This dissertation conducted a comparative study of four Latin American Countries – Argentina, Bra... more This dissertation conducted a comparative study of four Latin American Countries – Argentina, Brazil, Paraguay and Uruguay with the aim of analysing how their governments are engaging with their citizens on social networking sites. Content and social network analyses were conducted in the Facebook pages of the countries Social Development ministries. Theoretical framework navigates the idea of the network society, discusses concepts of democracy, participation. In the context of changing perceptions of citizens to how they relate to governments and view democracies, social networking sites can reconnect citizens and their governments. However, the study concluded that content in the four governmental pages analysed are still very much un-interactive and information based.

The present study evaluates the Brazilian federal government’s communication through content anal... more The present study evaluates the Brazilian federal government’s communication through content analysis of Portal Brasil’s Facebook page. It aims to understand how the government communicates in digital media in the context of public communication. Public communication states that government communication must go beyond the institutional promotion by providing services and encouraging popular participation. New technologies of information and communication technologies (ICT) are creating new avenues for citizen participation in day-to-day policymaking, and social media is one of those ways. The Internet has also helped create a new citizen who is more demanding and want to communicate directly with their government.
Study analysed the content of Portal Brasil’s Facebook page through qualitative and quantitative review of 220 posts and 578 comments to determine the interaction between government and citizen. Study showed that the government uses social media to disseminate information and to provide service to the public, since 73 % of the posts are related to these issues. However, there is still a very strong focus on the promotion of governmental activities (21 % of posts). Also, during the period analysed, no post sought to encourage citizen participation, and only 6 % sought some kind of user interaction. It was concluded that although the page aims to provide public service, there is still an emphasis on the use of official media for political communication.
