The research utilised a case study on San Diego, which is one of the top three life sciences ecosystems in the world. Unlike previous studies, this research is an analysis of the ecosystem's evolution in each life-cycle phase-birth, expansion, leadership and self-renewal-and the key innovation policy measures related to these phases. The findings indicate that traditional policy measures must be reconsidered in the era of business ecosystems.

The concepts of the business ecosystem and innovation ecosystem have become highly utilized in bu... more The concepts of the business ecosystem and innovation ecosystem have become highly utilized in business and innovation studies. However, research on the innovation policy implications of these concepts and the ways ecosystems emerge and evolve is still rather scant. This study utilized a multiple case study approach to study real-life business and innovation ecosystems in an innovation policy context. Based on the case study findings and other empirical data, the key elements of ecosystem-based innovation policy were outlined. Business and innovation ecosystems are strongly selforganizing and the role of the public sector is to support their self-renewal capacity. Ecosystem-based policy approach consists of elements such as a testing and experimentation culture, funding through public procurement and the positive questioning of existing procedures, and it crosses the traditional policy boundaries. Adopting the ecosystem perspective in policy making requires interaction between different policy fields and levels.

A comparative study was conducted where three widely utilized policy approaches were examined together with the business ecosystem concept. The ecosystem concept differs from the three approaches, for example in its evolving around innovation, and its self-organizing and self-renewing nature. This paper sets a conceptual basis for further empirical research concerning the innovation policy implications of the business ecosystem concept.

The concept of broad-based innovation and its use in policy documents is discussed, followed by a discussion of the components of such innovation. This article proposes a re-categorization of modes of knowledge production in innovation activities to describe the need to more consistently consider and include different types of innovation activities in innovation policy. The study seeks to outline a novel theoretical structure that bridges a number of separate subfields in the study of innovation, providing a comprehensive treatment of the differential innovation puzzle. The study contributes by providing this novel theoretical framework for future planning and evaluation of innovation and innovation policies, systems and strategies.

The survey data were collected from a case organisation, where employees designed an innovation manual in a participatory process to support their daily innovativeness.FindingsAccording to the results, the EDI manual process can assist the organisation in developing their ideation and organising structures. The employees felt that their ideas were appreciated more after the innovation manual process. Understanding about innovation and innovativeness was also increased. The framework of business and innovation ecosystems is gaining ground in the discussion of competitiveness and innovation policy. The framework challenges competitiveness and innovation policies because ecosystems are seen as highly self‐organising and self‐renewing systems. Is there still room for innovation and competitiveness policies? This paper focuses on ecosystem‐facilitating competitiveness policy at the regional level and argues that the emergence, growth and renewal of business ecosystems can be facilitated by a competitiveness policy focused on related variety platforms embedded in a regional innovation ecosystem.
