It is noted that in the near future, deepfakes may affect various levels of public and political life and contribute to the spread of a wide range of threats: from reputational risks for celebrities and individuals, to the development of organized crime and problems of social stability and national security. The authors evaluate potential threats, prospects and main directions of state regulation of deepfake content in the broader context of political and legislative initiatives to counter the spread of disinformation and fake news.

The authors conclude that eye-tracking research could be applied to planning of information and election campaigns, counter-extremism activities in the Internet, party branding and political SMM. The article shows that in the context of the Covid-19 pandemic, an increasing share of information, management and regulatory functions are performed online, which further updates the possibilities of using eye-tracking to improve remote public services and optimize their usability.

Bolsonaro as the President of Brazil. The new President represents the model of an irreconcilable right-wing populist who focuses on US foreign policy. Bolsonaro's rise to power came amid the crisis of left-wing populism in Brazil. The article raises the question: whether Bolsonaro's victory is a remarkable case or a new effective model of public policy and political leadership for Brazil and other countries in the region? The author concludes that it depends largely on J. Bolsonaro's success as the President. At the moment, the interim results of his presidency are highly controversial and continue to divide and polarize Brazilian society.

Методология политической науки менное состояние позволяет выделить некоторые заметные методологич... more Методология политической науки менное состояние позволяет выделить некоторые заметные методологические и теоретические наработки, свидетельствующие о ее зрелости» (Российская политическая наука…, 2015, с. 7). Это положение справедливо и для отечественной политической психологии. Частично обзор методологических подходов в политической психологии представлен в ряде аналитических сборников (Российская политическая наука…, 2015; Идентичность…, 2011). Стоит отметить, что политическая психология занимает особое место в науках об обществе и предметно соотносится сразу с несколькими научными дисциплинами (политической философией, политологией, психологией, социологией). Такая междисциплинарность связана с тем, что, как справедливо отмечет Б. Г. Капустин, политика представляет собой «специфический вид духовно-практической деятельности людей, создающей некоторые предметы в качестве политических» (Капустин, 2010, с. 9-10). Таким образом, деятельность индивидов и групп в области политики опосредована такими социально-психологическими и духовно-культурными феноменами, которые сложно отнести к предметному полю какой-либо одной науки. В связи с этим область политического затрагивает широкий спектр вопросов, связанных, например, с политической философией-соотношение политики и морали, насилия-ненасилия, духовных ценностей прошлого и настоящего и т. п.

In 2019, Ethiopian Prime Minister Abiyah Ahmed won the Nobel peace prize. His government is prais... more In 2019, Ethiopian Prime Minister Abiyah Ahmed won the Nobel peace prize. His government is praised for releasing political prisoners, partially opening Ethiopia's political space to the opposition, and making peace with neighboring Eritrea. At the same time, in recent years nearly 3 million people have fled their homes in Ethiopia, mainly because of ethnic violence. Human rights organizations accuse the country's authorities of forcing people to return to their homes, where many still do not feel safe. In 2018 and 2019 alone, more than a million Ethiopians were forced from their homes by ethnic violence. Ethiopia currently ranks first in the world in the number of internally displaced persons. The authors analyze the controversial socio-political situation in Ethiopia in the context of the upcoming parliamentary elections in 2020.

The main methodological branches pertinent to the studies of a political leader’s image are political psychology and political sociology, which are analyzed separately. The article reviews the works of both well-known political scientists in this field and young researchers. The authors believe that the collected and systematized material can prove useful for political scientists researching the problems of political leadership.

According to the data for 2017, more than 11 percent of immigrants to the United States from South America are Venezuelans, and the same figure for 2016 was close to 9 percent, which indicates a fairly sharp increase in the number of refugees. An active influx of Venezuelans may be one of the key factors in the future US 2020 presidential elections. The largest diaspora of Venezuelans in the United States lives in Florida, which will be one of the key states in the future presidential election campaign. In connection with the potential loss of Republican’s positions in such an important region as Florida, it is necessary for the administration of Donald Trump to reconsider its policy in the state. The given article contains a hypothesis about the increasing level of influence of the system of ... more The given article contains a hypothesis about the increasing level of influence of the system of tertiary education on stability of political regimes in many contemporary countries. In order to reveal the mechanism of such influence, the authors propose the concept of "natural rate of education", which reflects optimal balance between the labor market and the educational system from the perspective of avoidance and tackling of social protests and instability. The authors suppose that the stabilizing function of the system of tertiary education is determined by its role of the specific regulator of labor market and its capability to involve millions of young males, providing them long-term occupation. Under the state policy, this stabilizing function may be enormously exaggerated and even reach the point of extremum and become counterproductive, triggering mass protests. The article contains interdisciplinary approach, being on junction of political science and economics. The authors use selected methodological foundations of theory of human capital and introduce the notions: "educational pyramid", "educational bubble" and others. The article also includes a case study of Egypt and Tunisia before the Arab spring and contemporary Russia. The authors stress that Russian tertiary education system plays a unique and significant political role.

