In India, the Local Self-Government is working in the form of Panchayati Raj System, through 73 r... more In India, the Local Self-Government is working in the form of Panchayati Raj System, through 73 rd Amendment Act of Indian constitutions. India is a land of villages in which 70% of the population is living. For the local self-government in 70% population, the Panchayati Raj System is the best way through with the rural population can understand the real taste of democracy. Because in India the panchayat system is an old and traditional concept, through which the people resolve their dispute through their local representatives and they can easily understand the concept of local self-government. This system provides a great opportunity for the poor rural population to share their political right as well as democratic rights at the grassroots level. In Indian States, the Panchayat Raj system is considered as the third pillar of Indian democracy which mobilized 70% of the rural population toward the democratic system. But the local self-government system of the Jammu and Kashmir disturbed from 1947 to till now. The history of the Jammu and Kashmir is different from the other States of India due to its separate constitution and the special status of Article 370 which abrogated by the BJP government in 2019. In the current scenario, the local government of the Jammu and Kashmir is facing a lot of obstructions and challenges. In this Research paper, I analyzed the situation, obstructions, and challenges, of local level self-government of Jammu and Kashmir in the current scenario.

Gujjars and Bakerwals constitute more than 11.9% population in the state of Jammu and Kashmir (ce... more Gujjars and Bakerwals constitute more than 11.9% population in the state of Jammu and Kashmir (census 2011). It is the only Schedule Tribes population in the state which preserve their traditional values and culture throughout the ages. They are primarily nomadic in character and moved from one place to another in search of pastures for their cattle. Due to seasonal migration they suffered a lot, it made a great impact on the education of their children, and they face health issue because of unavailability of health facilities, moreover, they lost their cattle during their journey due to bad weather or due to some unavoidable circumstance which shattered the economy of Gujjars and Bakerwals. Different research works and findings reveal that the condition of Gujjars and Bakerwals is not good as compare to other sections of the society. In this Research Paper, an attempt was made to understand the Social, Economic, and Political, condition of Tribal (Gujjars and Bakerwals) in Jammu and Kashmir. This Research paper also recommends some suggestions in order to resolve the issues or challenges faced by the tribal community of the state.
