Safety was and still is the most important aspect of activities onboard ships. In time, due to th... more Safety was and still is the most important aspect of activities onboard ships. In time, due to the development of new threats against sea transport, security becomes the same level of importance with safety. Achieving the present standards regarding ship, personnel, passengers and environment, safety and security can be realized through specific training. Taking into consideration the actual requirements related to maritime transport safety and security, in particular at the management level, Constanta Maritime University, in cooperation with the Varna Naval Academy, has decided to initiate and develop a Master degree programme dedicated to training in these matters. This project is made possible with the support of the International Association of Maritime University (IAMU) and The Nippon Foundation in Japan. The present paper is intended to present the objectives and goals of the project entitled “MAREM – Enhancing management capacity of the maritime industry personnel.”

The dynamic socio-economic development has a clear impact on maritime education. The progress of ... more The dynamic socio-economic development has a clear impact on maritime education. The progress of technologies, the growing level of automation, and the globalization of markets are some of the factors that define new requirements for the training and education of maritime personnel. Meanwhile, a standardization process of the maritime education and qualification was completed. Obviously, there is a need to broaden the training programs and increase the educational requirements for maritime specialists. A parallel tendency towards more in-depth professional expertise of the personnel has emerged. In this context some discrepancies arise. On one hand, technological development requires broader interdisciplinary approaches and strengthening the academic character of education. On the other hand, the process automatization and standardization require more professional training. Although such ASW exercise targets have been developed for some years as specifically dedicated autonomous underwater vehicles (AUV), an ASW torpedo in the arsenal of the Romanian and Bulgarian Navies is appropriate for remodelling. Its dynamic properties and the propulsion system can be reshaped so that the torpedo would travel slower, but for a longer period of time. These new features match the fundamental requirements of the live ASW training exercises of the specialised vessels (frigates, corvettes, etc.). When answering the question "What kind of Maritime Crisis Management System (MCMS) do we need?" a... more When answering the question "What kind of Maritime Crisis Management System (MCMS) do we need?" a useful tool is provided by the system approach. The traditional system approach, presented by the sequence "system goal (goals) definitiongoal supporting strategy developmentsystem technology and structure elaboration," is not applicable to the process of MCMS analysis due to many reasons. The paper proposes an alternative method to study the MCMS functional aspects. The proposed approach describes the functioning of MCMS on the background of the Maritime Security Negative Factors (MSNF) evolution. The MSNF evolution is represented as a life cycle that follows the sequence: "emergence of maritime security challengesevolution to risksformation of threats." The MCMS functioning is described by "Observation-Orientation-Decision-Action" (OODA) loops performed by the system in reaction to the negative factors and their evolution.

Nowadays, in conditions of transformation in the maritime sector of the country, associated with ... more Nowadays, in conditions of transformation in the maritime sector of the country, associated with changes of possession forms, establishment of new economic rules and overcoming the difficulties encountered in any period of changes, new types of relations for coordination of activities in the maritime domain are determined. They are established using a new type of civil-military cooperation in protection of the sea interests of the state, as well as in guaranteeing maritime security. The maritime critical infrastructure protection system is an instrument for adapting these relations to neutralization of modern threats, as well as for minimizing the damage effects during crises. This article proposes a register of the Bulgarian maritime critical infrastructure, which is elaborated taking into consideration principles from the modern civil security concept and the experience of leading nations in the area of maritime security.

Nowadays, in conditions of transformation in the maritime sector of the country, associated with ... more Nowadays, in conditions of transformation in the maritime sector of the country, associated with changes of possession forms, establishment of new economic rules and overcoming the difficulties encountered in any period of changes, new types of relations for coordination of activities in the maritime domain are determined. They are established using a new type of civil-military cooperation in protection of the sea interests of the state, as well as in guaranteeing maritime security. The maritime critical infrastructure protection system is an instrument for adapting these relations to neutralization of modern threats, as well as for minimizing the damage effects during crises.