Последние годы развития политической системы России характеризовались ростом протестных настроени... more Последние годы развития политической системы России характеризовались ростом протестных настроений. Социальное недовольство и различные формы политического протеста становятся заметным элементом общественно-политической жизни. Симптоматично, что протестные настроения развиваются как в ходе электоральных кампаний (что, в том числе, предопределило победу оппозиции на выборах в ряде регионов), так и в результате развития и реализации текущих управленческих процессов. Учитывая, что в течение 2017-2019 гг. выборы прошли в большинстве регионов России, внимание к протестному движению со стороны различных политических субъектов возрастает. Авторы исследовали формы, основные субъекты и технологии протестов, осуществили их типологизацию на основе анализа ряда кейсов. Современные протестные настроения в России сравниваются в статье с соответствующими явлениями в ряде стран Европейского Союза (в первую очередь во Франции, а также в Португалии, Польше, Сербии и Греции). В заключении статьи представлены прогнозы развития социально-политической
ситуации в Российской Федерации.

The archetypes can be distinguished as universal (generic), common to every culture, and these si... more The archetypes can be distinguished as universal (generic), common to every culture, and these similarities can also be traced in particular national archetypes. The article analyses one of the universal archetypes – the Mother archetype. However, the authors aim to research the basic concepts and characters of this archetype within the Slavic culture. In this case, features of the Mother archetype in Russian culture are revealed mainly in the material of Russian folk tales. The main research value of folk tales is explained by the fact that they contain the first
historical “prints” of the archetypal consciousness of our ancestors. Even though the tales were passed through generations orally and therefore were often changed due to the historical and social contexts of the narrators and listeners, the general plot lines, characters, and hero trials have undergone just slight changes (this fact is confirmed in the article based on the wide array of researches of many Russian
linguists and philosophers). Also, for the analysis of the archetypes of the culture, folk tales have become indispensable material, revealing psychological and emotional themes of nations and ethnic groups. Thus, according to Karl Jung, a tale, like a myth, reveals the psychological mechanism of self-development or the way in which a representative of a specific culture passes the initiation on the path of
self-development. So, the process of individuation, which is associated generally with emotional crises and requires a transformation of human consciousness from lower to higher levels, is also reflected in a tale as a symbolic passing of the trials and tests by a character.
The Mother archetype has its own unique images in Russian fairy tales and is presented both with its bright and dark sides. If the light side of the mother is reflected in its blessing power, the dark side, in contrast, symbolically prevents the hero in his quests and achievements. Most clearly, the two-faced nature of the Mother archetype manifested in the form of Baba Yaga. The character of Baba Yaga is at once intimidating and attractive. The special charm of Baba Yaga is that she always supports the good and punishes the evil, but she does it with specific, unique methods. Etymologically, the word “Baba Yaga” has affinities with
the characters in the folklore of other Indo-European languages – deities of death Yama and Janus. This confirms the link of the image of Baba Yaga with the views of the Slavs on the other world. No wonder Baba Yaga lives on the border of the two kingdoms (“ours” and “far, far away”), she tells the hero the right path, and sends false heroes in the wrong direction. The article points to other features of this character and offers them psychological interpretation and meaning for the individual consciousness of a representative of Russian culture. The image of
Baba Yaga was the inspiration for many famous Russian writers, musicians, and poets that proves the deep connection of this character with archetypes of culture.

