Context and Purpose: Iran's oil industry plays a strategic role in the country's economy in the f... more Context and Purpose: Iran's oil industry plays a strategic role in the country's economy in the field of selling oil and gas and their products and providing domestic and foreign financial resources, and in this regard, it has serious challenges in the processes of doing work, which can be considered as one of the instance of this industry facing the phenomenon of corruption and since Iran's economy is a single product based on the sale of oil and gas, the occurrence of corruption in this industry will always be conceivable. This study was conducted with the aim of preventing corruption by identifying corruption points with a process approach based on risk management in one of the subsidiaries of Iran's gas industry. Methodology: The research method was a mixed type and combination of qualitative and quantitative methods, and in the qualitative part, to count the points of corruption, while examining the main and secondary processes of each management and Staff unit, using the interview tool, and in the quantitative part, the risk management approach based on a questionnaire used. Findings: Based on the findings of the research, 58 points were in the lowrisk range (green area), 63 points were in the medium risk range (yellow area) and 7 points were in the high-risk range (red area). Conclusion: The findings can help the studied organization to control corruption points as a driver for improving the integrity of the administrative system, and this is possible through a review of the financial, administrative, legal and gas supply processes.

The organization studied in the current research, as a public company that is responsible for sup... more The organization studied in the current research, as a public company that is responsible for supplying gas energy and providing gas services to society, its managers and employees can be in conflict between public interests and personal interests, and therefore, understanding instances of conflict of interests can be It should be considered as a strategy to deal with corruption in this company. The management of conflict of interest through the census of its instance can reduce corruption in the studied company and help the company's senior managers formulate rules to control and prevent the conflict of interest. Conflict of interest is one of the most important factors in corruption in governance and related public organizations, and government institutions should consistently prioritize the formulation of rules to control and prevent conflict of interest. The research strategy is grounded theory, and the method is qualitative. Interview tools were used to collect data. In order to analyze the data, a three-step open, axial, and selective coding method was used, and based on this, 31 concepts were summarized in the form of open coding and ten axial codes. Then, three selective codes were explained by merging the central codes with more semantic affinity, and finally, the research paradigm model was designed. Since company employees can experience conflict of interest situations based on the nature of their job, understanding its instance can be considered a tool to reduce disorder.

Seven documents pertaining to corruption in Iran were identified for analysis. The researcher systematically examined these documents, tabulated related concepts, identified integrated concepts with shared semantic content, expounded on main themes, and categorized them into organizing and inclusive themes. The research is fundamentally oriented, utilizing a qualitative research method falling under interpretive research. Employing the thematic analysis strategy and document review as the data collection method, the study revealed 52 concepts, 18 main themes, 13 organizing themes, and 7 comprehensive themes related to the fight against corruption. Furthermore, a thematic network illustrating the relationships between fundamental concepts, inclusive, and organizing themes was constructed.

Background and Objective: The aim of the current research is to provide a new conceptual framewor... more Background and Objective: The aim of the current research is to provide a new conceptual framework for competency-based training of organizational employees, which, based on studies conducted in scientific sources, has become evident that no systematic literature review has been conducted in this field to date. Research methodology: This research was carried out using the Metasynthesis method on 714 internal and external articles and related sources from 2010 to 2023. Findings: The findings of the articles were analyzed using the seven-step method of Sandolowski and Barso. The results obtained from 41 selected articles based on 95 concepts, 16 Main themes, and 4 Sub thems; in the dimensions of competency-oriented needs assessment (supply-oriented approach, demand-oriented approach, evidence-oriented approach);competency based design (program order, program content, program references); competency-based implementation (intra-organizational training, extra-organizational training, virtual training); And competency-based evaluation (knowledge evaluation, skill evaluation, behavioral evaluation) was examined and analyzed. Conclusion: Competency-based training allows people to improve their skills and competencies and develop them in a practical way. In general, it can be concluded that this approach can help people and organizations to improve performance, increase capabilities, and accelerate the achievement of their real goals. This type of training contributes to the productivity and effectiveness of development.

