South Sudan as a nation has experienced several forms of economic, political and social unrest du... more South Sudan as a nation has experienced several forms of economic, political and social unrest due to unemployment situation in the country. The South Sudan Government has realized problem of unemployment especially the urban youth, and mitigate it through specific policy interventions. This paper attempts to support policy making in identifying the unemployed persons and knowing their profile. Information were obtained through a primary survey of 100 households with population size of 690 across five payam (sub-county) in Juba County. The results show that the unemployed members among the sample households are those with fairly large families with high dependency ratio and low literacy rate especially among the girls and women.

We are thankful to Dr. Prasad, President, Sakshi, Hyderabad and Leslie Martin, NCDHR, Hyderabad, for helping us in translation of the Questionnaires in to Telugu and also in the preparation of the Focus Group Discussion Report. We are thankful to the sixteen young and devoted field researchers, who accepted the assignment in a very short notice and collect information through Questionnaires and FGD by taking lot of pain. We are also thankful to the then Director, IIDS and present Chairman, UGC, Prof. Sukhadeo Thorat to assign us this interesting study. As an expert in the area of Land, Marginalization, equality & Justice and Caste, he specially took interest in this study and encouraged and guided us in different stages of the work, in spite of his busy schedule. There is physical access to adequate food in the country but economic access to adequate food is ... more There is physical access to adequate food in the country but economic access to adequate food is a struggle for many. The State, market and the civil society are working parallel on this issue. The people are mystified whom to approach to obtain food security. However it is the primary responsibility as well as an obligation of the State to provide the food security to all its citizens. The responsibility of the State includes protection and facilitation at different levels. Thus an attempt is being made in this paper to analyse the food security situation and the role of State from human rights perspective in providing adequate food security to its citizens.

The desire to satisfy food needs has left its mark on the environment. Hunger leads to desperate ... more The desire to satisfy food needs has left its mark on the environment. Hunger leads to desperate strategies for survival and attempts to meet the basic needs take precedence in the short term over longer term sustainability. There is a concern in the declining area under foodgrains, simultaneously, the excessive use of land for cultivation has lead to land degradation and depletion of ground water resources. Agricultural intensification with alternative technologies and farming practices can be more profitable and can help in sustaining the productivity. The problem of sustainable food security is more complex due to stabilisation and structural adjustment programmes carried out by developing economies. International economic exchanges can become beneficial and equitable for all, but, not happen at the cost of the ecosystem on which the global economy depends. These changes must have positive impact on the living standards of the people. The complementarity of food security and environmental concerns is evident. Normally, the food insecure groups are most vulnerable to the effects of environmental degradation, and at the same time are heavily dependent on natural resources to meet their food and other needs._ The poor are thus, both, victims and agents of environmental damage. The paper argues that policies aimed at ensuring food security and conserving the environment must emphasise measures for interim food security, while retaining the longer term objective of sustainable livelihoods. The policy must emphasise the need to pursue environmental conservation without compromising food security or vice versa. Otherwise, hunger will have serious implications for the conservation of environment.
