This paper aims to address perceptions of Russia’s intentions among Latvia’s decision-makers work... more This paper aims to address perceptions of Russia’s intentions among Latvia’s decision-makers working in the foreign and security policy sector in the wake of the military conflict in Ukraine in 2014-2015. The theoretical part of the paper discusses the growing body of academic literature which addresses the issue of how decision-makers form assessments of intentions of other states. The empirical part of the paper tests the improved model of how states perceive intentions of other states on the case of Latvia.

This article aims to address the impact of EU membership on Latvia's foreign policy since 200... more This article aims to address the impact of EU membership on Latvia's foreign policy since 2004. It looks at five key aspects of Latvia's foreign policy – relations with the EU's eastern neighbours, the development cooperation policy, relations with Russia, the cooperation of the Baltic States, and the diaspora policy – in order to assess the effects of EU membership. The article finds that the impact of EU membership varies. The influence is at its strongest with regard to Latvia's development cooperation policy, which was largely initiated by the EU membership. With regard to the Euro-pean Neighbourhood Policy, it has strengthened Latvia's already present willingness to contribute to the development of countries such as Moldova, Georgia, Ukraine, and Belarus. While the EU membership initially had a restrictive effect on the cooperation of the Baltic States, it has become apparent over time that the Baltic cooperation is useful both within the EU context and outs...

This article takes a comprehensive look at developments in Latvia’s security and defence policies... more This article takes a comprehensive look at developments in Latvia’s security and defence policies since 2014. The annexation of Crimea and the outbreak of the military conflict in Ukraine provided a major impetus for Latvian decision-makers to counter external and domestic threats to national security. The article discusses three key aspects of Latvia’s post-2014 security and defence developments. First, it looks at the transformation of security perceptions on the policy-making level. Second, the article discusses Latvia’s efforts to strengthen its military capabilities. Domestic security developments are also discussed. Third, differences between attitudes of Latvians and Russian-speakers towards a number of security and defence-related issues are presented. The article concludes that much has been done since 2014, but progress has been uneven. It will take more than just a few years to close the existing gaps in domestic and external security of Latvia.
