DEVELOPMENT PATTERN OF LAND USE CHANGE IN CONSERVATION AREA, CASE STUDY: KEBAYORAN BARU, JAKARTA

Abstract Kebayoran Baru, built in the 1950s, was planed as new residential town which based on the neighborhood unit concept. The urban structure of Kebayoran Baru refers to a grid system, in which the road pattern runs from north to south, and from west to east, that divided into four sections. The perimeter area was bordered by circular road, and the neighborhood center was in the middle of the area with the commercials and services. In its development, Kebayoran Baru designated as conservation area and has undergone land use changes. In certain degree, residential function become commercials/trade and services. The functional changes occur mostly at the main roads. The pattern of developmental change is: first, sporadically in some points on the main road; secondly, from south to north changes; third, from east to west; and fourth, on the ring road from north to south. It shows the development of the disparity. The uncontrolled land use changes has resulted in traffic jams, flooding and the lost of Kebayoran Baru identity. Some driving factors of land use change are infrastructure development that is not inclusive, economic pressure driven by increasing accessibility into and out of the area and low community awareness on conservation. The discussion is focused on the development pattern of land use changes that are superimposed with the infrastructure development. Architectural Character Analysis of Senen Area, Central Jakarta

The Senen area is quite well known by all circles of society, especially the station, the used clothes market and used books which are the main attraction or generator of the area. Many people considered Senen as a trading area in the past, but now the identity and image of this area is starting to shift. Triggered by the uncontrolled development of the city. The Senen area grows in heterogeneity, making it lose its character and values.Development and modernity are being proclaimed, such as the construction of JPOs and busway stops that are connected to regional nodes, but in its development, the architectural history of the city has escaped attention. There are historical buildings that have not been empowered, the relocation of the area of used kwitang books and the emergence of new buildings which quite affect the visual character of the area. Basically, the development of the city cannot be avoided but the artifacts owned can be maintained and strengthened, through the history of identity and architectural values contained. Proper arrangement, management and coordination within the urban fabric can strengthen the image and identity of the area.Senen is expected to be able to fulfill its function as a place for community service by having intact character values. The method applied in research is exploratorydescriptive as a tool in analyzing character, history and its constituent elements, while the rationalisticqualitative method is used as a tool in forming arguments or a logical understanding of the results of the analysis.

Land Use Transformation and Changes in Built Heritage Character of Residential Neighborhood Corridors within the Cultural Heritage Conservation Context Comparative Study between Senopati Street – Kebayoran Baru, Jakarta and Progo Street, Bandung

Urban built cultural heritage are currently facing a significant threat from development pressure particularly in developing countries as a result of population growth, urban development, as well as economic growth, no exception to Indonesia. Jakarta and Bandung as one of the most established and fast growing metropolitan in Indonesia concerning population and economy are struggling to conserve their urban built cultural heritage. Although national law has encouraged cultural heritage conservation management in maintaining the existence of these historic residential neighborhood areas, both cities are still gradually suffering losses of distinctive character and appearance. Whether through the process of adaptive reuse, renovations, and even replacement, these changes detract from the townscape value of these invaluable urban assets. This problem is found quite evident throughout Jakarta and Bandung. This paper summarizes the findings of research carried out into the gap between spatial planning regulations and practice of two different Indonesian cities about the urban heritage conservation of two historical residential corridors in Senopati Street-Kebayoran Baru, Jakarta and Progo Street, Bandung. It reviews and compares the effectiveness of different spatial planning regulations approaches of respective cities on delivering the urban heritage conservation outcomes in an attempt to find a solution and establish as well as indicate ways of improving the cultural heritage regulations in Indonesia. The research explores the land use transformation and changes of urban built heritage character and appearance of historical residential neighborhood areas along both observed corridors and questions the extent of this transformation and changes occurred in both locations. The research presents a method for measuring changes in land use and physical character in the historic built environment and descriptive analyses factors that might affect the loss of built heritage character in both areas.

