Education, development, and training tools are not new concepts, but are ideal, crucial, and responsive in the central utilization of employee training systems for public service fields. The need for public workforce has increased and demanded accelerated technological training and development process that have positive value and achievable gains. One method to surge this problem is to flip the technological training and development tools that have been issued and over used in the past. These tools not only hold back vicious potential from employees, but employees are potentially reaching new method of accelerated and developed education.
The choice of literature for the general stipulation has evolved over a great period of time to encompass walls and barriers to technology and advanced educational transitions. It is these barriers that are currently preventing goals and achievements from being reached through process improvement tactics and tools such that practitioner need to take a different approach to this concept. The critical perspective of ‘quality systems management’ is an approach that positively influences the internal and external practices through processes of benchmarking and integrated methodology to improve and engage new tactics in ways that create and generate achievable and desired goals. The concept of this practice is increasingly wide, but varies depending on the formulation of services that are provided to increase and improve exposure, processes, and results for the department. Only a matter of time separates the given potential from the driving force that creates gains from educational transformations.

Management programs, especially those that are non-traditional are becoming a leading way for organizations and businesses to obtain high quality management skills and abilities that can be taught to professionals. The ability for adult learners to retain into continuing education programs is viable to the community, the businesses and organizations, and the university. The concepts learned are valuable such that the operations used in creating these programs needs of that value based on the specific outcomes for the program.
Continuing education programs need to adjust specific plans that market and enhance the features and benefits of the programs. Creating adjustments to existing programs will enhance the perspective of the student, giving them a positive field on the outcome of the general theme of the program. These changes are minimal but have very large external factors that help control the enrollment of students from the organization. In turn, this will increase the benefits received by the organization to help trigger represented effects to the university. The quality of these programs can be measured by the return on this investment as well as the overall outcome.
Benchmarking has the power to legitimize business goals based on high external operations instead of extracting from internal practices and past trends. With all external environments constantly changing, new focused ideas are needed for plans to successfully enable assets to conform new expectations to retain adult learners. The importance of this study is to create a better-rounded continuing education program by comparison to other well-known systems. These changes affect both the internal and external concepts given off by the program.
The importance of benchmarking can help increase retention in continuing educational programs with little to no massive makeovers. Benchmarking is one of the most powerful business practices tools that had been adapted into metrics of standardized process improvement practices. In higher education, this process will be flawless and overall create a management system that will help engage new options for adult learners in higher education. "

The return on investment (ROI) for students learning under these circumstances is in jeopardy based on several factors such as; future accreditation, future employment, and actual learning outcomes. These factors have created a connection for students to the virtual learning environment to assist them and give them positive outcomes. The accreditation factor has been dependent on the accreditation body in the institute’s geographic location. Many institutes have implemented virtual learning programs to create a more sustainable working academic platform for working adults and distant students. This gives every student the option to study the specified program from the university in a various locations.
The return on investment (ROI) measures the students gain from these platforms and online programs. This has been a major topic spreading internationally based on distant learning is acceptable, accredited, and used in various geographic locations. The ability to measure the outcomes and return on investment for every student body is dependent on the institute and the virtual department. Institutes need to have a successful model to successfully instruct students to learn and understand concepts used in this academic method. This creates a major concern why the model which institutes use to work from needs to be a specific and sustainable for any institute.
The framework for creating a sustainable platform for online learning has to pass by specific checkpoints in order to become manageable and implementable for institutes. This model is not reinventing the wheel but implementing new sources and information into a pre-existing concept. The model will also create new opportunities, possibilities, and give every student equal opportunity for learning outcomes to be reached. Faculty will also have a training system which will need to be implemented in order for the entire platform to be acceptable.
This paper will outline the framework and a given model for virtual learning to show the simplified ways of making a sustainable virtual learning environment. These examples are based on pre-existing programs in the higher education department implemented at US universities.

Blended learning has become a higher choice for several institutions as the numbers of enrolled students increase. This method will result in a higher turnover for students of professionals in the next and upcoming generations. This change will shift the academic role as institutions create opportunities for students on other areas of professional departments other than on-campus based programs. Even as institutions change role in the academic shift, areas of quality measurement will become missed or overlooked.
Performance measurements tools help enhance new learning opportunities for institutions in future plans of academic change. Several variables control these methods and measurement tools, but also help institute new plans for change. Ideally, these institutions need to be able to assist with every program they are capable of as well as areas of new blended learning. Having a solvent (plan) for this type of platform will help overall in the quality of education for learners of this generation.
This paper has been developed to enhance the power of performance measurement tools, specifically in blended learning.

Many industries are becoming more involved in non-traditional edu- cation with regards to its flexibility, increased career navigation, and performance of function. Current demands show that academic doctoral degrees are serving as valid educational tools based that education can be taught in a wide variety of platforms and can also become adapted by many universities. With universities and colleges increasing the non-- traditional enrollment, the job market tends to become much more competitive.
There is a declining rate of tenure-track careers in the higher educational field. This low number of tenure-track careers is the reason why the higher education field and the status of enrollment towards non-traditional doctorates are increasing. The affects result in a continuously slow lag in steady employment for graduate students. The end result forces doctors and graduates to competitively apply against one another.