Context and Purpose: In this research, the issue of development in the political, economic and so... more Context and Purpose: In this research, the issue of development in the political, economic and social dimensions of Iran was analyzed, and in this regard, from the first volume of the "80 Years of Information" series published by the Information Institute, in which the political, economic and social news and events of the Iranian society in the period of 1925-1978 was mentioned and used. Methodology: The research method is of a qualitative type, which falls under the category of interpretive research, and for this purpose, thematic analysis method was used to explain and analyze the data obtained from the text of the book under study. Findings: Based on the findings of the research, 16 concepts for the political dimension of development, 31 concepts for the economic dimension of development, and 33 concepts for the social dimension of development were counted from the text of the book, and the number of 9, 13 and 16 main, organizing and comprehensive themes respectively political, economic and social development in Iran was allocated and finally, according to his mental ideas, the researcher drew the network of development themes in the three dimensions of political, economic and social, which this visual network (visibility) can express the relationships between the themes separately Dimensions of development. The research is applied research in terms of its purpose, descriptive research in terms of data collection and a mixed type in terms of method. The study is qualitative in that the interview method was used to identify corruption points and the quantitative sense it was used to analyze the data using the dimtel method. Findings of the research identified 19 points of corruption in the qualitative part and in the quantitative part among points of corruption, 13 points were determined as causal points and six points as disabled points. The results indicate that the identification of corruption points can be used as drivers of improving the health of the administrative system and the main step to control these points.

The present study investigated the factors affecting the quality of work life of employees and as... more The present study investigated the factors affecting the quality of work life of employees and assessed the status of these components in Mazandaran Gas Company. The population of this study included the employees of this company, and statistical sample involved 329 employees. Walton model was used to study the quality of work life components. To analyze data, test research hypotheses, and assess the status of components, the Chi-square test, Wilcoxon, Friedman, and confirmatory factor analysis were used. The results revealed that fair and appropriate compensation, providing opportunities for continued growth and safety, social relevance of work life, and development of human capacities were at a good status, and healthy and safe environment as well as social cohesion and integration were at an average status, and total space of life and constitutionalism were at an adverse status.

This study was conducted to analyze the managers' and employees' attitude towards obstacles to de... more This study was conducted to analyze the managers' and employees' attitude towards obstacles to devolutionin Mazandaran Province Gas Company (Iran). According to the exploratory studies, devolutionobstacles was explored and identified at two dimensions including managers' unwillingness to devolutionand subordinates' reluctance to accept authority. To analyze the data and to confirm or reject the research questions, first, the Kolmogorov-Smirnov test was used to determine the normality of data. Given the non-normality of data, non-parametric tests such as one-sample one-tailed Wilcoxon test, Friedman test for ranking components, and Mann-Whitney test were used to identify the employees' and managers' different perception of obstacles to delegation of authority. Findings of the study indicated that Wilcoxon test was not significant at o.o5; that is, lack of trust and confidence in subordinates, inability of managers in guiding subordinates, lack of controlling processes, managers' sense of insecurity, and unwillingness of managers to delegate authority were not the main obstacles to devolutionby managers in Mazandran Province Gas Company, and their effects were not significant. In line with examining the obstacles effective to the devolutionby subordinates, it was found that the fear of criticism, blame, and dismissal along with the lack of adequate motivation in subordinates were recognized as the most important obstacles to adoption of authority by subordinates in Mazandran Province Gas Company.

By... more The purpose of this study was to identify corrosive points in Mazandaran province gas company. By conducting exploratory studies through library research and interviewing, corrosive points in the company were identified from sensitive businesses, vulnerable office Points, vulnerable financial points and operational vulnerabilities. In order to identify sensitive businesses, documents are used to identify corrupt administrative, financial and operational points first by studying the processes of each unit, and then conducting interviews with the managers and experts of the relevant units and, finally, for quantifying the questions a researcher-made questionnaire was used. In data analysis, Wilcoxon non-parametric one-way tests and Friedman tests have been used to investigate the research questions due to the ranking of the data. Based on the findings of the present study, 79 sensitive businesses, 8 administrative corruption cases, 8 financial corruption points and 5 operational corruption points were surveyed.

