Numerous studies indicate that women generally show a greater concern for environmental issues th... more Numerous studies indicate that women generally show a greater concern for environmental issues than men and often engage more actively in eco-friendly practices like recycling. The difference in environmental attitudes between genders is thought to arise from societal roles, where women are typically viewed as primary caregivers, and men as primary providers. This highlights the intersectionality of gender and culture in environmental matters. This article examines gender dynamics in environmental policymaking, with a focus on the stance of female legislators on environmental issues. It uses the discussion around Law Number 11 of 2020, known as the Job Creation Law, as a case study. The analysis starts by looking at women's representation in the Indonesian parliament and their legislative behavior on environmental matters. The debate over the Job Creation Law reveals that most female legislators tend to align with the ideologies and interests of their political parties, despite criticisms that the law negatively impacts the environment and working women. The research concludes that having women in parliament does not necessarily lead to laws that prioritize women's and environmental interests. Factors such as a gender-biased political culture and a limited understanding of the importance of integrating gender perspectives in environmental and sustainable development issues contribute to the lack of substantive representation of women in parliament.

These protracted refugees have to deal with a reality that the chance of getting resettlement in a third country has become slim, and the option of returning to their country of origin will only jeopardize their lives. Indonesia is not a state party to the 1951 Refugee Convention that lays a responsibility to assimilate refugees in the resettlement countries. Indonesia, however, has opened its door for refugees based on humanity’s solidarity and the fact that Indonesia’s legal framework on human rights acknowledges the right to seek asylum in other countries and abides by the non-refoulement principle. The situation has become problematic when the number of refugees coming to Indonesia has continued to increase, but Indonesia does not have a comprehensive refugee policy to support them. This paper describes the application of the system-level analysis and international relations the... more This paper describes the application of the system-level analysis and international relations theories in the case of Arms Trade Treaty (ATT) voting in the General Assembly, United Nations, in 2 April 2013. System-level analysis is part of the three levels of analysis commonly used in International Relations (IR). This paper suggests that the choice of a specific level of analysis interlinks with the theory preference. In the case of system-level analysis, all of the theories applied in analysing the ATT voting assume the nature of the international system (international anarchy) affects states behavior. In regard to the case of ATT voting, there are four research questions raised in this paper. Firstly, what did the various results of the ATT voting mean? Second, why did Indonesia choose for abstention in the voting? Third, why did North Korea, Iran and Syria decide to vote against ATT? And lastly, what will the future of arms trade regime hold under the ATT? Keywords: International Relations Theory, Level Analysis, International System, Arms Trade Treaty.

ASEAN Intergovernmental Commission on Human Rights (AICHR) was established in 2009. Its main func... more ASEAN Intergovernmental Commission on Human Rights (AICHR) was established in 2009. Its main functions are to promote and to protect human rights and fundamental freedoms of the people of ASEAN. Since the beginning of its formation, AICHR has been criticized for being a toothless institution. This is because of the weak nature and power given to this body. This paper analyzes what the future lies for AICHR. Will it continue to become a partial human rights mechanism or will it transform into an independent human rights body. It is argues that several factors will determine the future of AICHR. Firstly, is the ability of AICHR in internalizing human rights norms. Secondly, is the commitment of ASEAN countries to human rights promotion and protection. Thirdly, is the endless endeavor coming from civil society not only criticizing but also supporting AICHR. The structure of this paper is as follows. The first section elaborates theories on why states join or signing human rights regime or treaties. This will be followed by providing a brief profile of ASEAN and emphasizing on the organization norms. Next, the paper explains the anatomy of AICHR and provides brief comparison between AICHR and several regional human rights systems. The origin and the development of AICHR are discussed in the next section, followed by analyzing the future of AICHR.

This paper analyses the effectiveness of ASEAN human rights regime. When the organization was fir... more This paper analyses the effectiveness of ASEAN human rights regime. When the organization was first established in 1967, human rights was never part of the discussion among ASEAN’s founding fathers. ASEAN was originally built to reduce the political tension among its members through economic and social cooperation. It was not until 1990s, when ASEAN member countries experienced domestic as well as international pressures to pay attention to human rights issues that ASEAN began to address human rights seriously. With the establishment of ASEAN Intergovernmental Commission on Human Rights in 2009, and the adoption of ASEAN Human Rights Declaration in 2012, ASEAN has achieved a milestone in setting up its own human rights mechanisms. This paper will apply theory on regime effectiveness in evaluating ASEAN human rights regime. Several exogenous and endogenous factors will be assessed, such as: the design features of AICHR and the ability of AICHR in arranging or initiating programs for its members. The research shows that the effectiveness of ASEAN human rights mechanisms is being constrained by several factors, including the poorly constructed design features and the lack of capacity to comply with human rights norms.

This research compares the development of two human rights systems in America and in Southeast As... more This research compares the development of two human rights systems in America and in Southeast Asia. On one hand there is ASEAN, with the ASEAN Intergovernmental Commission on Human Rights (AICHR),
established in 2009, and on the other is OAS’ American Commission on Human Rights (IACHR), initiated in 1959. Both bodies’ main function is to promote and protect human rights in their regions. Besides
analyzing how each system is formed, this research will also apply the theory of international organizations’ effectiveness to observe how their roles are conducted. The paper is then structured as follows. The first section reviews theoretical findings regarding the emergence of a human rights regime and on the effectiveness of international organizations. This will be followed by the description of each
regional human rights system, the AICHR, and the IACHR. The last part of the paper compares parameters such as the organization’s design features, the organization’s idiosyncrasies, and the changing attitudes toward human rights, which this paper believes, determines the effectiveness of each system.
