Amid an emerging independence movement and growing public anxiety about possible famine, Irish republicans and trade unionists mobilized popular resistance to the export of food from Ireland to Great Britain. For a few months, popular land seizures and cattle drives struck rural Ireland, while urban areas, campaigns tried to limit food exports, particularly of meat. In Cork city, republican and labour officials organized essentially a soviet to manage local food supplies, despite opposition from merchants, retailers, and police.
