This paper discusses what kind of national innovation system (NIS) is built up in China and wheth... more This paper discusses what kind of national innovation system (NIS) is built up in China and whether the NIS is helpful for China to catch up. Our research methodology is based on the combination of new growth theory with the NIS theory and our involvement in OECD research project about Chinese NIS. We find that Chinese NIS is composed of two complementary systems, namely FDI-based innovation system and indigenous innovation system. Both systems are found to have a positive influence on attaining China's catching-up objective but indigenous innovation system seems not as influential as FDI-based innovation system for the moment. We suggest that Chinese NIS needs to be further shaped for improving the absorption and innovation capability of domestic firms and for strengthening university-enterprise-research institute interactions. Through a bibliography review of works treating of renewal and rehabilitation of water distributi... more Through a bibliography review of works treating of renewal and rehabilitation of water distribution network, we identified a set of variables and factors that should be taken into account along the decision process. The approach proposed aims to schedule works on the network according to financial resources assess, considering variables linked with the environment of pipes and factors describing the whole network trough its hydraulic performance. Using Genetic Algorithm and Hydraulic simulation, the model proposes an acceptable policy, defining sequences of works on the water network. Four decisions are possible at the pipe scale: to do nothing (to repair if break occurs), to rehabilitate, to replace and to reinforce. The decisions taken enhance reliability of water distribution network and gives better satisfaction to consumers.

The main objective of the paper is to provide an analytical framework based on evolutionary argum... more The main objective of the paper is to provide an analytical framework based on evolutionary arguments, explaining the role and rationale of technology policies based on inter-organisation cooperations. We try to combine different arguments developed in the literature in order to define a coherent approach of technology policies : organisational, failure and paradigmatic approaches. We will argue that the role of technological policies and their design are contingent on whether knowledge creation emerges in an existing technological paradigm or will be at the origin of a new one. In the first part of the paper, we will define two broad kinds of cooperative policy : one (pre-paradigmatic) devoted to create radically new knowledge by exploring new avenues in order to initiate a new technological paradigm and the other (paradigmatic) devoted to create new knowledge by using exploitation mechanisms in order to maintain technological options and variety, inducing innovation and reducing n...

This book re-examines the rationale for public policy, concluding that the prevailing ‘public kno... more This book re-examines the rationale for public policy, concluding that the prevailing ‘public knowledge' model is evolving towards a networked or distributed model of knowledge production and use in which public and private institutions play complementary roles. It provides a set of tools and models to assess the impact of the new network model of funding and governance, and argues that governments need to adapt their funding and administrative priorities and procedures to support the emergence and healthy growth of research networks. The book goes on to explain that interdependencies and complementarities in the production and distribution of knowledge require a new and more contextual, flexible and complex approach to government funding, monitoring and assessment.

Agents are represented with stochastic learning algorithms that generate robust path-dependent patterns of behavior. Formal analyses of such locally interacting systems encounter many technical difficulties, hence the authors run numerical simulations. They find that lock-in is positively correlated to the interaction distance. Diversity, i.e. simultaneous coexistence of networks, appears for small interaction distances but vanishes as the size of neighborhoods increases. They also find an inverse relationship between the interaction distance and the speed of standardization.

In a first part, we distinguish the conceptual differences between information and knowledge. In the second, we analyse the implications on basic concepts of industrial economics and finally, in the third, we discuss the consequences of these considerations on the theory of the firm.

ABSTRACT We examine whether the spread of an exporting strategy can be characterized as a diffusi... more ABSTRACT We examine whether the spread of an exporting strategy can be characterized as a diffusion process using a general framework that accounts for attrition and changes in the pool of potential adopters and allows the diffusion rate to vary according to firm and market characteristics. Our findings indicate that the diffusion of exporting is described well by the internal model of diffusion. Thus, this framework may be useful in modeling the spread of other strategies. The diffusion rate is found to be strongly related both to firm characteristics and to past adopter performance. Copyright 2009 The Author 2009.