Physical and Functional Residential Changes at Tebet Utara Dalam Street Corridor, South Jakarta

The 1997-2000 economic crises have provoked the rise of a number of speculators alongside the corridor of Jalan Tebet Utara. The function of residential buildings on the left and right sides of the road was developed not only as a residential place but also as a commercial area with the target market of young people. These conditions had an effect on the phenomenon of architectural transformation on the absence of permission for a commercial building that was not in line with the General Spatial Plan of the Government of DKI Jakarta. As a result, the building faces that were originally identical appearedto be diverse, in which one side of the preferred look of the buildingcouldattract visitors. This article discusses the research emphasizing on the problem of building typology and architectural transformation by administering field observation, mapping of building typology and categorizing the transformation of architectural phenomenon. The findings of the study indicate that changes to the commercialoccupancy function are influenced by the increased accessibility which impacted changes on facade and building elements, on the use of building and road lines, andon the sky line environments.

Heritage area redevelopment is being widely carried out by many cities from outside and within the country. This is supported by the development of the times and the need for describing old city buildings that are characterized by the people of today's world. While the Medan city government still seems to need a push in taking care of its colonial heritage buildings. This can be seen from the number of heritage areas that are not managed and damaged even to be replaced with new buildings. Based on the observations of researchers, the location in Medan city with old city buildings that can be used as an architectural tourist area is the Kesawan Jalan Ahmad Yani area. This research study is based on the typology of the facade consisting of roof, color, doors, windows, height, columns, building ornaments. The purpose of this study was to examine the physical condition of the old city area of Kesawan. This research used the qualitative method, data collected by observation. The conclusion of this study is the condition of the facade of the building studied such as roofs, colors, doors, windows, columns, height, and ornaments are still important factors that support the identity of the old city area of Kesawan Medan, but in a state of concern because modern forms have begun to dominate.

Depok, a city in the south of Jakarta, has developed very rapidly in the last 30 years. Until the end of the 1970s, Depok was dominated by agricultural land, but now it is replaced by residential, commercial and services areas. Organizational activities are influenced by buildings that function as corporate facilities in the Kota Tua area along the Kali Besar corridor, both in the East and West. Planning for Urban Conservation in the City Centre of Palangka Raya toward Indonesian New Capital City

Urban conservation planning ensures that the cities of the world with unique structures, places and districts sustain in their irreplaceable role to earn the characteristic of its vibrant life, culture and society. The aim of urban conservation in Palangka Raya promotes urban living character through a strong sense of history, cultural vitality and continuity, including esthetical quality, the values of daily urban quality which is not merely focused on monuments alone. Therefore, at first, this research investigates its urban region, urban space, urban context, urban structure and conservation regulation to identify the material object of preservation. Then, in order to guide urban conservation planning in Palangka Raya, a method for making judgement offered a basis comparison on aesthetically and historically assessment of its urban potential. Using critical comparisons between existing and urban conservation theories, it has concluded some references. This approach has grasped that Palangka Raya needs find its heritage as a basis element to proclaim how important this city in the future. The Characteristics of Kampung Sekayu Conservation Area, Semarang City

Kampung Sekayu is an original village in Semarang City which has a cultural heritage building in its area, so its existence needs to be maintained. Its strategic location in the center of the city makes this village develop into a trade and service area, thus affecting the area’s physical characteristics. In traditional cities of Java, Indonesia, the city open space, known to the alun-alun , was an important element; it was the center of activity and a landmark of the city. This study aimed to understand the change of form, function, and meaning of the city open space in traditional cities of Java, with case study: alun-alun (city open space) of Demak, Yogyakarta, and Semarang. This study used methods by combining of historical, descriptive, and comparative, based on the relation of form-function-meaning in architecture. The results showed that the change of form, function, and meaning of the city open space in traditional cities of Java occurred with three circumstances.