Academicians and business professionals want to know cost-savings, cost-bene- fits, and cost efficiencies of e-learning. Learners are seeking new knowledge, skills, abilities, and competencies in a briskly transforming and very technical climate. The information and digital age is intertwined in networked substructures within working environments. Online learning is pushing the rules regarding the return-on-investment (ROI) because it necessi- tates more planned programs and investments, as it corresponds to online business enter- prises. While historic data can be used to reposition ideas, new information needs to be reviewed for continued process improvements. This paper reviews (1) aligning training with business objectives, (2) tracking and evaluating business results and (3) the value of an on- line investment in terminology for training professionals. Also, learners will better under- stand why business values should be attached to organizational learning capabilities. Prac- titioners will increase their knowledge of the components needed to calculate ROI.

Business development is the primary objective of numerous companies. However, active engagement and understanding of a global economy by all levels of management in business units remains somewhat sluggish. The focus of this paper is to review a case study in which five business units had to prepare an initial project plan outline centered on continued communications for global success. The business units were Human Resources, Customer Satisfaction, Disputes, Collections, and Telecommunications. The subjects were “think globally and adapt, culture clashes, avoiding cultural pitfalls, and globalization increases complexity.” Also, in transitioning staff from administrative roles to strategic partnerships the following will be addressed — skill gaps, and system upgrades. The importance of ensuring all staff was updated on the three year project plan is clarified. However, the focus on this paper is not to suggest this solution is the exact one for all companies; but to give a general framework of the preparation required that incorporates all staff levels and not just the mid to executive management levels.

Employers, fellowships, and professional organizations are beginning to require applications and systems that engage graduate abilities and learning competencies in order to reach common goals. These applications and systems are results of processes that provide improvements both internal and external for businesses and organizations. To measure higher education’s professional footprint in terms of learning engagement, specific online and distance learning outcomes must be met. A key item in this measurement tool is benchmarking the E-learning program in terms of its engagement for communication and overall results.
Benchmarking has been noted to be a key method for measuring the engagement of a particular practice in a given industry. E-learning has shifted the way that students are engaging the workplace in vital ways. With employers requiring student to receive their graduate degrees for employment, it is essential that students learn the main skills and abilities during their education. High application and system use is key when it comes to how employers view their applicable career oriented students.
The basis of this research is to discriminate knowledge and create discussion on the current practices of E-learning processes in higher education. The essential components of this research are contributed to show the quality process improvements that are key methods for successful graduate programs. New visions of E-learning can compensate the learning styles of new graduate students and ways they can transition in the workplace.

This increase of faculty also helps the reputation of the institution by adding professionals whose backgrounds create a diverse interest for department chairs and add collective data from several fields. Tenured faculty are known for their valuable publishing in top tier journals and their intellectual knowledge of various subjects. Published works assist online adjunct faculty in gaining and receiving various incentives that help them pursue advances within their departments. The main problem lies within certain incentives and how online adjunct faculty are able to advance based upon receiving these benefits. Online adjunct faculty currently does not receive the same incentives and benefits as that of tenured traditional faculty. This incentives and benefits problem causes variations that create negative bias against online adjunct faculty within academic departments. To assist professionals in terms of advancement and institutional reputation, publishing and receiving recognition is one of the most valued items that any one professional can receive. The main focus of this paper is to assist the audience‘s perception of the value of publishing in the academic arena through the lens of online adjunct faculty. The researchers will locate operational focal points requiring business process improvements that institutions can embrace to enhance incentives and performance of online adjunct faculty. Some of the focused items will be the following; conference reimbursement, quality of information collected, types of published work, reputation of journals, quality of published work, and how institutions can best use adjunct faculty members published works.

The uses of visual concepts on digital platforms become essential to the main functions of classrooms and studies. Research has the ability to show that the use of online and distance learning can create diverse and prepared professionals for parks and recreation careers. With more students becoming profound users of online and distance learning via technology, the use for the digital platform methodology is becoming more important.
A virtual parks and recreation system for higher education is a two- part system that correlates an efficient method of transforming higher education distance learning programs into secure transformations for career development. The system will initially prepare students for career development and employment in park and recreation locations. Professional work is intimately tied to the provision of service to clients (Carr-Saunders & Wilson, 1933). The main components of this application are to highlight and enhance the skills, competencies, and abilities of students seeking careers in parks, recreation, or leisure fields.
The National Parks & Recreation Association (NRPA) COAPRTs standards for 2013 are correlated with a process of the existing accreditation standards. This process is responsive to the need of the accredited COAPRT programs. Based that they are on the forefront of the parks, recreation, and leisure services education, it is important that this system and application mainly include these items. Incorporating these concepts is a skillful way of empowering scholars with tools for success.

This fear relates to how the current non-traditional doctoral student is viewed compared to the traditional student in ways that give the university or college advantages upon employment. For years, non-traditional doctoral students have tried ways of preparing themselves in ways to give them an advantage over traditional doctoral students. In these attempts, some have made the conversion successful and some have not. Based on the results of the highest impacting factors that attest this process, some basic practices have been announced to help reassure these students.
With the overgrowing community of non-traditional students increasing every year, there is a direct need for these soon to be graduates in the higher educational workplace. The difference that these non-traditional students have compared to traditional graduates is that they have the ability to create a new avenue for professional practices, new relations and establish valuable connections to better the ways of what makes them stand out. These practices are to be used in several different academic needs such that these doctoral students can provide ideas, plans, and processes for US colleges and universities.
This paper serves as a supplementary item that will assist non-traditional doctoral students in their academic career endeavors and pursuits. The significance of this paper will assist many doctoral students in ways to creatively match themselves up to doctoral students of traditional universities and colleges. With this, the process that these doctoral students take will be applicable marketing the needs that fit into the nature and value of the higher education department.
