With Government in Indonesia being wrought with corruption and often undergoing policy changes in the last several decades, terrorist organization Jemaah Islamiyah has attempted to use localized jihad to create an Islamic State in Indonesia that would continue to grow and encompass South East Asia. Indonesia has the largest population of Muslims and with only six religions being recognized by the Government, the minorities are Hinduism and Christianity. Bali contains the majority of the minority religious groups, including the Shia Muslim minority who are seen by Sunni Muslims as blasphemers. Bali has also maintained its tourist population despite the unrest in the rest of Indonesia, not only between religious groups but between different groups vying for Government power, allowing the economy to do better than in the rest of the country.

Through a visionary method, the commissioner, hoped to drastically change the police force into a new, better version of itself with less corruption, more results, and restored efficiency. Obstacles faced within the force were: outdated supplies, redundant paperwork, lack of clear communication, and drawn out processes. It also faced the issue of how to upturn output to see a further decrease in crime while reducing as much from the department’s budget as possible, which was stressed by the lack of modernized gear and resources. Through an affiliative approach the department began to focus on team work with the results not the effort being the main focus. This reduction in crime created another obstacle to overcome, an increase in police brutality. But by maintaining a good stable relationship with the community the department can lessen the impact a single event can have on their relationship with the public. New polices should be enacted to prevent misconduct. Creating a police force that has better standing with the community and allowing them to overcome corruption.

The usage of plea bargains has become more prevalent in the last half century and with it the following issues have arose within the criminal justice system including: disparity in sentencing, lack of evidence, length of time the plea bargain is available, is it constitutional, and the lack of providence of adequate counsel to the accused. To combat this, the American Bar Association, could enact regulation on attorneys, while the people and the Congress and Senate, try to enact laws that would place greater limitations on the usage of the plea bargaining process.