Today, governments alone can not create a role for the effective management of society, and in th... more Today, governments alone can not create a role for the effective management of society, and in this regard, the role of citizens as key players in the political and administrative affairs of societies is very important and such a significant role for citizens needs to empowerment them to create new values, Institutionalize citizen participation in policy-making and decision-making at the level of national and local communities. Therefore, the main purpose of this study is to explain the main and organizing themes of citizen empowerment. For this purpose, the basic themes of empowering citizens were counted from the text of upstream documents of the Iranian administrative system, including the Constitution, the Charter of Citizenship Rights, the Civil Service Management Law, and the Fourth, Fifth, and Sixth Development Plans Law. Each of the main themes was explained and then the main themes were assigned to an organizing theme. According to the problem of the present study, the strategy of thematic analysis was used and since in this study we are trying to discover the themes of empowering citizens, the purpose of the research is exploratory and the method of data collection is through study and review of documents. According to the data analysis, 154 initial codes, 38 main themes and eight organizing themes were formed and the research findings were presented in the form of a conceptual model that shows the network relationship between different themes. The results indicate that the empowerment of citizens has multiple dimensions and in order to improve and increase citizen participation in public administration, these multiple dimensions in economic, social, legal, political, environmental, cultural and administrative policies should be considered by policy makers and Public Managers.

The purpose of this study was to identify the dimensions and components of job satisfaction and p... more The purpose of this study was to identify the dimensions and components of job satisfaction and provide a suitable model for it. Accordingly, the research design is a descriptive survey. The statistical population included managers and employees of Mazandaran Province Gas Company (including 40 managers of a focal group of company with organizational grade 17 or more, and 149 employees of a focal group consisted of company experts with organizational grade 15 and 16). From this population, 17 managers and 48 employees were selected by stratified random sampling method. According to the research design, the instruments used in the study included documents, interview, and questionnaire (researcher-made). Data analysis was performed by one-sample t-test and structural equation modeling using SPSS and PLS softwares. The results showed that job satisfaction had three dimensions (environmental, individual, and social) and 14 components (workplace physical conditions, contingent rewards, supervisory style, quality, performance appraisal, personal promotion and development, job characteristics, job-employee fit, decision making skills, participation and teamwork, work-life balance, welfares, psychological condition of the workplace, and coworkers relationships).

The main goal of the research is to improve the health of the administrative system by identifyin... more The main goal of the research is to improve the health of the administrative system by identifying corruption points in one of the affiliated regions of Iran Gas Transmission. The research is applied research in terms of its purpose, descriptive research in terms of data collection and a mixed type in terms of method. The study is qualitative in that the interview method was used to identify corruption points and the quantitative sense it was used to analyze the data using the dimtel method. Findings of the research identified 19 points of corruption in the qualitative part and in the quantitative part among points of corruption, 13 points were determined as causal points and six points as disabled points. The results indicate that the identification of corruption points can be used as drivers of improving the health of the administrative system and the main step to control these points.

The population of this study included the employees of this company, and statistical sample involved 329 employees. Walton model was used to study the quality of work life components. To analyze data, test research hypotheses, and assess the status of components, the Chi-square test, Wilcoxon, Friedman, and confirmatory factor analysis were used. The results revealed that fair and appropriate compensation, providing opportunities for continued growth and safety, social relevance of work life, and development of human capacities were at a good status, and healthy and safe environment as well as social cohesion and integration were at an average status, and total space of life and constitutionalism were at an adverse status.

