Kebayoran Baru conservation area has undergone changes, both in functions and its buildings as well as its environment or it has undergone quite significant changes in buildings and environment characters. As an effort to overcome these problems, conservation and development strategies are needed in accordance with existing demand for area development. Thereforebuildings and environment character re-identification is needed as the basic for the formulation of the strategy. The discussion is emphasized on the application of buildings and environment character re-identification as inputs to formulate the development strategy. The re-identification process consists of buildings and environment character mapping in its early development and current development, and the assessment of cultural significance.

Kebayoran Baru, built in the 1950s, was planed as new residential town which based on the neighborhood unit concept. The urban structure of Kebayoran Baru refers to a grid system, in which the road pattern runs from north to south, and from west to east, that divided into four sections. The perimeter area was bordered by circular road, and the neighborhood center was in the middle of the area with the commercials and services. In its development, Kebayoran Baru designated as conservation area and has undergone land use changes. In certain degree, residential function become commercials/trade and services. The functional changes occur mostly at the main roads. The pattern of developmental change is: first, sporadically in some points on the main road; secondly, from south to north changes; third, from east to west; and fourth, on the ring road from north to south. It shows the development of the disparity. The uncontrolled land use changes has resulted in traffic jams, flooding and the lost of Kebayoran Baru identity. Some driving factors of land use change are infrastructure development that is not inclusive, economic pressure driven by increasing accessibility into and out of the area and low community awareness on conservation. The discussion is focused on the development pattern of land use changes that are superimposed with the infrastructure development.

Kebayoran Baru is a residential area that is located around the centre of South Jakarta (Prime Centre), namely the Commercial Centre Blok M. Because of its strategic location, the region has the potential to change from residential to commercial functions. Some regulations have been made to control the development, but physical and functional changes remains to continue, even more uncontrollable. With the increasing of demands of Kebayoran Baru conservation area development, the existing of regional regulations increasingly irrelevant. Therefore, reassessment is needed to determine a spatial planning strategy based on conservation principles, that is to reidentify the building and environment character of the area. The purpose of this research is to identify the building and environmentt character in Kebayoran Baru conservation area. The methods used are observation, interview, factor analysis, cluster analysis and superimpose map analysis. Result of factor analysis found five factors that form the character of Kebayoran Baru conservation area, i.e. 1) the closure and brightness of the fence; 2) visual transparency and enclosure of the corridor; 3) brightness of the colour of walls; 4) clearances and size of building lots; 5) ease of pedestrian accessibility. Based on those five factors building and environment character in Kebayoran Baru area is indicated with the presence of the fence, closure of the land and residential or commercial building function.

Physical environment, as well as building characteristics, has an important role in shaping the character of an area. Protecting the characteristics of buildings and physical environment that have cultural significance is required in the conservation activities. Kebayoran Baru area was built in 1950's and was planned as a garden city. It has a clear boundary with greenbelts as barrier from the surrounding areas and public spaces as connector parks. The street pattern was radial concentric with city center right in the middle of the area. The buildings style was a mix between early modern Dutch architecture with local architecture. Kebayoran baru is a residential area, which is located very close with Jakarta's business center. Because of its strategic location, many residential land uses has change into commercials. After 60 years, most of the buildings characteristics have changed, but interestingly, the physical environment is quite remains with relatively small changes. The pattern of land use changes from residential to commercials initiated from corridors adjacent to the commercial centers. After the enactment of street functional plan, the changes is more concentrated at primary arterial corridors and continued to the secondary arterial corridors. Although those changes are accompanied by a comprehensive changes of building characteristics, but doesn't make major changes to the physical environment characteristic. Land use changes at arterial streets serves as protection from the greater physical environment characteristic changes, because of the pressure of development is accommodated and controlled on the arterial road corridors. It serves as a ‘relief valve’, so that physical environment characteristics changes can be isolated on arterial road corridors. Control of land use changes in a particular place can be used as a strategy for protecting the authenticity of the physical environment characteristics. The discussion in this paper focused on the pattern of land use changes and their effects on the authenticity of the physical environment characteristics with morphological approach. Analysis technique by superimposing the patterns of land use change maps with the condition of physical environmental characteristics maps.