В статье анализируются актуальные социально-политические импликации современного процесса широког... more В статье анализируются актуальные социально-политические импликации современного процесса широкого признания и распространения глобальных академических и наукометрических
рейтингов, а также их влияния на государственную политику в образовательной и научной сферах в Российской Федерации. Авторами предложено понятие «рейтинговой силы» («charts power») как значимого компонента «мягкой силы» государств и международных институтов. Сделан вывод о том, что получившие широкое распространение глобальные академические и наукометрические рейтинги могут использоваться в качестве экономического оружия и инструмента внешнеполитического влияния. В статье рассматриваются ведущие академические рейтинги (Шанхайский академический рейтинг университетов мира, Индекс Times Higher Education и QS World University
Rankings), а также ключевые наукометрические индексы (Web of Science и Scopus). Авторами делается вывод об актуализации фактических и потенциальных угроз национальной безопасности
России со стороны рейтинговой силы других стран и предложены рекомендации для ослабления указанных вызовов. Одним из средств решения данной задачи представляется создание и популяризация (а также постепенная транснационализация) сравнительного индекса доверия к популярным
межстрановым рейтингам, в том числе и академическим.

that evaluations of state capacity levels in developing and post-communist countries based on popular comparative ratings are generally biased because of methodological defects and discrepancies in the overall theory as well as by the ideologization and politicization of the ratings systems themselves. A negative evaluation of the quality of government and state capacity of a country can be used to discredit and
delegitimize a political regime as well as to add substance to mass protests and color revolutions and serve as a tool of information warfare. The author concludes that numerous comparative international ratings are often used as a tool of political influence.

The main objectives of “potential soft power” are deterrence, demoralization and reducing of the space of possible behavior of other parties (both opponents and allies). Certain propositions and statements of the concept of potential power of the economist and mathematician T. Schelling are applied to the perspective of “soft power” in world politics.

According to the data for 2017, more than 11 percent of immigrants to the United States from South America are Venezuelans, and the same figure for 2016 was close to 9 percent, which indicates a fairly sharp increase in the number of refugees. The given article contains a hypothesis about the increasing level of influence of the system of ... more The given article contains a hypothesis about the increasing level of influence of the system of tertiary education on stability of political regimes in many contemporary countries. In order to reveal the mechanism of such influence, the authors propose the concept of "natural rate of education", which reflects optimal balance between the labor market and the educational system from the perspective of avoidance and tackling of social protests and instability. The authors suppose that the stabilizing function of the system of tertiary education is determined by its role of the specific regulator of labor market and its capability to involve millions of young males, providing them long-term occupation. Under the state policy, this stabilizing function may be enormously exaggerated and even reach the point of extremum and become counterproductive, triggering mass protests. The article contains interdisciplinary approach, being on junction of political science and economics. The authors use selected methodological foundations of theory of human capital and introduce the notions: "educational pyramid", "educational bubble" and others. The article also includes a case study of Egypt and Tunisia before the Arab spring and contemporary Russia. The authors stress that Russian tertiary education system plays a unique and significant political role.

Социальное недовольство и различные формы политического протеста становятся заметным элементом общественно-политической жизни. Симптоматично, что протестные настроения развиваются как в ходе электоральных кампаний (что, в том числе, предопределило победу оппозиции на выборах в ряде регионов), так и в результате развития и реализации текущих управленческих процессов. Учитывая, что в течение 2017-2019 гг. выборы прошли в большинстве регионов России, внимание к протестному движению со стороны различных политических субъектов возрастает. Авторы исследовали формы, основные субъекты и технологии протестов, осуществили их типологизацию на основе анализа ряда кейсов. Современные протестные настроения в России сравниваются в статье с соответствующими явлениями в ряде стран Европейского Союза (в первую очередь во Франции, а также в Португалии, Польше, Сербии и Греции). В заключении статьи представлены прогнозы развития социально-политической
ситуации в Российской Федерации.