According to the exploratory studies, devolutionobstacles was explored and identified at two dimensions including managers' unwillingness to devolutionand subordinates' reluctance to accept authority. To analyze the data and to confirm or reject the research questions, first, the Kolmogorov-Smirnov test was used to determine the normality of data. Given the non-normality of data, non-parametric tests such as one-sample one-tailed Wilcoxon test, Friedman test for ranking components, and Mann-Whitney test were used to identify the employees' and managers' different perception of obstacles to delegation of authority. Findings of the study indicated that Wilcoxon test was not significant at o.o5; that is, lack of trust and confidence in subordinates, inability of managers in guiding subordinates, lack of controlling processes, managers' sense of insecurity, and unwillingness of managers to delegate authority were not the main obstacles to devolutionby managers in Mazandran Province Gas Company, and their effects were not significant. In line with examining the obstacles effective to the devolutionby subordinates, it was found that the fear of criticism, blame, and dismissal along with the lack of adequate motivation in subordinates were recognized as the most important obstacles to adoption of authority by subordinates in Mazandran Province Gas Company.

By conducting exploratory studies through library research and interviewing, corrosive points in the company were identified from sensitive businesses, vulnerable office Points, vulnerable financial points and operational vulnerabilities. In order to identify sensitive businesses, documents are used to identify corrupt administrative, financial and operational points first by studying the processes of each unit, and then conducting interviews with the managers and experts of the relevant units and, finally, for quantifying the questions a researcher-made questionnaire was used. In data analysis, Wilcoxon non-parametric one-way tests and Friedman tests have been used to investigate the research questions due to the ranking of the data. Based on the findings of the present study, 79 sensitive businesses, 8 administrative corruption cases, 8 financial corruption points and 5 operational corruption points were surveyed.

Today, governments alone can not create a role for the effective management of society, and in th... more Today, governments alone can not create a role for the effective management of society, and in this regard, the role of citizens as key players in the political and administrative affairs of societies is very important and such a significant role for citizens needs to empowerment them to create new values, Institutionalize citizen participation in policy-making and decision-making at the level of national and local communities. Therefore, the main purpose of this study is to explain the main and organizing themes of citizen empowerment. For this purpose, the basic themes of empowering citizens were counted from the text of upstream documents of the Iranian administrative system, including the Constitution, the Charter of Citizenship Rights, the Civil Service Management Law, and the Fourth, Fifth, and Sixth Development Plans Law. Each of the main themes was explained and then the main themes were assigned to an organizing theme. According to the problem of the present study, the strategy of thematic analysis was used and since in this study we are trying to discover the themes of empowering citizens, the purpose of the research is exploratory and the method of data collection is through study and review of documents. According to the data analysis, 154 initial codes, 38 main themes and eight organizing themes were formed and the research findings were presented in the form of a conceptual model that shows the network relationship between different themes. The results indicate that the empowerment of citizens has multiple dimensions and in order to improve and increase citizen participation in public administration, these multiple dimensions in economic, social, legal, political, environmental, cultural and administrative policies should be considered by policy makers and Public Managers.

The purpose of this study was to identify the dimensions and components of job satisfaction and p... more The purpose of this study was to identify the dimensions and components of job satisfaction and provide a suitable model for it. Accordingly, the research design is a descriptive survey. The statistical population included managers and employees of Mazandaran Province Gas Company (including 40 managers of a focal group of company with organizational grade 17 or more, and 149 employees of a focal group consisted of company experts with organizational grade 15 and 16). From this population, 17 managers and 48 employees were selected by stratified random sampling method. According to the research design, the instruments used in the study included documents, interview, and questionnaire (researcher-made). Data analysis was performed by one-sample t-test and structural equation modeling using SPSS and PLS softwares. The results showed that job satisfaction had three dimensions (environmental, individual, and social) and 14 components (workplace physical conditions, contingent rewards, supervisory style, quality, performance appraisal, personal promotion and development, job characteristics, job-employee fit, decision making skills, participation and teamwork, work-life balance, welfares, psychological condition of the workplace, and coworkers relationships).
