatial aspects (e.g. location in relation to urban centres), cultural distinction of villages and historically determined socioeconomic situation. A case study of the rural municipality of Puszcza Maria ska as a representative of many similar national municipalities is an example of the need to undertake research into the potential of the creative sector. The article indicates the selected mechanisms and conditions to build in the rural areas the potential of human and social capital in the creative sector.

The aim of this article is to use a new research concept, referred to as resilience, in rural dev... more The aim of this article is to use a new research concept, referred to as resilience, in rural development (rural resilience) in the context of the often discussed concept of urban resilience. The concept of urban resilience is recognized as a tool for strategic diagnosis and monitoring of cities. In studies of urban resilience for cities of various sizes, quantitative research is most often used. The author, on the basis of literature discussions and own research, presents the use of qualitative research in the assessment of urban resilience for the national network of Cittaslow cities. The concept of urban resilience refers to "a resilient city", especially in the case of a collective criterion (i.e., urban quality policy). Seven groups of criteria in the matrix of urban development self-assessment are the basis for the evolutionary changes in the resilience of individual cities and the entire network. In the case of Cape Clear Island in Ireland, qualitative research of rural resilience was based on global indicators of economic, social and environmental capital proposed by Wilson. Despite the subjectivism of respondents, results of qualitative research allow for making strategic decisions for the purposes of obtaining specific development balance points and selecting specific paths for the Island's development. Both quantitative and qualitative research-their practical dimension-should be used to build community resilience.

Smart specialization and development of the sector of creative businesses are now key and integral pillars of regional development in the EU, which is due to the strategy Europe 2020. The paper contains an overview of selected theories on regional development. It discusses concepts such as smart specialization, regional development, and creative businesses. The development of Macro-region of Central Poland illustrates the national and EU tendency to a deliberate and purposeful selection of those smart specializations and a potential of the creative sector which decide about its competitiveness. Research into the scale of population aging in selected European countries shows that a new resou... more Research into the scale of population aging in selected European countries shows that a new resource of caregivers to the elderly should be trained taking account of market needs. The knowledge of demographic trends, determinants arising from healthcare and welfare policies, the care needs of the elderly and the needs of their caregivers, training and education opportunities for the caregivers is a basis for the development and implementation of innovative, pilot courses for both informal and formal caregivers. This article describes chosen factors which have got influence on content and shape of vocational trainings for elderly caregivers and presents effects of pilot trainings for formal and informal caregivers as the part of Nurse Managed Care for Elderly project. Such courses help enhance human capital potential at both local and national levels, which facilitates the development of communities including the sector of „silver” and “white” economy.

Territorially oriented development policy (place-based approach ) is a new model, addressed mainl... more Territorially oriented development policy (place-based approach ) is a new model, addressed mainly to the regions NUTS 1 and NUTS 2 in EU countries, including Poland. In building of the competitive advantage, the regions make use of the so-called smart specialization, and creative sector is one of the components. The territorial capital is being built primarily based on existing development potentials of the cities. Building territorial cohesion, based on regional development requires a long-term strategy, because it is a complex process and burdened with a certain risk. The Rural Manifesto, adopted in 2015 by the European Rural Parliament, pointed to the need to redefine the objectives of EU policy on development of regions due to the unbalanced treatment of rural areas compared to cities. Territorially oriented development policy (place-based approach ) is a new model, addressed mainl... more Territorially oriented development policy (place-based approach ) is a new model, addressed mainly to the regions NUTS 1 and NUTS 2 in EU countries, including Poland. In building of the competitive advantage, the regions make use of the so-called smart specialization, and creative sector is one of the components. The territorial capital is being built primarily based on existing development potentials of the cities. Building territorial cohesion, based on regional development requires a long-term strategy, because it is a complex process and burdened with a certain risk. The Rural Manifesto, adopted in 2015 by the European Rural Parliament, pointed to the need to redefine the objectives of EU policy on development of regions due to the unbalanced treatment of rural areas compared to cities.
