Depuis plusieurs années, la question du contrôle parlementaire des forces armées est devenue en E... more Depuis plusieurs années, la question du contrôle parlementaire des forces armées est devenue en Europe un enjeu important du débat public et politique. L'attention s'est notamment portée sur le contrôle des opérations extérieures et du renseignement, qui ont donné lieu à plusieurs initiatives parlementaires depuis la fin des années 1990 : rapports, projets de loi, missions d'information. Mais ce contrôle est désormais soumis à d'importantes mutations. Certaines ont trait à l'évolution des forces armées et de leurs missions, notamment l'internationalisation des usages de la force armée dans le cadre d'alliance ou d'opérations en coalition. D'autres sont liées à l'évolution plus fondamentale du Parlementarisme en Europe, généralement centrée sur la thématique du déclin des assemblées législatives face à la montée en puissance des exécutifs. Ces dynamiques affectent négativement les capacités de contrôle du Parlement sur les armées et la politique de défense alors même qu'elles en renforcent la nécessité. À partir d'une vaste étude à la fois quantitative (questions au gouvernement) et qualitative (entretiens au sein des commissions parlementaires) menée au Royaume-Uni, en Allamagne, en Espagne, en Suède et en France, Bastien Irondelle, Olivier Rozenberg, Catherine Hoeffler, Jean Joana, Olivier Chopin et Christian Olsson montrent comment les Parlements cherchent à renforcer leurs fonctions de contrôle du gouvernement et de l'exécutif dans une Europe en pleine mutation face à l'usage de la force.

A proper understanding of the relationships between the armed forces and the defense industry — a... more A proper understanding of the relationships between the armed forces and the defense industry — a problem shared by many contemporary societies — should, in France, take into account the role played by the General Delegation for Armaments. Even if, in France, one finds logics similar to chose affecting these relationships in other countries, today as in the 1960s the General Delegation seems to be a major agent that determines the balance between the various protagonists of armament policies.

The study of war has been largely untouched by recent rapprochements in the analysis of public po... more The study of war has been largely untouched by recent rapprochements in the analysis of public policy and international relations. It is thus useful to consider the conditions of possibility for an analysis of war in terms of public policy and its possible contributions. The present article offers an overview of social scientific literature regarding military action in wartime and underscores its failure to attend to the distinction between the preparation and conduct of war. Adopting a public policy approach to account for the manner in which the state makes war allows one to consider the possible specificities of the modes of public action it implements for the purpose of militarily intervening in an armed conflict. Doing so thus sheds light on the manner in which defense policies are adapted to an ongoing war.

Studies on the transformation of defense policies over the past 30 years has mostly emphasized te... more Studies on the transformation of defense policies over the past 30 years has mostly emphasized technological and strategic factors. The goal of the article is to highlight the role played by political and social changes in shaping these policies. In most developed countries the different dimensions of defense policy have undergone a process of economic and political-cultural liberalization that has significantly modified their meaning. The resulting varieties of liberal militarism challenge the notion of policy convergence in the defense field.

This article analyzes the reasons why MPs participate in parliamentary Defence Committees. The co... more This article analyzes the reasons why MPs participate in parliamentary Defence Committees. The conventional wisdom that MPs participate in parliamentary committees for personal rewards is questionable in the case of defence, since Parliaments seem to be especially weak in defence policy. Based on a qualitative comparison of four European Parliaments (France, Germany, Great Britain and Spain), this analysis shows that while the rational choice hypothesis is confirmed, the types of rewards are different from what is usually observed: participating to a Defence Committee is first and foremost a way for MPs to seek access to policymakers and to belong to the defense establishment.

Although rooted in distinct principles, these reforms both introduced a new “technocratic mindset” insisting on the management of strengths. In spite of apparent convergence, the particular use of this new “mindset” contributes to maintain each nation’s specificity.

Yet question time may serve other purposes depending on the institutional setting, the political context and the policy field. By comparing the use of oral questions on the defence issue in the national parliaments of four Western democracies, the paper identifies a specific characteristic of questioning in each lower house: political conflict in Germany, internal dissent in the United Kingdom, reward of policy expertise in Spain and local issues in France. Such diverse uses of questioning procedures impact differently on the quality of the accountability process.
