Background Mobile phones are extremely popular amongst young people, cutting across gender or loc... more Background Mobile phones are extremely popular amongst young people, cutting across gender or locality, and can serve for improving efficiency of agricultural markets, promoting investment, and contributing to empowerment. As usage and application of ICT (Information and Communication Technologies) gadgets and gizmos are generally adhered to the youths compared to the old and aged personnel, a thorough understanding on the extent of mobile phones application in farming by tribal rural youth is a right paramount in such a challenging hill agricultural production and knowledge systems of Meghalaya. Methods A four stage sampling has been followed in the study. Snowball sampling was implemented to select respondents which brought total respondents to 240. Empowerment is a measure intended to increase self-determination, and the degree of autonomy in p... more Empowerment is a measure intended to increase self-determination, and the degree of autonomy in people and in communities so as to empower them to represent their interests in an accountable, and self- determined way through their own authority. The present study assesses the Empowerment Index of tribal farmers under Tribal Sub Plan (TSP) project undertaken by Central Agricultural University, Imphal in Ri bhoi and West Garo Hill districts of Meghalaya. A total of 390 beneficiary farmers have interviewed such that 270 farmers from Ri bhoi district and 120 farmers from West Garo Hill district. Paired t-test for the test of significance of two dependent samples was applied to test the significance of mean difference before and after the intervention TSP. A significant difference was found in all the components of empowerment index. Therefore, considerable change was observed due to TSPproject in the empowering the farmers.

There are several constraints enumerated by the farmers during adoption of latest recommended agricultural technologies in paddy cultivation. High cost of high yielding varieties, high cost of inputs and labour, lack of conviction in the new technology, week extension activities at village level were the major constraints faced by the respondents while adopting the recommended practices in their paddy cultivation. The findings will be of use for the officials of the State Departments of Agriculture, researchers and policymakers to plan and revise the extension programmes so as to eliminate the constraints of rice farmers in order to amplify the adoption of recommended paddy cultivation practices at farm level.
