Revue internationale Communication sociale et publique Public relations professionals encounter e... more Revue internationale Communication sociale et publique Public relations professionals encounter ethical problems as individuals who make decisions about their professional lives. They also serve as ethical counselors to organizations, a role in which they help organizations behave in ethical, responsible, and sustainable ways. This introduction deines ethics and social responsibility and discusses the possibilities and obstacles that public relations professionals face in the role of ethical counselor. Seven research problems in public relations are discussed: personal ethical decisions; relationships with clients and other practitioners; loyalty to organizations, publics, and society; choice of a client or organization, advocate and counselor roles, secrecy and openness, and digital media. The introduction ends with a discussion of the need for ethical theories of public relations and describes several promising theories.

Practitioners. however. too often think of publics as groups of people with similar descriptive attributes. In this article. James E. Grunig presents a theory which targets publics on the basis ofsimilar communication behaviors and applies the theory to the employee publics oftwo business corporations. The employee publics were found to be essentially the same in both corporations. Grunig is associate professor and chairman of the Research Center. College of Journalism. University of Maryland. S evera l years ago a manager of internal communications of a large corporation rejected a topic I had suggested for a lecture in a proposed seminar or his staff. The lecture, entitled "What Employees Want to Know ," was Inappropriate, he said, because "we decide what employees want to know." Employee publications too often reflect either this point of view or the extreme opposite view that the publication must please everyone. As a result. the publication is either a one-sided instrument of management propagandaand downright boring-or it is so "bland and innocuous" that reading it is like "going down in warm maple syrup for the third time.:? If one accepts the premise, however. that the role of the public relations professional is to facilitate two-way communication between organization and external publics and between management and internal publics , then a statement by Hall of the objective of internal communications provides a more reasonable alternative than either of the above extremes. According to Hall, "The key to the communication process in organizations is to ensure that the Correct people get the correct information (in amount and quality) at the Correct time.'? Such an objective, however, is more easily stated than accomplished. To accomplish that objective, the internal communications profess ional must have both a means of identifying who the correct people are (i.e., to target his

Recent research is then summarized which sought to develop conditional probabilities that communication behavior will occur in each of 16 theoretical situations, to use multiple regression analysis to test the theory, to determine whether motivation to communicate comes from individual or situational attributes, and to determine the effects of the 16 theoretical situations on the likelihood of joining organizations and on communication accuracy. Extensions of the theory to communities, families, and social systems are also proposed. (Author/AA) * *

The seminar reviewed the literature on organizations and organizational communication and met with personnel from the communications department of the Potomac Electric Power Company (Pepco). The theoretical paradigm which evolved in the conceptual phase of the project predicted that individuals and systems would seek information when they perceived a problem and would seek information only about alternatives which were feasible within their situation. Although applied to the needs of only one organization, the study provided basic theoretical confirmation of the paradigm.