The archetypes can be distinguished as universal (generic), common to every culture, and these si... more The archetypes can be distinguished as universal (generic), common to every culture, and these similarities can also be traced in particular national archetypes. The article analyses one of the universal archetypes – the Mother archetype. However, the authors aim to research the basic concepts and characters of this archetype within the Slavic culture. In this case, features of the Mother archetype in Russian culture are revealed mainly in the material of Russian folk tales. The main research value of folk tales is explained by the fact that they contain the first
historical “prints” of the archetypal consciousness of our ancestors. Even though the tales were passed through generations orally and therefore were often changed due to the historical and social contexts of the narrators and listeners, the general plot lines, characters, and hero trials have undergone just slight changes (this fact is confirmed in the article based on the wide array of researches of many Russian
linguists and philosophers). Also, for the analysis of the archetypes of the culture, folk tales have become indispensable material, revealing psychological and emotional themes of nations and ethnic groups. Thus, according to Karl Jung, a tale, like a myth, reveals the psychological mechanism of self-development or the way in which a representative of a specific culture passes the initiation on the path of
self-development. So, the process of individuation, which is associated generally with emotional crises and requires a transformation of human consciousness from lower to higher levels, is also reflected in a tale as a symbolic passing of the trials and tests by a character.
The Mother archetype has its own unique images in Russian fairy tales and is presented both with its bright and dark sides. If the light side of the mother is reflected in its blessing power, the dark side, in contrast, symbolically prevents the hero in his quests and achievements. Most clearly, the two-faced nature of the Mother archetype manifested in the form of Baba Yaga. The character of Baba Yaga is at once intimidating and attractive. The special charm of Baba Yaga is that she always supports the good and punishes the evil, but she does it with specific, unique methods. Etymologically, the word “Baba Yaga” has affinities with
the characters in the folklore of other Indo-European languages – deities of death Yama and Janus. This confirms the link of the image of Baba Yaga with the views of the Slavs on the other world. No wonder Baba Yaga lives on the border of the two kingdoms (“ours” and “far, far away”), she tells the hero the right path, and sends false heroes in the wrong direction. The article points to other features of this character and offers them psychological interpretation and meaning for the individual consciousness of a representative of Russian culture. The image of
Baba Yaga was the inspiration for many famous Russian writers, musicians, and poets that proves the deep connection of this character with archetypes of culture.

В статье анализируются актуальные социально-политические импликации современного процесса широког... more В статье анализируются актуальные социально-политические импликации современного процесса широкого признания и распространения глобальных академических и наукометрических
рейтингов, а также их влияния на государственную политику в образовательной и научной сферах в Российской Федерации. Авторами предложено понятие «рейтинговой силы» («charts power») как значимого компонента «мягкой силы» государств и международных институтов. Сделан вывод о том, что получившие широкое распространение глобальные академические и наукометрические рейтинги могут использоваться в качестве экономического оружия и инструмента внешнеполитического влияния. В статье рассматриваются ведущие академические рейтинги (Шанхайский академический рейтинг университетов мира, Индекс Times Higher Education и QS World University
Rankings), а также ключевые наукометрические индексы (Web of Science и Scopus). Авторами делается вывод об актуализации фактических и потенциальных угроз национальной безопасности
России со стороны рейтинговой силы других стран и предложены рекомендации для ослабления указанных вызовов. Одним из средств решения данной задачи представляется создание и популяризация (а также постепенная транснационализация) сравнительного индекса доверия к популярным
межстрановым рейтингам, в том числе и академическим.

that evaluations of state capacity levels in developing and post-communist countries based on popular comparative ratings are generally biased because of methodological defects and discrepancies in the overall theory as well as by the ideologization and politicization of the ratings systems themselves. A negative evaluation of the quality of government and state capacity of a country can be used to discredit and
delegitimize a political regime as well as to add substance to mass protests and color revolutions and serve as a tool of information warfare. The author concludes that numerous comparative international ratings are often used as a tool of political influence.

The main objectives of “potential soft power” are deterrence, demoralization and reducing of the space of possible behavior of other parties (both opponents and allies). Certain propositions and statements of the concept of potential power of the economist and mathematician T. Schelling are applied to the perspective of “soft power” in world politics.

The author proves that numerous comparative ratings of different countries that have become extremely popular in recent decades could be used as an effective tool of influence and even an economic weapon. Charts power can influence the economy of various countries, their educational and
scientific systems, external image and legitimacy of political regimes. The mechanisms of ratings power and emergence of “rating thinking” are analyzed as well in the monograph. The author concludes about the importance of actual and potential threats to
national security of the Russian Federation from charts power of the foreign states. Taking into account the fact that charts power is obviously used by the West in its economic and information struggle with Russia the author proposes a number of recommendations
how to wither and neutralize this relatively new and disguised external threat.
