This paper presents the survey results of the opinions of public sector managers in Australia reg... more This paper presents the survey results of the opinions of public sector managers in Australia regarding the usefulness and actual use of performance information for their decision making. It examines the role of financial and non-financial information including efficiency, effectiveness, service standard, output and outcome measures in program evaluation, resource allocation, improving efficiency and quality of service delivery. Most types of information were regarded as having some degrees of usefulness and have been used to some extent for particular decisions. Nevertheless, lower mean scores were observed for the actual use of outcome and service standard information than for its perceived usefulness.

This study examines differences in the expectations of New Zealand international and domestic stu... more This study examines differences in the expectations of New Zealand international and domestic students, studying business at undergraduate level at a New Zealand tertiary provider. It replicates earlier research undertaken by Fisher, Lee and Birt (2002) examining international students in an Australian setting. Similarities and differences in expectations of the focus on theory or practice, deadline flexibility, study diligence and respect for the university teacher are discussed in terms of power distance and long-term orientation cultural dimensions. Whilst our results provide further support for the hypotheses concerning deadline flexibility and study diligence we find no support for hypotheses concerning respect for the university teacher.

There is a large body of literature dealing with the psychological contract, with a focus on orga... more There is a large body of literature dealing with the psychological contract, with a focus on organisational commitment and job satisfaction. This literature mainly deals with ongoing, fixed term and casual employees, and ongoing and episodic volunteers. The important and growing area of volunteers engaged for a fixed period has largely been neglected. In this paper a review of relevant literature is provided, and an agenda for comparative research into the psychological contract of fixed terms and ongoing volunteers is proposed.

Research paper thumbnail of Governance and administration in a 'new' democracy: the case of formal control of the free-to-air television in Thailand (1997-2006)

While Thailand has nominally been a constitutional democracy since 1932, the role of military, bu... more While Thailand has nominally been a constitutional democracy since 1932, the role of military, bureaucratic elites has influenced development and implementation of public policy. In this paper we argue that reforms to media regulations promised in the 1997 Constitution have been largely ineffective. Specifically the independent media regulator has not been established, laws related to broadcast media continue to be inconsistent with constitutional requirements and regulations are either not consistently enforced, or are enforced in a manner inconsistent with the Constitution. We attribute this to the continued diminished role of the constitution as 'supreme law' and the ongoing, albeit changing, influence of the military, bureaucratic and business elites on Thai democracy.
