For almost two years the Melanesian Spearhead Group heads of government were unable to meet becau... more For almost two years the Melanesian Spearhead Group heads of government were unable to meet because of the failure to agree on an agenda. In early 1993 the organisation, as it was then constituted, was widely thought moribund, yet by July 1993 the heads of government not only met but also implemented a limited trade agreement to trade certain commodities freely between Papua New Guinea, Solomon Islands and Vanuatu. The development of the trade treaty continued despite a freezing of political relations between the principal Melanesian states.
