This study examined the contribution of women's government heads to gender-responsive policie... more This study examined the contribution of women's government heads to gender-responsive policies at the local level. It was carried out due to the increase in the number of women leaders in various countries as heads of government at the national and local levels in the 21st century, which contributed to the realization of gender-responsive policies. This paper argues that the social capital owned by women regional heads contributes to realizing gender-responsive policies. This study was carried out using the focus group discussions (FGD) methodology, with data collected from 19 key informants through in-depth interviews and documents. The result showed that the success of women regional heads in realizing gender-responsive policies is influenced by their social capital in the form of material capital, access to information with organizations and public officials, and the provision of a network capital that is bonding, bridging, and linking. Pemerintah Indonesia telah mengeluarkan Undang-Undang Desa Nomor 6 Tahun 2014 tentang Desa (UU De... more Pemerintah Indonesia telah mengeluarkan Undang-Undang Desa Nomor 6 Tahun 2014 tentang Desa (UU Desa) yang membuat desa menjadi arena pelaksanaan program pembangunan dari pemerintah, tidak lagi seperti pada beberapa waktu lalu yang menjadikan desa hanya sebagai lokasi program pembangunan. Konsekuensi dari posisi dan peran desa yang seperti itu adalah setiap desa diberi alokasi dana desa sebesar maksimal 1 milyar rupiah. Salah satu syarat untuk mencairkan dana desa tersebut adalah adanya Rencana Pembangunan Jangka Menengah Desa (RPJMDes), Rencana Kerja Pembangunan Desa (RKPDes) , dan Anggaran Pendapatan dan Belanja Desa (APBDes). Terkait hal tersebut, Pemerintah Desa Banaran dan Pemerintah Desa Brosot menghadapi masalah, yaitu belum mampu menyusun dokumen RPJMDes berdasarkan peraturan dari Kementrian Dalam Negeri. This victory is the first that happened in the country’s public officials election. As transgenders face discriminative acts which impede their public opportunities, it is interesting to investigate the factors contributing to this election victory. This is a public policy reform in Indonesia. This present study incorporated a focus group discussion (FGD) approach and in-depth interviews. Thirty-two key informants were selected, followed by document reviews. The results showed that the transgender success in elections for public officials is due to utilizing the shift in the heteronormative habitus in society, the possessed capital, and the social domain by building relationships and communication between organizations and institutions. According to Law Number 6 of 2014 on Village (Village Law), a village must have a Village Mid-Te... more According to Law Number 6 of 2014 on Village (Village Law), a village must have a Village Mid-Term Development Plan (abbreviated as RPJMDes) as one of the requirements for disbursing the village funds. This study is conducted to determine the quality of documents and the process of RPJMDes making by applying mixed methods, which is a combination of quantitative and qualitative methods. The study sites covered 4 (four) districts in the Special Region of Yogyakarta with 10 samples of villages from each district (40 villages on the whole). The results of this study show that the diversity in document quality and RPJMDes document preparation process caused by the ability of team 11 (11 formulators of the village mid-term development plan), the ability of village governments to direct and provide technical assistance and guidance, the presence or absence of the role of third parties (universities), as well as the interaction between villages in an effort to understand the scope and the ...

Based on the lack of women participation in development planning and budgeting within the Develop... more Based on the lack of women participation in development planning and budgeting within the Development Planning Meeting (Musrenbang), the government of Banda Aceh formulate a new strategy in the form of Council Action Plan for Women (Musrena) which provides an opportunity and full participation for women as gender mainstreaming (PUG) and the Gender Responsive Budgeting (ARG) on the lowest level; the village (gampong). This study aims to elaborate comprehensively on innovation of Musrena in Banda Aceh. Through a qualitative approach, the data in this study was obtained from Focused Group Discussion (FGD), interview (in depth-interview) and desk-study (documentation). The results of this study are: 1. Growth of motivation and awareness level of women in the village, city /county to participate in development planning and gender responsive budgeting. 2. Musrena based on the principles of: equality, gender fairly budgets, dialogical negotiation, anti-dominant, partiality, antidiscrimination, and holistic principle.

On the one hand, there is an issue of protection of domestic workers, and on the other hand, there is an issue of power succession in the Yogyakarta Palace. It is about two different issues; it is not only to settle them in one process, but also to save one of the policy agendas. This study uses a case study. Data was collected using interviews, focus group discussions (FGD) and secondary sources. In-depth interviews and FGDs were conducted with internal parties, kingdom relatives, community leaders and activists for women's movements outside the palace. The findings of this study show that the agenda point, which brings the two issues, is gender issue, especially the role of women in the public domain. The meeting of these two issues, which leads to the opening of the policy window, involves various dynamics, including advocacy coalition, succeeded in moving policy-making rails from higher level of governme...
